This is the annual report published by the TBI presenting information on reported incidents of assaults or deaths of law enforcement officers in the line of duty that occurred in Tennessee. The information contained in the report is based on crime statistics information submitted by law enforcement agencies in Tennessee to TBI’s Tennessee Incident Based Reporting System (TIBRS) program. TIBRS is the state version of the FBI’s National Incident Based Reporting System (NIBRS) program. The information collected by TBI conforms to the national standard as presented in the FBI’s annual LEOKA report. Please see www.tncrimeonline.com for additional information. I am very proud of the efforts of all participating law enforcement agencies in the state to provide the data necessary to produce this report. Our combined efforts have resulted in a successful program and this annual report providing information on incidents involving assaults and deaths of our law enforcement officials. Sincerely, Mark Gwyn Director INTERNATIONALLY ACCREDITED SINCE 1994 Summary A total of 259 Tennessee agencies reported Law Enforcement Officers Killed or Assaulted (LEOKA) for the year 2008. LEOKA Reporting Agencies 82 Sheriff’s Departments 161 Police Departments 7 Colleges/Universities 3 Judicial District Drug Task Forces 6 State Agencies One officer was reported as feloniously killed in the line of duty. The officer was reported from the Grundy County Sheriff’s Department with the Activity Type of Attempting Other Arrests. A total of 2,129 LEOKA incidents were reported. The incidents involved one of eleven Activity Types. The Activity Type most frequently reported was Responding to Disturbance – 29.6% (631). The second most frequently reported was Attempting Other Arrest – 19.4% (413). The Activity Type reported with the least frequency was Ambush – No Warning – 0.4% (9). A total of 2,064 Injury Types were reported. The most frequently reported Injury Type was None at 69.7% (1,438). The second most frequently reported Injury Type was Apparent Minor Injuries at 27.9% (576). The following breakdown shows the remaining 50 of the reported Injury Types. Apparent Broken Bones – 0.6% (12), Severe Lacerations – 0.4% (9), Possible Internal Injuries – 0.4% (8), Other Major Injuries – 0.7% (14), Unconsciousness – 0.3% (6). One agency reported one (1) incident with the injury types of Loss of Teeth. The total number of Injury Types will not match the total number of incidents since up to five (5) different Injury Types per Victim may be reported. A total of 2,107 Weapon types were reported for the 2008 LEOKA incidents. The most frequently reported Weapon Type was Personal Weapon at 66.9% (1,410), which involves the use of hands, fists or feet. A wide variety of Weapon Types were reported for the remaining 33.1% (697). No agencies reported incidents involving Poison, Explosives, Fire/Incendiary Device, Drugs/Narcotics/Sleeping Pills, or Asphyxiation. The total number of Weapon Types will not match the total number of Injury types or Activity Types since up to three (3) Weapon Types per offense may be reported. 2008 Tennessee Law Enforcement Officers Killed or Assaulted 1 HIGHLIGHTS The number of reported LEOKA incidents decreased 12% from 2007. There were 2,129 reported LEOKA incidents in 2008 compared to 2,424 reported in 2007. The most frequently reported weapon type used in the offense was Personal Weapons (Fist, Hands, Feet) at 66.9%. Firearms were reported as a weapon type 7.6% of the time. The majority of the incidents reported occurred on Friday (15.8%) and Saturday (17.3%). The majority of LEOKA were reported occurring between 9:00 p.m. to 3:00 a.m. at 37.9%. The most frequently reported location for LEOKA incidents was Residence/Home at 32.8% with Highway/Road/Alley second at 30.2%. A total of 1,923 LEOKA incidents were cleared resulting in a 90.3% clearance rate. The most frequently reported Vehicle Assignments were One Officer Vehicle – Assisted at 37.2% and One Officer Vehicle – Alone at 32.8%. The average age of LEOKA offenders was 31.
