Back in the days when Japan emerged as a nation, the civilization of Eurasia 17 ： 00 － 18 ： 30 Excursion ① Kofukuji National Treasure Museum was introduced here in Nara. It is with appreciation for the history of those days, and with the belief that a study session like this would be meaningful at 19 ： 00 － 20 ： 30 Welcome Reception a time when East Asia is entering a new era of globalization, that we are host- ing this event. Local and regional governments are mostly concerned about how to promote the region, and how to achieve welfare for the local residents, instead of issues ■10/28/2014(Tue) Hotel Nikko Nara like diplomatic negotiations, warfare, and national security that the central gov- ernment or the nation must deal with. I believe that those concerns are also shared by all the participants in this meeting as well. 08 ： 30 － 12 ： 00 Orientation, Working-level Discussion While some of the participating local and regional governments represent large states and provinces, others represent small towns. However, I believe that all the participating governments have one thing in 12 ： 00 － 13 ： 00 Lunch ① common: a close and deep relationship with the local residents. For this congress, 41 local and regional governments have gathered from 7 countries, and we have a minis- ter of Myanmar’s Magway region government joining us for the first time. We also have a representative of 13 ： 00 － 13 ： 30 Opening Ceremony the Embassy of Uzbekistan participating as an observer. I would like to thank the many representatives of the participating local and regional governments for joining us. To have local governments from East Asian countries gathering together to report on the issues of their communities and to exchange ideas is highly beneficial. As a member of Japan’s central government I have been working on sever- al national and local problems. Together, all these themes embrace the issues that the local governments of our country are interested in. Here in Japan, we are very concerned about the problem of a decreasing population. How to confront and solve this challenge is a pressing issue for both our central and local governments. If the themes just mentioned can help provide at least some solutions to the problem, we can possibly expect to slow the trend down.     Osaka Gas to Start Service to Purchase Surplus Electricity Generated by Photovoltaic Systems (for customers whose feed-in tariff period for renewable energy will end) May 15, 2019 Osaka Gas Co., Ltd. Osaka Gas Co., Ltd. (President: Takehiro Honjo) will launch a service to purchase surplus electricity generated by photovoltaic systems. The service is available for customers whose purchase period (10 years) will end under the renewable energy feed-in-tariff (FIT) system. Because the FIT purchase period is ten years, customers whose FIT purchase period expires will be able to choose purchasers freely*1 from November 2019. Osaka Gas will offer the Purchase Plan for electricity, which is available for any customer, and the Electricity Set Purchase Plan, which offers an advantage to customers who use Osaka Gas’s electricity. Osaka Gas will also offer the Style Plan E option, in which the purchase unit price increases further in combination with Style Plan E,*2 an environmentally friendly electricity plan. Osaka Gas has been promoting the spread of ENE-FARM, photovoltaic power generation systems, storage batteries, and other solutions to help achieve a low carbon society. The company has also been working to upgrade the electricity charge plan to meet customers’ diverse values and lifestyles. Among them, there are 8 prefectures with “inland prefecture” that isn’t facing the sea. These inland prefectures are considered to have different properties from “coastal prefecture” that is facing the sea. Therefore, in this study, we quantitatively analyze the influence of the following factors on value of manufactured goods shipments of “inland prefecture” and “coastal prefecture”, based on our previous studies. These factors are population, area, value of forestry goods shipments, value of fishery goods shipments, presence of ordinance designated city, before and after the collapse of the bubble, before and after the Lehman shock, and so on. This analysis model is characterized by handling time series quantitative data and qualitative data. In this study, we validate the model by conducting empirical analysis model using time series data. Furthermore, we will try to quantitatively grasp the common points and differences of the industrial structure between inland prefecture and coastal prefecture based on estimates of parameters obtained from such empirical analysis.

    Japanese Journal of Religious Studies 1988 15/2-3 Folk Religion Among the Koreans in Japan —The Shamanism of the “Korean Temples” — IIDATakafumi 飯田剛史 The presence of seven hundred thousand Koreans in Japan has drawn at­ tention to issues such as the abolition of ethnic discrimination and the at­ tainment of human rights in contemporary Japanese society, while the Koreans in Japan, as marginal figures, continue to face the problem of their identity. These issues have been studied from political and Historical perspectives, but with an insufficient religious and cultural under­ standing. The group of “Korean temples” in the suburbs of Osaka, where the largest number of Koreans in Japan reside, is a religious phenomenon consisting of a syncretism of Korean Shamanism, Korean Buddhism, and Japanese mountain religion. In this paper I will outline the present situa­ tion of these Korean temples in Japan and reflect on the significance they hold for the Koreans inJapan and Japanese society. The “resentment” (han 恨 ) of the spirits of the dead, which is to be purified through shamanistic rituals, is a religious expression of the collective misfortune of the Koreans in Japan which is continually reproduced by the structural discrimination of Japanese society. Also, this Shamanism has served as a magical way for Korean women in Japan to adjust to their difficult social situation. It also contains, as the basic ethnic culture of Koreans in Japan, the potential to serve as a womb for the formation of their culture and identity. The number of visitors to Nara City has increased for seven consecutive years since 2011.   • Aum Shinrikyo's
    Chronology of Aum Shinrikyo’s CBW Activities Introduction Six years ago, on March 20, 1995, five members of the Japanese cult Aum Shinrikyo (Supreme Truth) boarded subway trains in Tokyo, Japan, and released the deadly chemical nerve agent sarin. The attack killed 12 people and injured over 1,000, of whom 17 were critically injured (requiring intensive care), 37 were severely injured (with muscular twitching and gastrointestinal problems), and 984 were slightly injured (with pinpoint pupils but no other symptoms). Aum’s interest in chemical and biological weapons (CBW) terrorism can be traced back to 1990. Between 1990 and 1995, Aum launched 17 known CBW attacks, with motivations ranging from assassination to mass murder. Of these attacks, 10 were carried out with chemical weapons (four with sarin, four with VX, one with phosgene, and one with hydrogen cyanide) and seven attempted attacks were carried out with biological agents (four with anthrax and three with botulinum toxin, although in both cases the microbial strains were apparently nonvirulent). In addition to these cases, Aum is alleged to have killed 20 of its dissident members with VX and has been linked more tenuously to more than 19 other CBW attacks and attempted attacks (13 attacks where Aum involvement is suspected and six possible copycats). This alliance had close ties with wholesalers in Osaka and comprised national-level qualified chemists. The use of this communication network by telegraph enabled the integration and progression of the Japanese pharmaceutical market in the early 20th century; however, pharmacies also began to build different and layered communication networks that corresponded to their respective business styles. Findings indicate that pharmacies used different communication networks of different spatial scales, thereby operating regional specialization and national integration networks simultaneously.
