Appeals must be filed with the City Clerk within fifteen (15) calendar days following the Design Review and Historic Preservation Commission’s decision, unless the fifteenth day falls on a weekend or a holiday, in which case the appeal period ends at the close of the next working day at City Hall. Appeals must be made in writing and must clearly state the reason for the appeal. Appeals will be set for hearing before the City Council on the earliest available agenda. CITY OF SONOMA DESIGN REVIEW AND HISTORIC PRESERVATION COMMISSION Regular MEETING September 19, 2017 Community Meeting Room, 177 First Street West, Sonoma, CA Draft MINUTES Chair Johnson called the meeting to order at 6:30 p.m. Present: Chair Johnson, Comms. Randolph, Barnett, Tippell Absent: Comm. Essert Others Present: Associate Planner Atkins, Administrative Assistant Morris Chair Johnson stated that no new items would be heard after 10:30 p.m. unless the Design Review and Historic Preservation Commission so decides. Any decisions made tonight can be appealed within 15 days to the City Council. He reminded everyone to turn off cell phones and pagers. COMMENTS FROM THE PUBLIC: none Approval of the Minutes: Comm. Barnett made a motion to approve the minutes from the meeting of July 18, 2017 with the changes noted. Comm. Tippell seconded. The motion was unanimously approved 4-0. Correspondence: Late mail was received on Item # 1. Item 1- Design and Review- Consideration of new paint colors, two free standing signs, and an illuminated wall sign for a commercial building( Auteur Wines) at 373 First Street West. Applicant: Well Design/Auteur Wines Associate Planner Atkins presented staff’s report. She noted that Colleen Ferguson, Public Works Director/City Engineer viewed no obstruction to traffic site lines. Chair Johnson opened the item to public comment. Neil Cowell, project designer. Well Designs, said the number of signs is compatible with neighboring businesses. The color sample board was reviewed by the commissioners. Chair Johnson closed the item to public comment. Comm. Tippell is satisfied with the selected colors and tasting menu. Comm. Barnett concurred with Comm. Tippell’s comments and viewed more signage is necessary to attract customers. Comms. Randolph, Barnett and Chair Johnson supported the proposal. Comm. Tippell made a motion to approve the new paint colors, two free standing signs, and an illuminated wall sign for a commercial building (Auteur Wines) at 373 First Street West. Comm. Barnett seconded, The motion was unanimously approved 4-0. 1 Comments to the public: none Issues update: Associate Planner Atkins explained the new commissioner appointment process- changes in February 2018. Demolition by Neglect and commercial real estate is still a priority discussion item. A special DRHPC meeting is scheduled on October 3, 2017. The regular DRHPC meeting on October 17, 2017 has a full agenda. Summary Background: On July 18, 2002, the Architectural Review Commission approved two wall signs for Chateau Sonoma: a 21 square-foot dimensional letter sign; and, a 15 square-foot wall sign. On October 17, 2007, the Design Review Commission approved an A-board sign for Chateau Sonoma. On April 15, 2008, the Design Review Commission approved a two-sided projecting sign (21 square-feet per side) for Chateau Sonoma. At this time a new applicant is proposing a new wall sign and two window signs. Wall signs: One wall sign is proposed. The sign is one-sided and proposed to be installed on the face of the existing building (above the awing) parallel to West Napa Street. The proposed sign is 20.53 square feet in area (1 foot 4.25 inches tall by 15 feet wide). The sign would consist of high tech exterior foam. Copy on the sign would consist of brown painted lettering with a light pick vinyl material applied on top. Wall Sign Regulations (§18.20.180): Wall signs projecting over the property line, including a light box or other part thereof, shall not exceed a thickness of 12 inches. The proposal is consistent with this requirement. Window Sign: Two Smashmellow window signs are proposed. The two window signs are one-sided and proposed to be installed on the windows adjacent to West Napa Street. The proposed signs are 5.47 square feet in area (1.5 feet tall by 3 feet 10 inches wide).
