DISTRICT ENVIRONMENT PLAN for DHUBRI DISTRICT Prepared By District Administration, Dhubri : Preamble : Hon’ble National Green Tribunal in O.A.No. -360/2018, dated 26/09/2019 ordered regarding constitution of District Committee (as a part of District Planning Committee under Article 243 ZD) under Articles 243 G, 243 W, 243 ZD read with Schedules 11 and 12 and Rule 15 of the Solid Waste Management Rules, 2016. In the above said order, it is stated that among others ‘Chief Secretaries may personally monitor compliance of environmental norms (including BMW Rules) with the District Magistrate once every month. The District Magistrates may conduct such monitoring twice every month. We find it necessary to add that in view of Constitutional provisions under Articles 243 G, 243 W, 243 ZD read with Schedules 11 and 12 and Rule 15 of the Solid Waste Management Rules, 2016 it is necessary to have a District Environment Plan to be operated by a District committee (as a part of District Planning Committee under Article 243 ZD) In this regard, Environment & Forest Deptt, Govt of Assam vide No- FRM - 184/2019/8, dtd 17/10/2019 instructed the Deputy Commissioners to prepare District Environmental Plans by constituting District Environment Committee (as a part of District Planning Committee) with representatives from Panchayats, Local Bodies, Regional Officers, State PCB and a suitable officer representing the administration, which may in turn be chaired and monitored by the District Collector / District Magistrate . As per the directions, District Committee in respect of Dhubri district was formed to evolve and execute District Environmental Plan in the Dhubri District. District Environment Committee, Dhubri at Annexure-1 A meeting of the District Committee to evolve the District Environmental Plan in respect of Dhubri District was held on 21st Nov,2019 . This plan has been prepared in line with the model District Environment Plan (DEP) of CPCB and covers following thematic areas; 1. Waste Management Plan (i) Solid Waste Management Plan (ii) Plastic Waste Management (iii) C&D Waste Management (iv) Biomedical Waste Management (v) Hazardous Waste Management (vi) E-Waste Waste Management 2. Brief Profile of the District : Dhubri is an administrative district in the state of Assam. The district headquarter is located at Dhubri town which is situated at 295 km from Guwahati, the State capital. In 1983, Goalpara district was divided into four districts and Dhubri is one of those. According to the 2011 census Dhubri district has a population of 1,948,632. The district has a population density of 1,171 inhabitants per square kilometre. Its population growth rate over the decade 2001-2011 was 24.4%. Dhubri has a sex ratio of 952 females for every 1000 males, and a literacy rate of 59.36%. The district has become one of the most densely populated district in India . The literacy rate is 48.21% of which male 55.91% and female 40.04%. Goalpariya, and Bengali are the most widely spoken language in the district, although Assamese is the official language. Location & Geographical Area. Dhubri District is situated west south corner of the Assam. The district is bounded both by interstate and international borders: West Bengal and Bangladesh in the west; Goalpara and Bogaigoan district of Assam and Garo Hills district of Meghalaya in the east; Kokrajhar district in the north, and S.Salmara Mankachar district of Assam and State of Meghalaya in the south. Topography : The district is located on the globe between 89.42 to 90.12 degree east longitude and 26.22 to 25.28 degree north latitude and situated at 30 meters above the sea level on an average. General topography of Dhubri district is plain with patches of small hillocks like Tokorabandha, Dudhnath, Chandardinga, Boukuamari, Boropahar, Chakrasila, etc. All these are situated in the north eastern part of the district. Mighty river Brahmaputra is flowing through this district from east to west with its tributaries like Champabati, Gourang, Gadadhar, Gangadhar, Tipkai, Sankosh, Silai, Jinjiram, etc. The average annual rainfall of the district is 2,916 mm. Availability of Minerals: The district is poor in mineral resources. No significant mineral deposit is present in Dhubri district. Minor minerals like river bed sand, boulders etc. may be mentioned. Forest: The district is rich in forest resources. The district having a total forest covers of 6947.830 hectares, comprises 6082.060 Hects. of Reserved forest and 865.77 Hects. of Proposed Reserved forest. The total forest area does not include unclassed state forest. Administrative set up. The Deputy Commissioner is the Head of the District administration. Dhubri town is the Head Quarter of the district. At present there are two sub-divisions namely (i) Dhubri (Sadar) and (ii) Bilasipara . The district has 8 revenue circles and 7 Tehsils. In Dhubri District, there are 6(six) ULBs, and 133 Gaon Panchayats GP and 13 Dev. Blocks. There are six Assam Legislative Assembly constituencies in this district: Salmara South, Dhubri, Gauripur, Golakganj, Bilasipara West, and Bilasipara East. All six LACs are in the Dhubri Lok Sabha constituency. District Environment Plan, Dhubri Page 4 2.1 Solid Waste Management Plan: Solid waste management is one of the most essential services for maintaining the quality of life in the urban areas and for ensuring better standards of health and sanitation. In India, this service falls short of the desired level as the systems adopted are outdated and inefficient. Institutional weakness, shortage of human and financial resources, improper choice of technology, inadequate coverage and lack of short and long term planning are responsible for the inadequacy of services. Present Scenario in the district: In Dhubri District, there are 6(six) ULBs, and 133 Gaon Panchayats. The ULBs on an average generates about 60 Metric Tonnes of waste per day. District Environment Plan, Dhubri Page 6 2.2 - Plastic Waste Management: Present Scenario in the district : The ULBs on an average generates about 2 Metric Tonnes of Plastic Waste(PW) per day. Rural areas of the district also produces about .5MT of Plastic Waste . It has been observed that disposal of plastic waste is a serious concern due to improper collection and segregation system.
