PRESIDENT I have the honor to submit herewith for transmission to Congress the Twentysecond Annual Report a the Secretary of Commerce covering the fiscal year ended June 30 1934 EXPENDITURES The total amount appropriated directly by Congress for expendi ture by the Department of Commerce during the fiscal year 1934 was 35404775 However at the request of the President and in cooperation with the Director of the Budget this Department agreed to exert its utmost endeavors to keep its normal expenditures at the lowest minimum consistent with proper and adequate service It is gratifying to report that at the close of the fiscal year the total of authorized obligations was 28603509 which is 6801266 or 16 percent less than the
