Other sections includea list of advisory committee members, correspondence between the highway department and ABE to recruit adults who failed their driver's test because of low reading ability, and the enrichment program made available by the Rhode Island State Councilon the Arts through 'a ticket endowment program, which attempted to reachnew audiences by subsidizing ticket costs. What is Adult Basic Education? Adult Basic Education is an instructional program designedspecifically for adults who, because of their lack of basic skills, arefunctioning at a level.that does not permit their total involvement in today's complex,highly technical society. It is a program that provides the studentwith the prime tools of basic education: reading skills, spelling skills, writingskills, and mathematical skills. As the student gains mastery of theseskills, he is able to expand his understanding of specific content knowledgesin the areas of language, social studies, science, arithmetic, health, and consumereducation. A successful Adult Basic Education program is one thatbuilds upon the student's existing oral-aural skills and further develops oral-auralcommunica- tion within the areas of the basic skills and the content knowledges. Mulvey kmxvisor PROVIDENCE PLAN Foa ADULT 3ASIC EDUCATION The Providence School Department has entered into an agreement with the Division of Adult Education of the Rhode Island State Department of Education, under Adult Education Act of 1966 (U.S. Office of Education), P. L. 89-750. Through this arrangement, the Providence School Department proposes to train all adults aged 18 and over, with less than eight (8) grades completed, to raise their level of education so that these adults will become less dependent on others, obtain or retain more productive or profitable employment, and better meet their adult responsibilities. Short-Range Objectives The Providence School Department proposes to train eligible adults in elementary level education with emphasis upon the communication and computational skills such as reading, writing, speaking, listening and arithmetic. In teaching these skills, materials will be used which will include as content such adult experiences as consumer buying practices, health habits? rela- tions with other members of the family and community, home- making and citizenship responsibilities. Long-Range Ob'ectives The long-range objectives will be: 1. To completely eliminate illiteracy among all adults 18 years of age and over. 2. To raise the level of education from an elementary level through the completion of an equivalent high school education. General Description Appropriate programs of instruction in adult basic education shall be offered by the Providence School Department in the 9 community schools, community agencies' buildings, libraries, churches, industrial and business locations, and other facil ities to include both public and private, which are designed to achieve the following objectives: Eliminate the inability of adults in need of basic education to read and write English. 4:7=7:77 e. A -2- Raise the educational level of such adults substantially that they will be less likely to become dependent on others. Improve their ability to benefit from occupational training. Improve their ability to benefit from homemaking training. Increase their opportunities for more productive and profitable employment. Lake them better able to meet their adult responsibilities. Prepare teachers through pre-service and in-service training in the techniques of teaching basic educational skills to adults. Stimulate and give leadership to all community schools and other educational agencies regarding the necessity and value of developing adult basic education programs. Assist "educational, governmental and non-profit agencies in identifying and motivating adults in need of basic education. Establish, conduct, supervise and promote programs in keeping with the needs of the adults in such areas as listening, speaking, reading, and writing English and arithmetic. Encourage and assist in the development of materials and methods of Lnstruction appropriate for such adults. Keep records of progress of adults. Evaluate the progress of adults. Counsel and guide adults along the most desirable path to such basio caueational goals of attainment as an eighth c7i.cvie . Eotivate adults to continue study beyondthe elementary level. Some Specifics of the 2Eslaall In order for states to get Federal fundsfor Adult 3asic Education they have to writea state plan. The Rhode Island state plan includes the following provisions: 1. That teachers in ABE classes be certifiedin the State of Rhode Island. 2. That they complete a Workshop inTechniques of Teach- ing Adults. -3-- 3. That they are certified to teach A3E classes upon completion of the Workshop.

Out-of-state law enforcement agencies may contact the Instructors Library about the possibility of arranging a loan. How to Borrow North East Multi-Regional Training In-Service Training Tapes How to Borrow Tapes: Call, write, or Fax NEMRT's librarian (that's Sarah Cole). Calling is probably the most effective way to contact her, because you can get immediate feedback on what tapes are available. In order to insure that borrowers are authorized through their law enforcement agency to borrow videos, please submit the initial lending request on agency letterhead (not a fax cover sheet or internal memo form). Also provide the name of the department’s training officer. If a requested tape is in the library at the time of the request, it will be sent to the borrower’s agency immediately. If the tape is not in, the borrower's name will be put on the tape's waiting list, and it will be sent as soon as possible. The due date--the date by which the tape must be back at NEMRT--is indicated on the loan receipt included with each loan. Since a lot of the tapes have long waiting lists, prompt return is appreciated not only by the Instructors' Library, but the other departments using the video collection.

TO THE HONORABLE MEMBERS OF THE GENERAL ASSEMBLY It is my pleasure to present to you the 1991 Annual Report of the Judiciary. This report represents my fifth full year as chief justice, and I believe much has been accomplished during this time. Like many other jurisdictions, the Rhode Island courts have expe­ rienced a dramatic five year increase in case filings. In 1987 there were approximately 107,000 cases filed statewide, and based on this report approximately 140,000 cases were filed in 1991, an increase of 31 percent.
