An Administrative Review Board will be convenedto review your case to determine if your continued detention is necessary. 2. The Administrative Review Board will conduct a comprehensive review of all reasonably available and relevant information regarding your case . At the conclusion of this review the Board will make a recommendation to : (1) release you to your home state; ( 2 ) transfer you to your home state , with conditions agreed upon by the United States and your home state ; or ( 3 ) continue your detention under United States control. 3. The following primaryfactors favor continued detention: a. Commitment 1. The detainee served as Deputy Minister of Intelligence inthe Taliban Intelligence Service . 2. The detainee served as acting Minister of Intelligence when Qari Ahmadullah was away from Kabul performing his duties as governor of Tahar province. 3. The detainee was a participant inmilitary operations inKonduz. 4. Detainee used Icom radios and provided information oncommunications security procedures within the Taliban Intelligence Department. b . Connections/Associations 1. The detainee arranged to have an Egyptian al Qaida member, Hamza Zobir teach Taliban intelligence officers about intelligence work . 2. The detaineegave a suspectedAfghani arms smuggler a Codanhighfrequency radio set for safekeeping. The suspected arms smuggler allegedlyhad many weapons caches near Ghazni. 4. At the time of his capture , the detainee claims he was attempting to assist the U.S. in capturing Mullah Mohammed Omar . He claims ifthe Americans had not arrested him , then they might have captured Mullah Mohammed Omar and the detainee's supervisor , Qari Ahmadullah , head of Taliban Intelligence. b . Detaineehas very few citations, primarily for non-aggressiveinfractions including physical training in cell, leadingprayer; making excessive noise; and periodicallyrefusing medications, food, and showers. 5. Youwill be affordeda meaningfulopportunityto be heardandto presentinformationto the Board; this includesan opportunityto bephysicallypresentat theproceeding. TheAssisting MilitaryOfficer( AMO) will assistyouin reviewingallrelevantandreasonablyavailable unclassifiedinformationregardingyour case.
