It provides estimates of radiological risks associated with the envisaged transport scenarios for the road transport mode. This is done by calculating the human health impact and radiological risk from transportation of LILW along the R563 route, N14 and eventually to the Vaalputs National Waste Disposal Facility. Various parameters are needed by the RADTRAN code in calculating the human health impact and risk. These include: numbers of population densities following the routes undertaken, number of stops made, and the speed at which the transport will be traversing at towards the final destination. The human health impact with regard to the dose to the public, LCF and risk associated with transportation of Necsa’s LILW to the Vaalputs Waste Disposal Facility by road have been calculated using RADTRAN 5 code.     EXPANDING THE NUCLEAR COMPONENT OF THE COUNTRY’S ENERGY MIX THE PROPOSAL IN THE IRP The IRP2 proposes that the nuclear component of the energy mix be expanded from around 5% to 14%. The Board of NRWDI has duly authorised the Acting CEO, Mr. Alan Carolissen, to apply for the Nuclear Installation Licence (See Attachment 1) The following information as required in terms of Regulations GN 1219 of Government Gazette 39585 of 21 December 2007 for a Nuclear Installation Licence application, is herewith provided: The National Radioactive Waste Disposal Institute Act (NRWDIA) (Act no. 53 of 2008) was proclaimed by the President of the Republic of South Africa in Government Gazette no. 32764 and became effective on the 1st December 2009 (See Attachment 2). The NRWDIA endorses the establishment of NRWDI to discharge a ministerial institutional obligation to manage radioactive waste disposal on a national basis.

    Special Report February 2021 Nuclear Energy in South Africa JO-ANSIE VAN WYK African perspectives Global insights Executive summary South Africa is regarded as the poster child for nuclear disarmament, nuclear non- proliferation and the peaceful use of nuclear energy. This report sketches the country’s historical and contemporary nuclear context. Post-apartheid South Africa set out to build on the non-proliferation and disarmament credentials it accumulated once it had ratified the Nuclear Non-Proliferation Treaty and signed a Safeguards Agreement with the International Atomic Energy Agency in 1991. This signalled the country’s intention to apply the peaceful use of nuclear energy to achieve its development needs. Illustrating its commitment to nuclear disarmament, the peaceful use of nuclear energy and nuclear non- proliferation, South Africa joined numerous multilateral nuclear regimes and organisations and signed various international agreements. These normative commitments at the international level were domesticated into South African law and policies, particularly during the Mandela and Mbeki presidencies. Besides formulating and adopting new policies and legislation, South Africa also established new nuclear governance entities, all of which are discussed in this report. Whereas in the past nuclear governance was aimed at maintaining the country’s independence and security against the background of international sanctions, this changed in the early 1990s. Nuclear governance in post-apartheid South Africa is conducted by entities such as the Nuclear Energy Corporation of South Africa (NECSA), the National Nuclear Regulator and the National Radioactive Waste Disposal Institute. Comprehensive import, transit and export regulations have been implemented to prevent nuclear proliferation. However, despite these measures, in 2004 a number of private South African entities were found to be involved in the global nuclear proliferation ring of Pakistani nuclear scientist AQ Khan.
