Please bring this copy. www.venice.coe.int CDL-REF(2012)003 - 2 - The Parliament - relying on Hungary’s legislative traditions based on popular representation; - guaranteeing that in Hungary the source of public power shall be the people, which shall pri- marily exercise its power through its elected representatives in elections which shall ensure the free expression of the will of voters; - ensuring the right of voters to universal and equal suffrage as well as to direct and secret bal- lot; - considering that political parties shall contribute to creating and expressing the will of the peo- ple; - recognising that the nationalities living in Hungary shall be constituent parts of the State and shall have the right ensured by the Fundamental Law to take part in the work of Parliament; - guaranteeing furthermore that Hungarian citizens living beyond the borders of Hungary shall be a part of the political community; in order to enforce the Fundamental Law, pursuant to Article XXIII, Subsections (1), (4) and (6), and to Article 2, Subsections (1) and (2) of the Fundamental Law, hereby passes the following Act on the substantive rules for the elections of Hungary’s Members of Parliament: 1. Bagó József JAVASLAT Nógrád Megye Területrendezési Tervéről szóló rendelet elfogadásához a területrendezésért felelős miniszter állásfoglalására készült dokumentáció jóváhagyására Készült: a Nógrád Megyei Önkormányzat Közgyűlésének 2019. november 21-i ülésére Előkészítette: Vass Attila megyei főépítész Tisztelt Közgyűlés! A Nógrád Megyei Önkormányzat Közgyűlése a 29/2005. (XII. 01.) Kgy. rendeletével alkotta meg a megye területrendezési tervét (a továbbiakban: NMTrT), melyet a 42/2011. (XI. 22.) önkormányzati rendelettel módosított. Az NMTrT módosításához az előkészítő és javaslattevő fázisának dokumentációja a Területfejlesztési Bizottság 2019. szeptember 3-i ülésén megtárgyalásra került, azt a bizottság a 2/2019. (IX. 3.) TERB. határozatával véleményezésre alkalmasnak ítélte. Az NMTrT módosításának véleményezési eljárása a területfejlesztésről és területrendezésről szóló 1996. évi XXI. törvény (a továbbiakban: Törvény) 23/C. § és a területfejlesztési koncepció, a területfejlesztési program és a területrendezési terv tartalmi követelményeiről, valamint illeszkedésük, kidolgozásuk, egyeztetésük, elfogadásuk és közzétételük részletes szabályairól szóló 218/2009. (X. 6.) Korm. rendelet (a továbbiakban: Kormányrendelet) 16. és 20. § alapján megtörtént. A véleményezési dokumentáció 2019. október 16-án feltöltésre került a Lechner Tudásközpont Nonprofit Kft. által üzemeltetett központi egyeztetési felületre, egyúttal Nógrád -

Törvényességi Felügyeleti Osztály, Hatósági Felügyeleti Osztály, Oktatási Osztály Jelen ellenőrzési terv két szervezeti egység vonatkozásában készült el, tekintettel arra, hogy a Törvényességi Felügyeleti Osztály a helyi önkormányzatok, a nemzetiségi önkormányzatok, valamint önkormányzati társulások törvényességi felügyeletét folyamatosan ellátja. Felügyeleti ellenőrzéseit a Miniszterelnökség által meghatározott központilag egységesen kiadott témaellenőrzés egészíti ki. 2021. évre vonatkozó ezen témaellenőrzést elrendelő intézkedés az ellenőrzési terv 1.sz. In 1999 the Hortobágy National Park was included in the world heritage list of the UNESCO. The outstanding importance of the park comes from dominantly non-arboreal, steppe vegetation harboring a unique avifauna and highly variable alkaline and chernozem soils displaying a complex mosaic-like spatial patterning. -

It aims to guarantee the effective and lasting preservation and protection of Jewish cemeteries and mass graves throughout the European continent. Identified by the Hebrew phrase Lo Tishkach (‘do not forget’), the Foundation is establishing a comprehensive publicly-accessible database of all Jewish burial grounds in Europe, currently featuring details on over 9,000 Jewish cemeteries and mass graves. Lo Tishkach is also producing a compendium of the different national and international laws and practices affecting these sites, to be used as a starting point to advocate for the better protection and preservation of Europe’s Jewish heritage. A key aim of the project is to engage young Europeans, bringing Europe’s history alive, encouraging reflection on the values that are important for responsible citizenship and mutual respect, giving a valuable insight into Jewish culture and mobilising young people to care for our common heritage. © Lonely Planet Publications 357 Northeast If you want to experience Hungarian village life – steeped in folk culture, replete with dirt roads, horse-drawn carts and little old churches – the Northeast is the place. Traditions are long-kept in the Bereg Region, where some women still eke out a living embroider- ing pillowcases in age-old patterns, and men work the land. Rural folk art, churches and a cemetery resembling a ‘shipyard’ of grave markers are the attractions here. Hospitality is at its height in the furthest corners of the Northeast; you’ll never be welcomed into even the poorest home without a shot of pálinka (fruit-based firewater that Hungarians call ‘brandy’) and a chocolate. Not far off, the larger towns of Nyírség have history to offer and more ecclesiastical treas- ures – Nyírbátor prides itself on not one but two noteworthy, originally Gothic churches, and the iconic art in Máriapócs is downright miraculous. Since distances are short (and regional transport so inadequate) a great way to explore is to hire a car and trip out from the capi- tal, Nyíregyháza. The spa town with a pleasant pedestrian centre has most of the creature NORTHEAST comforts, and a few activities of its own. In the leafy Sóstófürdő park you can soak in four different thermal-bath complexes and step into the region’s village past at an excellent open- air museum.
