WEAVER, 1113 Senwood Way, Fallbrook, California 92028 The CaliforniaGnatcatcher is widely known to be stronglyassociated with coastalsage scrub, yet it does not occupy all standsof this highly variable vegetation type (Kirkpatrick and Hutchinson 1976, Westmann 1983, O'Leary 1990, Atwood 1993). Bontrager (1991) suggested that scrub dominatedby Salvia mellifera is often not occupiedby gnatcatchers,and that the speciesis similarlyabsent if "a major componentof the area was large woody shrubs such as Rhus integrifolia and/or Malosma laurina." Yet no carefulstudies that objectivelyevaluate the impacts of scrub-species composition on gnatcatcher distribution have been presented. Variations in coastalsage scrub occur in recognizablepatterns. Climate is the major factor influencing distribution of plant species, as seen in the replacement of dominant shrubs with increasing distance from the coast. Soil types also affect scrub vegetation, as indicated by isolated stands of certain shrubs, as well as the local dominance of shrubs with restricted ranges.Slope aspectaffects the densityof the vegetationand may foster the replacementof one scrub type by another. North- and east-facingslopes often support chaparral rather than coastal sage scrub. Chaparral also occurs frequentlyon ridgelinesand mesas, even at low elevations.Coastal sage scrub is often naturallyfragmented by rivers and streams.Scrub stands, then, occur within a mosaicof habitats,assuring a patchy distributionof the California Gnatcatcher. In this paper, I describethe primaryvariations of coastalsage scrub in San Diego County. I show that the occurrenceof the CaliforniaGnatcatcher in the northwesternportion of the county is stronglyinfluenced by the type of scrubcover. I also commenton the suitabilityof scrubtypes elsewherein the county as likely reservesfor the gnatcatcher. METHODS I collected data on the distribution of the California Gnatcatcher while surveyingcoastal sage scrub birds at 84 locationsin northwestem San Diego County. I had no prior knowledge of the presence or absence of the gnatcatcherat the time each site was originallyselected for investigation.I surveyedareas from Camp Pendletonand Fallbrook south to Del Mar and Poway(Figure 1, Table 1). I collectedmost data from 1993 to 1995 but have also drawn on many earlier surveysand a few later surveys.With very few exceptions, I conductedbird surveys in the early morning at least twice during the breeding season. I made multiple visits to the vast majority of locations. I assignedvalues to coastalsage scrub plants by using a cover-abundancescale devisedby Braun-Blanquet(1932). Each shrub and succulentspecies present was noted as coveringmore than 75% of the area, 50-75% of the area, 25- 50% of the area, 5-25% of the area, or as few or solitary individuals providing little cover. To simplify plant surveys, I considered herbs and grassesas a single category.A "dominant"species has a minimum coverage of 25%. More than one species could, therefore, qualify as a dominant. A "prominent" species is characteristicof a specific type of scrub but has a cover of less than 25%. Methods of classifyingcoastal sage scrub are quite diverse. Westman (1983), for example, identified two "associations"for the entire county. Each associationincorporates a wide variety of scrub types. Others, such as Kirkpatrick and Hutchinson (1976), recognizedscrub types based on the presence of certain key species. Similarly, the San Diego Associationof Governments(SANDAG 1992) devised a listing agreed upon by biological consultantsthat uses the presence of characteristicbut not necesssarily dominant plants (H. Wier pers. comm.). I classifiedcoastal sage scrub by which shrubsprovide the primary cover at a site. My namesfor the variousdivisions have been selectedaccordingly. Becauseof the pervasivenessof California sagebrushin nearly all stands, however, I have used the term "sagebrush"only with those divisionsin which it is generally the only dominant.

The odor of the crushed leaves has been described as apple-like, but some think the smell is more like bitter almonds (Allen & Roberts 2013). The leaves are similar to those of the laurel tree and many others in family Lauraceae, hence the specific epithet "laurina." Montgomery & Cheo (1971) found time to ignition for dried leaf blades of laurel sumac to be intermediate and similar to scrub oak, Prunus ilicifolia, and Rhamnus crocea; faster than Heteromeles arbutifolia, Arctostaphylos densiflora, and Rhus ovata; and slower than Salvia mellifera.

    3.4 Biological Resources 3.4 BIOLOGICAL RESOURCES 3.4.1 Introduction This section evaluates the potential for implementation of the Proposed Project to have impacts on biological resources, including sensitive plants, animals, and habitats. The Notice of Preparation (NOP) (Appendix A) identified the potential for impacts associated to candidate, sensitive, or special status species (as defined in Section 3.4.6 below), sensitive natural communities, jurisdictional waters of the United States, wildlife corridors or other significant migratory pathway, and a potential to conflict with local policies and ordinances protecting biological resources. Data used to prepare this section were taken from the Orange County General Plan, the City of Lake Forest General Plan, Lake Forest Municipal Code, field observations, and other sources, referenced within this section, for background information. Full bibliographic references are noted in Section 3.4.12 (References). No comments with respect to biological resources were received during the NOP comment period.     Additional Details on Select Pollinator Plants Sugar Bush (Rhus ovata) • Native to dry canyons/slopes of California • Flower colors are white and pink • Blooms during spring, winter • When established, needs only occasional watering and is easy to take care of • Prefers low moisture, is drought tolerant • Attracts butterflies and insects, bird friendly • Often used for firescaping (surrounding area with fire-resistant plants to create barrier) and slope stabilization (minimizing erosion) • Grows best in south facing chaparral slopes and hot/dry environments Pomegranate Trees • Pomegranate trees (Punica granatum) maximum height is 30 feet tall in ideal conditions, but commonly grow 12 to 16 feet tall as a round shrub or small tree. • The fruit is typically in season from September to February. • Prefer full sun exposure. • Once established, pomegranates can take considerable drought, but for good fruit production they must be irrigated Toyon Berry • Often grow to about 8 feet tall. • Its leaves are evergreen, alternate, sharply toothed, and are 5 cm in length and 2 cm wide. • The flowers are visited by butterflies and other insects, and have a mild, hawthorn-like scent. • They like sun or part shade, though they tend to do better in part shade in the southern, drier part of their geographic range. Canyon Sunflower (Venegasia carpesioides) • A great choice for a dry shady part of the garden as it tolerates full shade or part shade/sun. • Its yellow flowers are nearly always blooming. • They are fairly drought tolerant and they require little or no care and it’s tolerant of a variety of different garden soils.

Shrub or small tree, evergreen, sclerophyllous, highly branched with dense canopy, in range 100–600 cm tall; gynodioecious; shoots in full sun with mostly ascending to erect leaves, in early spring forming new shoots from axillary buds below inflorescences, strongly aromatic like wintergreen (Gaultheria) when cut or crushed (having resin ducts with terpenes). Stems: cylindric, limber, when young red and brown with grayish cast from pubescence and scaly waxy plates; producing colorless resin in bark ducts, in ×-section the ducts elliptic, 16–18 arranged in ring; twig bark dull gray, trunk bark with thick, gray flakes; trunk to 40 cm diameter in arborescent forms. All plants were grown in- ground for 2 years; 12 of the species in full sun and 4 under 50% shade. Planting in October 2013 was followed by an establishment period of irrigation at 80%-100% of reference evapotranspiration (ET0) and 25% management allowable depletion through April 2015. Plants were then subjected to 1 of 4 different levels of reduced irrigation at 20%, 40%, 60%, or 80% of ET0 during the dry season through the first week of October 2015. During the deficit irrigation season they were evaluated across treatments for growth, health and vigor, overall appearance, flowering, pest tolerance, and disease resistance. From these assessments, irrigation recommendations are made for their use in the landscape. Introduction Plant performance trials are a critical step in the introduction and promotion of new or unfamiliar ornamental plants.
