    January 16, 2018 The Honorable Paul Ryan, Speaker U.S. House of Representatives Washington, DC 20510-0001 The Honorable Kevin McCarthy, Majority Leader U.S. House of Representatives Washington, DC 20510-0001 Dear Mr. Speaker and MaJority Leader McCarthy: We write as organizations and individuals working to end human trafficking with allies across the country, including Wisconsin and California, and concerned citizens who respect the pressures you face conducting the nation’s business. But the issue we write about is literally a matter of life and death. Last month in Portland Oregon, the family of a 24-year old mother, murdered on Christmas by a man who bought her for sex on Backpage.com, sued the website for allowing sex trafficking in its ads. 1 The case is similar to testimony heard by the Senate Commerce Committee from the mother of a 16-year-old daughter murdered by a man who bought her via Backpage.com on Christmas Eve. 2 Congress granted victims of human trafficking a private right of action under the Trafficking Victims Protection Reauthorization Act (TVPRA) of 2003 to provide protection and to help prevent this despicable crime. Yet court after court, has ruled the Communications Decency Act (CDA) of 1996 shields Internet Service Providers like Backpage.com from accountability. As a result, online trafficking has surged, online entities continue to facilitate trafficking with impunity, and victims have no effective legal redress. Hopkins Associate Professor University of Pennsylvania [email protected] Hans Noely Associate Professor Georgetown University [email protected] April 3, 2017 Abstract Political scientists use sophisticated measures to extract the ideology of members of Congress, notably the widely used nominate scores. These measures have known limitations, including possibly obscuring ideological positions that are not captured by roll call votes on the limited agenda presented to legislators. Meanwhile scholars often treat the ideology that is measured by these scores as known or at least knowable by voters and other political actors. It is possible that (a) nominate fails to capture something important in ideological variation or (b) that even if it does measure ideology, sophisticated voters only observe something else. We bring an alternative source of data to this subject, asking samples of highly involved activists to compare pairs of senators to one another or to compare a senator to themselves. From these pairwise comparisons, we can aggregate to a measure of ideology that is comparable to nominate. We can also evaluate the apparent ideological knowledge of our respondents. Many of these Republican-leaning Catholics are displaying a more outspoken, culture-war oriented form of Catholicism that has been dubbed Evangelical Catholicism. Through their forceful disciplining of pro-choice Catholics and treatment of abortion in their quadrennial voting guides, as well as their emphasis on “religious liberty”, the U.S. bishops have played a major role in the rise of these Evangelical Catholics. Introduction While the Catholic Church is associated with opposition to legalized abortion, a review of the historical record shows that the anti-abortion movement was largely fomented by the Catholic hierarchy and fueled by grassroots Evangelical opposition to abortion [1]. Lay Catholics have largely tracked general public opinion on abortion, with just over half of white Catholics saying it should be legal; polls have consistently found that only about 13% of Catholics support the position of the Catholic Church that abortion should be illegal in all circumstances [2,3]. As a result, Catholic voters have been comfortable supporting candidates who favor abortion rights, adding to their reputation as swing voters who have backed both successful Republican and Democratic presidential candidates. However, a substantial subset of white Catholic voters now appears more firmly committed to the Republican Party.

Boatright, Clark University [email protected] The presidential race did not quite monopolize all of the uncivil or bizarre moments of the summer of 2016. One of the more interesting exchanges took place in Arizona in August of 2016, during the weeks before the state’s Senate primary election. Senator John McCain, always a somewhat unpredictable politician, has had difficulties in his last two primaries. Perhaps because he was perceived as having strayed too far toward the political center, or perhaps simply because his presidential bid had created some distance between McCain and Arizonans, he faced a vigorous challenge in 2010 from conservative talk show host and former Congressman J. D. Hayworth. McCain ultimately beat back Hayworth’s challenge, 56 percent to 32 percent, but only after a bitter campaign in which McCain spent a total of over $21 million and abandoned much of his “maverick” positioning and presented himself as a staunch conservative and a fierce opponent of illegal immigration (Steinhauer 2010). His task was made easier by his ability to attack Hayworth’s own checkered career in Congress. In 2016, McCain again faced a competitive primary opponent, physician, Tea Party activist, and two-term State Senator Kelli Ward. Ward, like Hayworth, argued that McCain was not conservative enough for Arizona. Ward was (and is), however, a decade younger than Hayworth, and her shorter tenure in political office made it harder for McCain to attack her.

Tonight Ryan Solen accepted the nomination to be the Democrat to run for Paul Ryan’s seat in Congress and represent the 1st Congressional District of Wisconsin. His happiness over his victory is overshadowed by his concern that Paul Ryan continues to endorse the Republican nominee for President, Donald Trump. After today’s remark in North Carolina where Trump essentially incited violence towards the Democratic nominee for President, Hillary Clinton, Paul Ryan laughed it off after his own acceptance speech, saying he hadn’t seen the remarks. Ryan Solen hadn’t seen the remarks live, either, but he follows the news closely and recognizes when a candidate is completely out of line. Ryan Solen has endorsed Hillary Clinton but would quickly revoke his endorsement if she had said a fraction of the outrageous, hurtful, and un-American things that Donald Trump regularly says. Ryan Solen wonders how far does Donald Trump need to go for Paul Ryan to end his support? Donald Trump is recognized as the most dangerous man to ever run for President of the United States. Trump’s rhetoric is inflammatory and disrespectful to the office of which he aspires. Are partisan politics so important to Paul Ryan that he would continue his support for Donald Trump in spite of what is clearly right and wrong? As a Republican leader, Paul Ryan is supposed to be an example to his party and the House of Representatives, but still has not chosen to stand against his party’s flawed nominee.
