CHAIRMAN’S REPORT & URGENT ITEMS 8 REPORTS: Law and Order – Sussex Police Representative – refer Chairman’s Report Arun District Council (ADC) – Ward Councillor West Sussex County Council (WSCC) – Division Councillor: apologies received. • There is nothing that affects Patching at the moment. County is winding down major decisions due to the forth coming elections. South Downs National Park Authority (SDNPA) – SDNPA Representative Joint Downland Area Committee – Parish Council Representative 9. FINANCE, INCLUDING APPROVAL OF EXPENDITURE & ADMINISTRATION • Finance Report on current position • Approval of agreed expenditure • Signing of cheques 10. COMMUNITY ACTION • Nomination of Assets of Community Value • Operation Watershed: awaiting approval of application for funding • Bus shelter: update on actions o Funding refused by WSCC • Village gates: update on actions o Joint action with CPC for 2018 • Joint website with Clapham: appears to be slipping in 2018 • Avian flu: notice on Parish website. • Escalation of fly tipping over the last few months – fly tipping events can be reported to Arun DC Cleansing on 01903 737754 or by e-mail to [email protected] with as much info as possible but please do not approach the fly tippers or put yourself at risk. • Community Pay Back project: opportunity to get some work done in, and around the village. o Footpath clearance, ditching work down France Lane. o May need to close off the road for flood defence work between the Lodge and France Lane cottages for H&S reasons. Any Other Matters Arising • The Meeting will now be suspended for the Neighbourhood Plan presentation and open forum. • Neighbourhood Plan: presentation from Lindsay Frost (our NHP consultant), public comment and questions • The Meeting will now be resumed. (no further public comment or questions) • The Parish Council will pass resolution on the recommendations made by Lindsay Frost. 11. PLANNING (UNDER SDNPA) & LICENSING (UNDER ADC) Planning SDNP/16/05844/PRE - Proposed Single New Residential Dwelling. Land rear of Plantation Cottage Patching Worthing West Sussex BN13 3UW No objection. SDNP/17/00026/PRE - Construction of a Community shop and cafe with associate car parking. Clapham and Patching Village Hall Long Furlong Patching West Sussex BN13 3UT PPC object to the proposal on the basis that there is a viable and existing community café in situ, in Clapham, serving the communities in question. SDNP/17/00604/FUL Address The Worlds End Public House Arundel Road Patching BN13 3UQ SINGLE-STOREY EXTENSIONS TO PUBLIC AREA, KITCHEN AND STAFF ACCOMMODATION; ALTERATIONS TO EXTERNAL APPEARANCE OF PUBLIC HOUSE AND OUTBUILDINGS; FENCING WITHIN CURTILAGE OF Proposal LISTED BUILDING; ERECTION OF A PERGOLA; INTERNAL ALTERATIONS TO BAR/SERVERY, TOILETS, MAIN ENTRANCE, WALL FINISHES AND OPENINGS and FLOORING TREATMENTS. Under consideration by the PPC. Licensing: None 12. PARISH CORRESPONDENCE • MP wrote to SDNPA, ADC, WSCC, and Nick Herbert MP re A27 improvement plans • MP wrote to WSCC regarding speed limits Arundel Rd / France Lane. Response received, to be actioned. • Multiple emails re CPC website proposals. This now appears to depend on Arun DC planning. PPC monitoring. • Multiple emails regarding Operation Watershed costs and funding application – now approved and awaiting notification. • Notification of rat problem in village o Rats can be reported to ADC on 01903 737755. Current charging is £30 for visits as necessary or go to http://www.arun.gov.uk/pests • Invitation to attend 'Reducing the Risk and Impact of Flooding', an interactive strategy discussion on 27th April 2017 in Central London – at £350 /head… (half the precept). We declined. • CPC advised us of a petition being set up seeking to have Parliament debate the issue of local control of planning, especially for smaller communities. https://petition.parliament. uk/petitions/177333 • ADALC advised of meeting dates for 2017 – 22-MAR, 21-JUN, 20-SEP, 13-DEC 13. TRAINING, EMPLOYMENT & APPOINTMENTS • Recruitment of additional councillors • Recruitment of a new clerk • Recruitment / training of a new Responsible Financial Officer (RFO) 14.
