Q: I am visiting Israel after they have begun to say “V’Tein Tal U’matar” in Israel (ie after 7 Cheshvan) but before we have begun reciting it in the Diaspora (ie December 4). What should I say in my silent Amida?

A: Many opinions hold that if one will be in Israel during that entire period (from the 7th of Cheshvan until December 4th) one should say Ten Tal in Birkat HaShanim, however, if one would not be there for that amount of time one should say it in Shomea Tefillah.

Q: What Bracha (before and after) does one make on granola bars?

A: Granola bars are made with rolled oats and syrups. Shulchan Aruch (Orach Chaim 208:4) writes that the beracha for raw, toasted, or cooked grains (including oats) is ha’adoma, so long as the grains do not break apart and become sticky (in which case, the appropriate beracha would be borei minei mizonos). The oats in a granola bar do not break down and fuse together during the processing. Rather the oats are merely stuck together with syrup. If one were to wash or melt away the syrup, one would find that the oats remain separate and distinct. Therefore, the beracha on granola bars is ha’adoma.

In terms of after blessing: Shulchan Aruch (Orach Chaim 208:4) writes that if one were to eat raw or toasted kernels of the five grains there is a question as to what beracha acharona should be recited. Tosfot (Berachot 37a) cites an opinion that a special beracha acharona, “al ha’odama v’al pri ha’adoma,” should be recited. However, the consensus of the poskim is that we do not recite this blessing, but rather borei nefashot is said instead. Nevertheless, Shulchan Aruch says that lichatchila (to be meritorious) one should avoid eating a kezayit of raw or toasted oats in the time span of k’dei achilat prat (according to Igros Moshe, Orach Chaim 4:41, this would be 4½ minutes). On a practical level, if one eats only 1½ Nature Valley granola bars (there are 2 bars to a package), he will have eaten more than a kezayis of granola and other ingredients in total, but less than a kezayis of oats. Accordingly, he would recite a borei nefashos according to all opinions. If one wants to eat more than 1½ granola bars, he or she may eat 1½ bars, pause, continue eating, and then recite a borei nefashos, provided that no more than 1½ bars are consumed in any given 4½ minutes time-frame. Israel: A Predictable Ally in an Unpredictable Region

The Middle East is a hotbed of instability—a region constantly changing, and in which threats to Israel, as well as to America, are mounting. However, one stabilizing element is a consistently strong U.S.-Israel alliance. As 2019 comes to an end, we look back at just a few of the developments in the region from the past year:

Iran

Iran has continued testing ballistic missiles and working to advance its nuclear weapons capability. In October 2019, the Iranian regime, in direct violation of the JCPOA (more commonly referred to as the Iran nuclear deal), said it will limit international inspectors’ access to its nuclear in November 2019. Further, the regime said the secondary circuit of the Arak heavy water nuclear reactor, which creates the fuel used in nuclear warheads, will become operational. Throughout the year, the regime continued to spend an inordinate amount of money on furthering its nuclear project, promoting terrorism and destabilizing countries throughout the region, posing a direct threat to Israel’s existence and U.S. interests in the region.

Jordan

The Israel-Jordan peace treaty remains a critical component of Israel’s security. While Israel and Jordan work together behind the scenes on issues important to their shared security, over the past year an influx of refugees from Syria, coupled with severe drought and Iran’s regional aggression toward moderate Arab counties, has strained the Hashemite Kingdom’s resources and has threatened its security and stability.

Lebanon

In December 2018, the Israel Defense Forces launched a military operation intended to "expose and destroy" a series of Hezbollah terror tunnels in Lebanon. Since, Hezbollah aggression has escalated, and Hezbollah Leader Hassan Nasrallah said that forces aligned with his party would enter Israel. “The enemy is on the defensive, we have always been on the defensive, now we are in attack mode,” he said. In August 2019, Hezbollah launched multiple anti-tank guided missiles at Israel and further attacks have been promised.

Iraq

Iraq celebrated its victory over the Islamic State (ISIS) one year ago, in December 2018. In October 2019, however, anti-government rallies over corruption and joblessness, as well as violence from state police, began threatening to undermine the fragile peace Iraq has enjoyed since the defeat of ISIS. This poses not only a serious risk to U.S. strategic interests in the region, but could also create a fertile breeding ground for a resurgence of ISIS and allow Iran to gain a tighter hold on the country as it continues to devolve into chaos— increasing the threat to Israel.

In the face of this instability, American support for Israel must remain predictable to ensure that Israel can defend itself by itself. Despite the constant changes in the region and the mounting threats to both the and Israel, the Jewish State remains a vibrant democracy, a pillar of freedom, an innovative nation with an outsized impact on the world, and a strategic ally to the United States.
