Upon the instructions of my Government, I am transmitting herewith the record of the ceasefire violations by the along the State border of the Republic of Armenia during the month of March 2019 (see annex I).* I am also transmitting herewith the record of ceasefire violations registered by the Ministry of Defence of the Republic of Artsakh (Nagorno-Karabakh Republic) during the month of March 2019 (see annex II).* I kindly request that the present letter and its annexes be circulated as a document of the General Assembly, under agenda item 34, and of the Security Council.

On 16 March 2019, at 1.30 a.m., in the vicinity of the village of Barekamavan, in the Tavush region of Armenia, a citizen of the Republic of Azerbaijan, Elvin Arif Oghlu Hibragimov, was arrested while attempting to cross the border with the Republic of Armenia.
