Sketch Tour in Alentejo ABOUT Photo: João Moreno Sketch Tour in Alentejo There are plenty of things in the Alentejo that can always take us by surprise: the plains that stretch as far as the eye can see, cork oaks and olive trees that have been there for centuries, the beauty of towns and villages like Marvão, Monsaraz and the historical places like Évora and Elvas. The sketchers Marion Rivolier and João Moreno travelled through the Alentejo exploring the main points of interest on an itinerary that passed through Évora, Estremoz, Vila Viçosa, Monsaraz, Elvas, Campo Maior, Marvão and Castelo de Vide. Marion discovered a region and João saw the landscapes that he already knew in a new light. Impressed with the harmonious contrast between the architecture and nature, by how the villages appear in the landscape, among the small hills. White houses, golden plains and blue sky. The landscape mingles with the vines and cereal crops – an ever-changing canvas of colour: intensely green towards the end of winter, the colour of straw at the end of spring, and deep ochre during the final months of summer. 1 All over the Alentejo there are archaeological markers suggesting that wine has Historybeen an important part of life up to the present day. Whilst it is not known exactly when wine and viticulture was introduced to the Alentejo, there is plenty of evidence that they were already part of the day-to-day life in the Alentejo by the time the Romans arrived in the south of Portugal. It is thought that the Tartessians, an ancient civilisation based in the south of the Iberian Peninsula and heirs of the Andalusian Megalithic culture, were the first to domesticate vineyards and introduce winemaking principles in the Alentejo.

Alqueva dam and irrigation project: hard lessons learned from good and bad assessment practice João Joanaz de Melo1 & Carla Janeiro2 1 New University of Lisbon (UNL), [email protected], +351-212948374 2Centro de Estudos da Avifauna Ibérica (CEAI), [email protected] Abstract The Alqueva dam and irrigation project involves the largest reservoir in Europe and an irrigation network to cover 110000ha of land, with three main goals: water management, regional development and promotion of agriculture. This paper reviews the major impacts and assessment procedures of the project. Lessons learned from this difficult process are discussed. Flooding has already provoked large ecological and social impacts, e.g.: loss of natural and cultural heritage in the Guadiana valley, cutting of ecological corridors, pressure over endangered species such as the Iberian lynx; and the resettlement of hundreds of families. On the plus side, the project created some water management capacity on the Portuguese side of the Guadiana and some local development in a traditionally depressed region. When the project is full-fledged, greater impacts are expected, including water pollution, soil salinization, barrier effect, destruction of wetlands, and possible biological contamination of water transfer from the Guadiana to the Sado basin. However, the resulting economic benefit is expected to be rather low. Local social benefit is expected mostly from public investment. Overall, the enterprise is certainly not sustainable - environmentally or economically. This myriad of problems and opportunities generated a huge amount of information and uncommon assessment procedures, including an observation committee and strategic-level environmental studies. They managed to curb some of the worst impacts of the project, but had little influence on key decisions.

It is, therefore, important to understand what impact the Partnership Agreement had on public and private investments in the different Portuguese regions. Mainstream models of agricultural intensification, closely linked to specialization, have proved to have a strong impact on the environment while also disconnecting agriculture from rural communities (Woods 2011; Primdahl and Swaffield 2010). Climate change and increasing urbanization pressures add urgency to the challenge of ensuring global food security without compromising the sustainability of social-ecological systems. Calls for sustainable forms of agricultural intensification are frequent in policy and scientific circles (Garnett et al. 2013; Lima Santos 2017). Yet, what constitutes sustainable intensification remains contested, with a range of weak to strong sustainability concepts depending on, for example, uses of technology, synthetic inputs, and local ecological knowledge (Horlings and Marsden 2011; Rockstrom et al. 2017). In the Portuguese context the Alentejo region seems to be undergoing a process of rapid agricultural intensification, despite its dry Mediterranean climate and a tradition of extensive, multi-functional agricultural systems. This has been fuelled by local, national, European, and global factors and processes, in close alignment with the dynamics of urban-financial capitalism. Specific drivers include a long-standing public investment in the Alqueva irrigation system, national and eu agricultural policies, and recent strategies of financial investment in agriculture-related assets, especially since the 2008 global financial crisis.

This is the case for the Lower Guadiana Basin, where the river is the border between Spain and Portugal (Algarve-Baixo Alentejo-Andalucía Euroregion). For this transboundary basin, a description and evaluation of hydrological drought events was made using the Standardized Precipitation Index (SPI) with monthly precipitation time series of Spanish and Portuguese climatic stations in the study area. The results showed the occurrence of global cycles of about 25–30 years with predominance of moderate and severe drought events. It was observed that the current requirements of ecological flows in strategic water bodies were not satisfied in some months of October to April of years characterized by severe drought events occurring in the period from 1946 to 2015. Therefore, the characterization of the ecological status of the temporary streams that were predominant in this basin should be a priority in the next hydrologic plans in order to identify the relationships between actual flow regimes and habitat attributes, thereby improving environmental flows assessments, which will enable integrated water resource management.

It analyses the relationships between the local authorities, the army and the central government and the way in which Elvas Town Council dealt with the ever-growing defensive, logistic, economic, social, financial and administrative problems. Problems originated in an exceptionally difficult situation, which lasted for 28 years.
