Performance Report - 2009 Performance Report - 2009 Department of Sri Lanka Railway Vision To provide a quality Rail Transport service with an environment of multi mode transport for passenger and freight traffic within an independent financial arrangement. Mission Provision of a safe, reliable and punctual Rail Transport service for both passenger and freight traffic economically and efficiently. Objectives • Making improvement in the service and Time table to provide an efficient service to meet the passenger needs. • Rehabilitation and improvements to sustain efficiency of declining assets. (eg. Rail line, Signalling system, Train fleet). • Strengthening the assets base on investments for new assets.(Diesel Multiple Units, Engines, Passenger Carriages). • Strengthening revenue sources. • Restructuring the establishment framework of the organization to meet the present day demands.(challenges). • Human resource development. Performance of the Administration Division Personnel Management Action was taken to fill 850 vacancies which fell vacant a long time ago during the year 2009 Schemes of promotions have been updated and 951 have been given promotions after conducting interviews and examinations during the year 2009 60 employees have retired from the service during 2009 Employee Relations Discussions are held with trade unions regularly and thereby to reduce stoppage of work without prior notice, strikes and sabotage. Public Relations Certificates and award presenting ceremony was held to evaluate the service of railway employees who completed 25 years of service. Human Resource Management Local training courses conducted by the German Railway Technical Training Center during the year 2009 are given below, Mechanical Course Motor Mechanical Course Welding Course Electrical Course Elementary Technological Course Technological Course Strains and Stress checking Course Elementary Electrical Technological Course The intake of students at the Sri Lanka German Railway Technical Training Center for the year 2009 is given in the following table, Course No Motor Mechanic 22 Diesel Engine Mechanic 20 Electrician 25 Welder 19 Mechanic 18 1 Particulars of the students who completed full time courses during the year 2009 are given in the following table, Course No Diesel Engine Mechanic 16 Electrician 15 Welder 21 Mechanic 14 The number who completed full time course in 2009 is 66, and the new admissions to the full time courses for the year are 104. Foreign Training It is expected to train 600 railway employees in India under Indian Loan aid and 147 of them were trained by end of the year 2009. Internal Audit Internal audit queries were held in the following divisions during this year. An Intercity express train service named “Udaya Devi” commenced on 05/04/2009 from Colombo Fort to Batticaloa and from Batticaloa to Colombo Fort on 06/04/2009. The trains operated to Vavuniya were extended to Thandikulam and return journey also to commence from Thandikulam from 06/06/2009. New rail bus service was commenced between Baticaloa/Polonnaruwa/Baticaloa and Trincomalee/Galoya/Trincomalee in this year. New DMU (S10) was added to Mahawa office train operating between Colombo Fort / Maradana/Colombo Fort to provide passenger comfort by reducing the operating time. Introduction of the two YalDevi express trains operated between Colombo Fort/Vavuniya/ Colombo Fort as intercity express trains from 06/05/2009 and adding 5 carriages to trains operating between Colombo Fort/Trinco/Colombo Fort(7081/7082) for the passengers entrained to the former trains at the railway stations where they stopped earlier. These trains would go up to Mahawa and from then it would operate as a separate train up to Medawachchiya and again it would come upto Mahawa from Medawachchiya and then this train would be attached to the train coming from Trincomalee to Colombo Fort (7082) for the comfort of the passengers. Introduction of Diesel Multiple Units (S10) for the Samudra Devi train from 09/03/2009. Operating the train (8751) with a new Chinese Diesel Multiple unit and extending the train (8741) up to Kalutara south. Converting the train 8390 to a faster one to reduce losses caused by theft from 05/11/2009. Replacing the train No 9268 operated up to Kosgama with train No 9269 from 12/06/2009. Operation of train No 1140 Colombo Fort to Veyangoda and train No 1539 from Veyangoda to Colombo Fort from 17/09/2009. Operation of train No 1152 from Colombo Fort to Polgahawela and train No 1576 from Polgahawela to Colombo Fort, from 24/08/2009. Due to change of time table of the Northern line trains on 06/05/2009, to make a relative change in the operations of main line trains. Train time tables were revised to match the demands of the passengers with the objective of up grading passenger capacity without adding new trains to the service. 3 The train operating beyond Vauniya A new rail bus is about to begin its operation (Thandikulam) after 20 years from 06/06/2009. introduced under the newly commenced Rail Bus Project in the Eastern Province. Newly introduced Udaya Devi’ express train between Colombo Fort and Batticaloa. Derailments Description 2008 2009 On rail track 60 63 Yard 104 108 Total 164 171 The number of train derailments occurred in 2008 increased from 164 to 171 in 2009. The derailment of Colombo – Anuradapura oil transporting train near Thalawa Railway Station on 06/06/2009. 4 Train Accidents The following table gives an account of accidents occurred at the railway crossings in 2008 and 2009. The train collisions occurred during this year is 05 and other accidents are 15. This is relatively less than previous year. Motor vehicle collisions at crossings have gone up this year when compared to the previous year. Motor vehicle accidents caused to crossings have decreased from 207 to 181 with the cessation of 30 year cruel war and no incidents of terrorist attacks were reported. Cattle deaths according to the above table have taken a higher proportion from 01 in 2008 to 25 in 2009. The number of elephant deaths this year due to train collision is 09. Though there were no deaths due to falling off the train in 2008,.there reported one death in 2009. Deaths caused due to vehicle railway collision at railway crossings increased from 16 5 in 2008 to 20 in 2009. Majority of these accidents occurred at protected level crossings are due to reckless driving of vehicle drivers. Suicides caused due to collision with trains increased from 80 in 2008 to 98 in 2009. Mellanby1 and Stella Mazeri2,1 Abstract Background: Rabies is estimated to cause 59,000 deaths and economic losses of US$8.6 billion every year. Despite several years of rabies surveillance and awareness programmes, increased availability of post-exposure prophylaxis vaccinations and dog population control, the disease still remains prevalent in Sri Lanka. This study reports the roll- out of a high number, high coverage canine rabies vaccination campaign in Sri Lanka, providing estimates for the vaccination coverage achieved, analysing the local dog demographics, and identifying barriers of attendance to static vaccination clinics. Methods: A mass dog vaccination campaign was undertaken in Negombo, Sri Lanka. The campaign was composed of static point and door-to-door vaccination stages, with a final survey of vaccination coverage. A large volume of data on the distribution, health, and signalment of vaccinated dogs was collected through a mobile phone application. A logistic regression model was developed to investigate which socio-spatial and dog-related factors influenced attendance of owners to static vaccination points. Results: The campaign vaccinated over 7800 dogs achieving a vaccination coverage of 75.8%. A dog:human ratio of 1:17 was estimated. Most dogs were owned, and the dog population was mostly male, adult, and non-sterilized.

I hereby state, I am Very pleased that I was able to accomplish all the development projects effectively and in maximum level by fulfilling the expectations of the people, assigned for Gampaha District in 2015, through the well management of the Divisional Secretariats and the other government institutions relevant to the respective District Secretariat. In performing these functions, it should be appreciated the Gampaha District officials, who are contributed to this success. In this task they have fully used the knowledge, which they were given by technical training courses to provide the best tools of modern, efficient and productive service. Thus, I state here it was able to use the provisions meaningfully, allocated to Gampaha District. We were able to maintain coordination between Government agencies, development activities and smarter perform of the identified needs of the people and give those to the Central Government through the District Co-coordinating Committee at the District Secretariat in 2015, District Planning Bidder, District Agriculture Committee, District Housing Bidder and Divisional Secretaries meetings and other Progress Review Meeting of the Gampaha district political authority. The certificate of our fullest support and commitment in providing assurance services is lack of complaints about the state officials in the Gampaha District. I further expect to maintain administrative structure well and to complete projects successfully and expeditiously through the contribution "Maithree rule - Fixed country" theme of His Excellency President Performance components in national programs such as local food products for a better society, prevention of drug addiction, environment conservation and kidney disease prevention success to providing maximum contribution in the Gampaha district.
