Notice Period The Road Transport Regulations 2018 require the Road Transport Licensing Committee (“the RTLC” or “the Committee”) to publish details of applications, meetings and decisions. Copies of all applications are available at the RTLC office. Within a period of twenty one days from the date of this publication, any person may write to the Committee making any objections or representations with respect to the application. Written objections can be received by letter or email. They should include the name and address of the sender and include the reasons why the objection or representation is made. APPLICATIONS 1. DCS Limited, t/a DC Skips The applicant wishes to apply for an Operator Regisration to operate seven goods vehicles. The applicant’s registered address is identified in the application as Sunnybank, East Foxdale and the proposed operating centre is identified as Stoney Mountain Road, East Foxdale. The applicant has indicated that they have planning approval for the operating centre.

2. Highway Express Ltd The applicant wishes to apply for an Operator Licence to operate eight goods vehicles and 20 trailers. The applicant’s registered address and proposed operating centre is identified in the application as Units MM4 to MM11, Old Mart Place, Colas Drive, Balthane Industrial Estate, . The applicant will need to obtain evidence that the operating centre is compliant with the Town and Country Planning Act 1999.

3. Carrick Bay Seafoods The applicant wishes to apply for an Operator Regisration to operate one goods vehicle. The applicant’s registered address and proposed operating centre is identified in the application as Alfred Pier, Port St. Mary. The applicant will need to obtain evidence that the operating centre is compliant with the Town and Country Planning Act 1999.

The applicant’s registered address is identified in the application as Transfer Station, Snugborough Trading Estate, and the proposed operating centres are listed as:  Transfer Station, Snugborough Trading Estate, Union Mills  Unit 38, Snugborough Trading Estate, Union Mills  Unit 45B, Snugborough Trading Estate, Union Mills The applicant will need to obtain evidence that the operating centres are compliant with the Town and Country Planning Act 1999.

5. Hitchens (Removals & Storage) Ltd The applicant wishes to apply for an Operator Licence to operate two goods vehicles. The applicant’s registered address and proposed operating centre is identified in the application as Unit 4, Clock Tower Industrial Estate, Foxdale. The applicant has obtained a letter from the Planning Section at DEFA demonstrating that no enforcement notice will be issued for the operating centre.

6. Hartford Homes Ltd The applicant wishes to apply for an Operator Regisration to operate one goods vehicle. The applicant’s registered address is identified in the application as Peterson House, 2 River Industrial Estate, Douglas and the proposed operating centres are identified as:  Ballacaroon, Mount Rule,  Royal Park, Road, Ramsey The applicant has indicated that they have planning approval for the operating centres.

7. J. W. Kneen & Son Ltd The applicant wishes to apply for an Operator Regisration to operate six goods vehicles. The applicant’s registered address and proposed operating centre is identified in the application as Lough Cottage, Cranstal, Bride. The applicant will need to obtain evidence that the operating centre is compliant with the Town and Country Planning Act 1999.

8. Mezeron Limited The applicant wishes to apply for an Operator Regisration to operate seven goods vehicles and 18 trailers. The applicant’s registered address and proposed operating centre is identified in the application as East Quay, Ramsey. The applicant has indicated that they have a Certificate of Lawful Use for the operating centre.

The applicant’s registered address is identified in the application as 13 Water Street, Ramsey and the proposed operating centres are identified as:  Youngs Yard, Tower Street, Ramsey  Yard rear of Hespera Terrace off Fairfield Avenue, Ramsey The applicant will need to obtain evidence that the operating centres are compliant with the Town and Country Planning Act 1999.

10. Easymix Concrete The applicant wishes to apply for an Operator Regisration to operate two goods vehicles. The applicant’s registered address is identified in the application as Apartment 6, 11-12 Peel Road, Douglas and the proposed operating centre is identified as Ellerslie, Crosby. The applicant will need to obtain evidence that the operating centre is compliant with the Town and Country Planning Act 1999.

11. MAP Groundworks Ltd The applicant wishes to apply for an Operator Regisration to operate two goods vehicles. The applicant’s registered address is identified in the application as Apartment 6, 11-12 Peel Road and the proposed operating centres is identified as Ellerslie, Crosby. The applicant will need to obtain evidence that the operating centre is compliant with the Town and Country Planning Act 1999.

12. Island Express Limited The applicant wishes to apply for an Operator Licence to operate six goods vehicles and six trailers. The applicant’s registered address and proposed operating centre is identified in the application as Unit 48e, Spring Valley Industrial Estate, Braddan. The applicant will need to obtain evidence that the operating centre is compliant with the Town and Country Planning Act 1999.

13. G. J. Ingham & Sons Limited The applicant wishes to apply for an Operator Registration to operate one goods vehicle. The applicant’s registered address is identified in the application as 2 Street, Peel and the proposed operating centre is identified as Unit H, Old Gas Works, Mill Road, Peel. The applicant has indicated that they have planning approval for the operating centre.

The applicant’s registered address is identified in the application as 12a Ballaradcliffe Road, and the proposed operating centre is identified as Technical Site, Andreas Airfield. The applicant will need to obtain evidence that the operating centre is compliant with the Town and Country Planning Act 1999.

15. C. B. G. Contractors Ltd The applicant wishes to apply for an Operator Registration to operate six goods vehicles and two trailers. The applicant’s registered address is identified in the application as 13 Lyndale Avenue, Peel and the proposed operating centres are identified as:  Yard and Store, 2 Athol Street, Peel  Garage and Yard, Sutherland Cottage, Lower Foxdale The applicant will need to obtain evidence that the operating centres are compliant with the Town and Country Planning Act 1999.

16. Isle of Man Creamery Limited The applicant wishes to apply for an Operator Registration to operate 10 goods vehicles. The applicant’s registered address and proposed operating centre is identified in the application as Ballafletcher Farm Road, Cronkbourne. The applicant has indicated that they have planning approval for the operating centre.

DECISIONS 1. Camada Ltd To apply for an Operator Registration to operate one goods vehicle. The applicant’s registered address and proposed operating centre was identified as Falls View, Shore Road, . The application was approved.

2. Manx Telecom Trading Limited To apply for an Operator Registration to operate five goods vehicles. The applicant’s registered address was identified as IOM Business Park, Cooil Road, Braddan and proposed operating centre was identified as Kewaigue Engineering Centre, IOM Breweries, Kewaigue, Douglas. The application was approved.

4. Island Shellfish Processing Limited To apply for an Operator Registration to operate one goods vehicle. The applicant’s registered address was identified as Manx Cold Storage Building, Mill Road, Peel and proposed operating centre was identified as Manesca Building, The Quay, Port St. Mary. The application was approved.

5. Northern Parishes Refuse Collection Board To apply for an Operator Registration to operate two goods vehicles. The applicant’s registered address was identified as Ballavarran, and the two proposed operating centres were identified as:  Ballavarran, Jurby  Unit 291, Jurby Industrial Estate, Jurby The application was approved.

6. Jones Services Limited To apply for an Operator Registration to operate nine goods vehicles. The applicant’s registered address and the proposed operating centre was identified as I.O.M Food Park, Mill Road, Peel. The application was approved. 7. Joseph Bucknall Limited To apply for an Operator Registration to operate one goods vehicle. The applicant’s registered address and the proposed operating centre was identified as 6, 8, 10 Upper Church Street, Douglas. The application was approved.

8. Creer Contracting To apply for an Operator Licence to operate one goods vehicle. The applicant’s place of business was identified as Cooilingel, Main Road, Crosby and the three operating centres were identified as:  Coolingel, Main Road Crosby  Ballaglonney, Main Road, Crosby  Ballaquine, East Baldwin The application was approved. 9. 10. Nigel Warren Ltd To apply for an Operator Registration to operate two goods vehicles. The applicant’s registered address and the proposed operating centre was identified as 10-12 Hope Street, Castletown. The application was approved.

11. Keigs Agriculture Ltd To apply for an Operator Registration to operate three goods vehicles. The applicant’s registered address was identified as Magher Unjin, Ashley Road, and the proposed operating centre was identified as Close Chairn, Mill Road, Peel. The application was approved.

12. G. E. White Ltd To apply for an Operator Registration to operate one goods vehicle. The applicant’s registered address and the proposed operating centre was identified as Unit 1, Portside, Balthane Industrial Estate, Ballasalla. The application was approved.

13. Cooley Industries Ltd To apply for an Operator Registration to operate five goods vehicles. The applicant’s registered address was identified as 16 Isle of Alanis, Mooragh Promenade, Ramsey and their two proposed operating centres were identified as:  Bishopscourt Farm, Kirk Michael  Cooley Lodge Farm, Kirk Michael The application was approved.

14. Castletown Fuels Ltd To apply for an Operator Registration to operate five goods vehicles. The applicant’s registered address and the proposed operating centre was identified as Balthane Industrial Estate, Ballasalla. The application was approved.

COMMITTEE MEETINGS

GV Circular No: 7 – 30th August 2019 Page 6 of 7 The next meeting of the Committee which will be held in public is currently scheduled to take place on 26th September at Thie Slieau Whallian, Foxdale Road, St John’s. All applicants and objectors that are required to attend a meeting will receive a formal invitation letter prior to the meeting. It is hoped that the applications advertised in this AD&N Circular will be heard at that meeting. Should you require information on the timetables for any upcoming meetings, please contact the RTLC office. If you intend to observe any meeting in public that you are not specifically invited to, it would be appreciated if you could inform RTLC staff of your intentions prior to the meeting. This information is required to ensure that there is sufficient space at the meeting to accommodate any observers. Should there not be sufficient space at Thie Slieau Whallian, a different venue for the meeting would have to be found and this could delay proceedings.
