There was no Open Forum

There were no Apologies for Absence. Any absence was assumed to be caused by a software issue.

There is an ongoing dispensation under S33 of the Localism Act.

Councillor Dorothy Harvey declared an interest in the planning application 20/00633/FUL in Whinchat Close.

There were no Minutes to be approved. The Clerk plans to circulate Minutes from all recent committee meetings.

20/00603/FUL Conversion of dwelling into two self-contained dwellings (1x3 bed and 1x4bed) with associated internal/external alterations and subdivision of curtilage into two and associated parking facilities. | Thackhams Barn Thackhams Lane Hook Hampshire RG27 8JG

20/00604/LBC Construction of an internal wall, and a brick wall and post and rail fence boundary in the rear garden (to facilitate the conversion of the building into two dwellings as per application ref: 20/00603/FUL) Thackhams Barn Thackhams Lane Hartley Wintney Hook Hampshire RG27 8JG

The current application seeks to return the building to its original state and therefore there is no objection. However in other applications where a new autonomous dwelling has been created, HWPC has asked the LPA to tie the new dwelling to the host dwelling so that it shall be occupied only in conjunction with the main dwelling and at no time shall a separate dwelling be established. This measure has been implemented previously and in discussing this application HWPC would ask that consideration be given to putting such a condition in place.

No Comment. This is a large house set in its own ground and the footprint remains largely the same.

20/00761/LBC Proposed alterations to an existing outbuilding including insertion of a pair of French doors and new window to the rear elevation. Hazeley House Hazeley Heath Hartley Wintney Hook RG27 8LT

Alterations are minor and will not be visible from the front of the main building. The window being removed matches the one in the front elevation and is to be relocated and therefore not lost to the character of the building. The new French doors should reflect the painted timber construction of the doors on the front elevation. The alterations do not harm the appearance or character of the building but improve the access to the rear garden. No Objection.

20/00330/FUL Demolition of the existing Grey House School and ancillary buildings and erection of 22 new extra care apartments and a 25 bed care home with associated landscaping and parking. Grey House Mount Pleasant Hartley Wintney Hook RG27 8PW

Councillors discussed the best way forward. The application has only just been lodged and requires detailed examination on the part of the Council. The expiry date is 1st May and therefore Councillors would be interested to review any weight of feeling from the local community. Therefore it was agreed to discuss this application at the next meeting of the Planning Committee scheduled for 27th April.

TRACKED APPLICATIONS

20/00295/HOU 7 Franklin Avenue, Hartley Wintney RG27 8RB Grant – HWPC comment that this represented yet another loss of medium sized family houses and an increase in the number of large family houses out of the financial reach of many. The response was that the size of buildings was only relevant to new developments. A note was made to highlight this in the HWNP review as it is a misinterpretation of wording. HWPC also requested that working hours should be conditioned rather than a suggestion. The response was that the work being undertaken was not of sufficient significance to warrant this. Councillors felt that the two construction sites No. 7 & 9 had probably not been looked at together and would bear this in mind in the future.

20/00269/FUL The Homestead, Thackhams Lane, Hartley Wintney RG27 8JG Grant – HWPC requested that a condition be included that the annexe should not become a separate dwelling. This was actioned.

20/00299/LBC The Lamb Hotel High Street HW RG27 8NW This application has been withdrawn. It was agreed that contact should be made with Clynt Wellington to enquire what his next steps will be. ACTION: KR/DEH

Chairman’s Announcements – the Chairman wished to express huge thanks and gratitude to Cllr Dorothy Harvey and all involved in the network set up to provide necessary provisions, prescriptions and support to the vulnerable members of our community.

The next meeting will be on Monday 27th April 2020, 7.00pm via VC subject to Social Distancing measures
