    eastsussex.gov.uk East Sussex Record Office Report of the County Archivist April 2008 to March 2009 Introduction The year was again dominated by efforts towards achieving The Keep, the new Historical Resource Centre, but the core work of the Record Office continued more busily than ever and there was much of which to be proud. In July 2008 we took in our ten-thousandth accession, something of a milestone in the office’s own history of almost 60 years. An application to the Heritage Lottery Fund (HLF) for £4.9million towards the costs of The Keep was submitted by the Record Office on behalf of the capital partners, East Sussex County Council, Brighton & Hove City Council and the University of Sussex, in September. This represented around 20% of the anticipated costs of the building, since the partners remain committed to find the remainder. In December we learned our fate: that we had been unsuccessful. Feedback from the HLF indicated that ours had been an exemplary application, and one which they would have liked to have supported but, in a year when the effect of diverting HLF money to the Olympics was being felt, it was thought necessary to give precedence to some very high-profile projects. We were, of course, disappointed, but determined not to be deterred, and the partners agreed to pursue ways forward within the existing funding. Because it would further hold up the project, adding to inflation costs, but give no guarantee of success, we decided not to re-apply to the HLF, and by the end of the financial year were beginning to look at options for a less expensive building.

    STATUTORY INSTRUMENTS 2016 No. 1237 LOCAL GOVERNMENT, ENGLAND The Wealden (Electoral Changes) Order 2016 Made - - - - 15th December 2016 Coming into force in accordance with article 1(2) and (3) Under section 58(4) of the Local Democracy, Economic Development and Construction Act 2009(a) (“the Act”), the Local Government Boundary Commission for England( b) (“the Commission”) published a report dated September 2016 stating its recommendations for changes to the electoral arrangements for the district of Wealden. The Commission has decided to give effect to the recommendations. A draft of the instrument has been laid before each House of Parliament, a period of forty days has expired since the day on which it was laid and neither House has resolved that the instrument be not made. The Commission makes the following Order in exercise of the power conferred by section 59(1) and (2) of the Act. Citation and commencement 1. —(1) This Order may be cited as the Wealden (Electoral Changes) Order 2016. (2) This article and article 2 come into force on the day after the day on which this Order is made. (3) Articles 3 to 16 and Schedules 1 and 2 come into force— (a) for the purpose of proceedings preliminary, or relating, to the election of councillors, on 15th October 2018; (b) for all other purposes, on the ordinary day of election of councillors in England and Wales(c) in 2019. Interpretation 2. —(1) In this Order “the map” means the map marked “Map referred to in the Wealden (Electoral Changes) Order 2016”, held by the Local Government Boundary Commission for England.

    Eastbourne Borough Council and Wealden District Council Strategic Flood Risk Assessment Level 1: Final September 2008 Prepared for: ERRATA The Eastbourne Borough Council and Wealden District Council Level 1 Strategic Flood Risk Assessment (SFRA) contains references to the circumstances when a Flood Risk Assessment is required, which exceed the guidance contained in Planning Policy Statement 25: Development and Flood Risk. In response to the letter from the Environment Agency dated 23rd June 2008, Eastbourne Borough Council and Wealden District Council amend the text of the SFRA as follows: Paragraph 3.2.2 (page 8) 3. Flood Risk Assessments are required for all development proposals of 1 ha or greater in Flood Zone 1. Paragraph 11.1 (page 70) 11.1 When are Flood Risk Assessments Required? When informing developers of the requirements of a flood risk assessment for a development site, consideration should be given to the position of the development relative to flood sources, the vulnerability of the proposed development and its scale. In the following situations a Flood Risk Assessment should always be provided with a planning application: • The development site is located in Flood Zone 2 or 3; • The proposed development is greater than 1 hectare; • The development site is located in an area known to have experienced flooding problems from any flood source; and • The development is located within 20m of any watercourse regardless of Flood Zone classification.     Appendix 1 PROGRESS REPORT No 1 :- REVIEW OF LOCAL SPEED LIMITS IN RURAL EAST SUSSEX BACKGROUND The revised policy summary for setting local speed limits was approved by the Lead Member for T & E on 25 June 2007. The principal changes relate to the new definition for a village and a Speed Assessment Framework for setting speed limits on rural A and B class roads. The government has set a target that all A and B roads be reviewed by 2011 and any changes implemented by that date. PROGRESS TO DATE 1. REVIEW OF SETTLEMENTS (EXCLUDING VILLAGES WITH A 30MPH SPEED LIMIT OR LOWER) 266 settlements were identified for review and placed in priority order for assessment, based on their latest 3 year casualty record. The casualty record (2004 to 2006 inclusive) showed that 149 settlements had recorded at least one crash in the 3 year period whilst the remainder (117 settlements) had recorded none. ( See Appendix A to this note) All the settlements with a crash record have been assessed against the new definition for a village and those meeting it have had speed measurements taken in order to determine what action is required to support a speed limit of 30mph. { To take the programme forward it was agreed with the Lead Member for T & E that it made good sense to combine the village review with the A and B road review and carry out all the work in one area at the same time. To facilitate this proposed method of working it was agreed to base the work on electoral divisions and those with the highest number of KSIs be treated first.

Boundary Commission Electoral Review – Draft Recommendations for Wealden Response to Draft Recommendation to Pevensey & Westham Ward Summary The Commission’s draft recommendation for creating three wards from the current Pevensey & Westham ward (P & W ward) by including the electorate from settlements to the north and east but shedding electorate from Stone Cross to Polegate Central, is not sound because: The area electorate figures used in the 2021 electorate forecast for each area are seriously flawed. The inclusion of Hooe and Flowers Green within the new wards fails the test of community identity and interest Splitting Stone Cross into two wards (and two electoral divisions) with a large part of the settlement in the Polegate Central ward also fails the community identity and interest test. The 2021 electorate errors are addressed below by incorporating known development in each of the areas forming the ward. Based on these corrected figures, alternative proposals for the P & W ward are considered in this paper including: The preferred option of retaining the existing ward boundary and three ward councillors A non-preferred option of adding Hooe to the preferred option and maintaining three councillors. A non-preferred option of creating three wards comprising: Pevensey North and Pevensey Bay East & West Westham, Hankham and North Stone Cross South Stone Cross All three options have effects on neighbouring wards and these effects are discussed below. The necessary revisions to the 2021 electorate, with major growth at Stone Cross and minimal elsewhere, may have an impact on the draft recommendation for changes to Westham Parish.

These river basin catchments are based on the natural configuration of bodies of water (rivers, estuaries, lakes etc.) within a geographical area, and relate to the natural watershed of the main rivers. We are using the same catchment boundaries for our Level 2 DWMPs. A map of the Cuckmere and Pevensey Levels river basin catchment is shown in figure 1. The catchment incorporates rivers, lakes, estuarine and coastal waters as well as groundwaters. It includes the rural landscape of the High and Low Weald to the north of the catchment and the South Downs to the South. It has a residential population of around 323,000. The coastal towns of Bexhill, Hastings and Eastbourne lie within the catchment which includes the growing urban area of Hailsham.
