3rd of September 2019 IKIM GRAND HALL, KUALA LUMPUR INTRODUCTION “Governance” refers to the exercising of economic, political, social and administrative power to manage a country’s aairs. It comprises the mechanisms, processes and institutions through which citizens and groups articulate their interests, exercise their legal rights, meet their obligations and mediate their dierences. While governance involves “the process of decision-making and the process by which decisions are implemented (or not implemented),” this colloquium also highlights the substance of decision-making, i.e. the outcome in the forms of development and progress, justice and happiness. OBJECTIVES to emulate the best practices in governing a country or 1 organisations with justice; to navigate the notion of good governance along 2 diverse rights and conicting interests; to share experiences in critical decision-making and 3 strategic implementation; and to recommend a framework of indices on good 4 governance in Islam. A (Hons) in Social Science, University of Malaya • Diploma in Public Administration, Institute of Social Studies, The Hague, Netherlands ABDUL HAMID • Master in Public Administration, Harvard University, United States of America Invaluable Experience in Civil Service and Islamic Development YABhg. Tun Ahmad Sarji began his career in the Civil Service on 10th of January 1961 as the Assistant CHAIRMAN District Officer of Klang, Selangor. He was then promoted to the post of District Officer, first at Rembau in 1963, and later at Port Dickson in 1964. In 1965, he was tasked by the State Government of Negeri Institute of Islamic Sembilan as the Secretary to the Commission of Enquiry “into incidents of maladministration and Understanding Malaysia malpractices in the Seremban Town Council since 1st January 1959”. He was also Secretary to the State (IKIM) Executive Council and the State Legislative Assembly of Negeri Sembilan, which exposed him to the system of Cabinet government and parliamentary democracy. He was gazetted as the Registrar of Titles, Negeri Sembilan, a post which enriched his experience in land administration. In 1973, Tun Ahmad Sarji was appointed by the then Prime Minister Tun Abdul Razak as the founding Director General of the Farmers’ Organisation Authority (FOA). On 1st May 1981, he was appointed as the Deputy Chairman and the Director General of the Council of Trust for the Indigenous People (MARA) after holding the post of Deputy Director General of the Economic Planning Unit in the Prime Minister’s Department from 1979 to 1981. He was transferred to the position of the Deputy Director General (I) of the Public Service Department on the 1st of November 1981, where he was responsible for the promotion, disciplinary conduct, career and training of civil service officers; and also the implementation of the Look East Policy. In 1985, he was appointed as the Secretary General, Ministry of Trade and Industry and the Chairman of the Malaysian Industrial Development Authority (MIDA). Through these two positions, he implemented the Industrial Master Plan, the Malaysia Incorporated policy which contributed to the increase of foreign and local investments. Tun Ahmad Sarji was appointed as the Chief Secretary to the Government, and concurrently the Secretary to the Cabinet on the 1st of February 1990 until 1996. He was the impetus behind the reform of the civil service through concrete initiatives which were then consolidated into a Guide Book on “Circulars on Improvement Efforts in the Civil Service (1991-1996)” published by the Prime Minister’s Department and the implementation of the ISO 9000 in the Civil Service. He also initiated a new measure to regulate disciplinary conduct of the Civil Servant by enacting the Public Officers (Conduct and Discipline) Regulations 1993 to replace the Public Officers (Conduct and Discipline) Chapter D, General Orders, In the areas of Islamic development, he was appointed by the Prime Minister Dr. Mahathir Mohamad in 1992 as the founding Chairman of the Institute of Islamic Understanding Malaysia (IKIM) which he served until 2009; and reappointed to the position in February 2019. Tun Ahmad Sarji is also a member of the Board of Trustees of the Oxford Centre for Islamic Studies and has been accorded with numerous awards for his contribution to Islam nationally and internationally. He was conferred the ‘Tokoh Maal Hijrah 1420H’ Award in 1999 for his contribution to the restructuring of the Islamic Affairs Division of the Prime Minister’s Department and the Islamic Judiciary to their current status. In 2000, he was appointed as a member of the National Council of Islamic Affairs. Recently, YABhg. Tun Ahmad Sarji has been appointed as the Chairman of the High-level Committee on Federal Institutions of Islamic Affairs by the Conference of Rulers (Majlis Raja-Raja). “I have always regarded leadership not as a position of profit but of trust.
