Sincerely, Mo Shafii Assistant Chief, Water Division PUBLIC NOTICE OF DRAFT DISCHARGE PERMIT PERMIT NUMBER AR0001392, AFIN 58-00002 February 15, 2008 This is to give notice that Permits Branch of Water Division of the Arkansas Department of Environmental Quality(ADEQ), 5301 Northshore Drive, North Little Rock, Arkansas 72118-5317 at telephone number (501) 682-0622, proposes a draft renewal of the permit for which an application was received on 6/27/2007 for the following applicant under the National Pollutant Discharge Elimination System (NPDES) and the Arkansas Water and Air Pollution Control Act. Applicant: Entergy Operations, Inc., Arkansas Nuclear One, Russellville, AR. Location: From Interstate 40 take Exit 81 (Arkansas Highway 7) and travel south on Highway 7 approximately 0.2 miles to Arkansas Highway 326 (Lake Front Drive). Travel west on Highway 326 approximately 2 miles to US Highway 64. Travel west on Highway 64 approximately 2.8 miles to AR Highway 333. Travel south on AR 333 approximately 1.5 miles to facility. Turn south on North Access Road to the front gate; Latitude: 35° 18’ 30.86”; Longitude: 93° 13’ 25.40” in Pope County, Arkansas. The discharge from this existing facility is made into Lake Dardanelle, an impoundment of the Arkansas River (Outfalls 001 through 006) and an unnamed tributary then to Lake Dardanelle (Outfalls 008 through 010) in Segment 3H of the Arkansas River Basin. The receiving stream for Outfalls 001 through 006, Lake Dardanelle with USGS Hydrologic Unit Code (H.U.C) of 11110202 and reach # 004 is a Water of the State classified for primary contact recreation, raw water source for public, industrial, and agricultural water supplies, propagation of desirable species of fish and other aquatic life, and other compatible uses. The receiving stream for Outfalls 008 through 010, an unnamed tributary to Lake Dardanelle with USGS Hydrologic Unit Code (H.U.C) of 11110202 and no assigned reach is a Water of the State classified for secondary contact recreation, raw water source for public, industrial, and agricultural water supplies, propagation of desirable species of fish and other aquatic life, and other compatible uses. The outfalls are located at the following coordinates: Outfall 001: Latitude: 35° 18’ 28.4”; Longitude: 93° 13’ 53.2” Outfall 002: Latitude: 35° 18’ 38.6”; Longitude: 93° 14’ 03.1” Outfall 003: Latitude: 35° 18’ 33.6”; Longitude: 93° 13’ 27.3” Outfall 004: Latitude: 35° 18’ 37”; Longitude: 93° 13’ 52” Outfall 005: Latitude: 35° 18’ 33.3”; Longitude: 93° 14’ 13” Outfall 006: Latitude: 35° 18’ 27.3”; Longitude: 93° 13’ 50.9” Outfall 008: Latitude: 35° 18’ 39.8”; Longitude: 93° 13’ 57.4” Outfall 009: Latitude: 35° 18’ 51.5”; Longitude: 93° 14’ 13.9” Outfall 010: Latitude: 35° 18’ 04.8”; Longitude: 93° 13’ 53.9” The receiving stream is not listed on the 303(d) list. Under North American Industry Classification System (NAICS) code of 221113, the applicant's activities are Nuclear powered electric generating facility. The permit will become effective no sooner than two weeks after the close of the comment period which is 30 days from the above date unless comments are received and/or a public hearing is requested prior to the close of the comment period requiring a delay of the effective date. Comments and public hearing procedures may be found at 40 CFR Parts 124.10 through 124.12 and APCEC Regulation No. 8. All persons, including the permittee, who wish to comment on ADEQ’s draft permitting decision must submit written comments to ADEQ, along with their name and mailing address. After the public comment period, and public hearing, if one is held, ADEQ will issue a final permitting decision. A Public Hearing will be held when ADEQ finds a significant degree of public interest. ADEQ will notify the applicant and each person who has submitted written comments or requested notice of the final permitting decision. Any interested person who has submitted comments may appeal a final decision by ADEQ in accordance with the APCEC Regulation No. 8 (Administrative Procedures). .
