4 Philip Cowley and Mark Stuart The Conservative parliamentary party The Conservative parliamentary party Philip Cowley and Mark Stuart 1 When the Conservative Party gathered for its first party conference since the 1997 general election, they came to bury the parliamentary party, not to praise it. The preceding five years had seen the party lose its (long-enjoyed) reputation for unity, and the blame for this was laid largely at the feet of the party’s parliamentarians.2 As Peter Riddell noted in The Times, ‘speaker after speaker was loudly cheered whenever they criticised the parliamentary party and its divisions’.3 It was an argument with which both the outgoing and incoming Prime Ministers were in agreement. Just before the 1997 general election, John Major confessed to his biographer that ‘I love my party in the country, but I do not love my parliamentary party’; he was later to claim that ‘divided views – expressed without restraint – in the parliamentary party made our position impossible’.4 And in his first address to the massed ranks of the new parliamentary Labour Party after the election Tony Blair drew attention to the state of the Conservative Party: Look at the Tory Party. Pause. Reflect. Then vow never to emulate. Day after day, when in government they had MPs out there, behaving with the indiscipline and thoughtlessness that was reminiscent of us in the early 80s. Where are they now, those great rebels? His answer was simple: not in Parliament. ‘When the walls came crashing down beneath the tidal wave of change, there was no discrimination between those Tory MPs. -

Women from across Labour's team - including Shadow Cabinet members, MPs, councillors, MEPs, peers, AMs, MSPs and members of the GLA as well as from our affiliated trade unions - have joined the Woman to Woman tour. We have been highlighting all of Labour's key policies on the NHS, on the economy, on housing, education and immigration - but also issues of childcare, equal pay, tackling domestic violence, older women and women's representation. -

Currently the police have to state a specific reason for stopping someone and/or searching them in the street. The reason has to be in line with current black and legislation. They also have to give you form stating exactly why they stopped you and what the outcome was. If the stop and search is conducted under anti- terrorism legislation the police do not have to suspect you of having committed a crime in order to stop you. New Labour have extended a anytime, anywhere, any reason “stop and search” scheme to four piloted areas. A just- published review of policing (the Flannegan review) recommends ditching the police form when police stop “suspects”. The freed Asian up time, says the review, will enable the police to carry out more stop and searches. Whatever the government does, the Tories will say they have not gone far enough — short of having the legal right to batter you to death, the Tories want the police to be given many many more powers. It all looks bad especially as, in prac- tice, the police often stop people simply because they are black or Asian and young. In the cops’ minds they are more likely to have committed a crime, so they deserved to be stopped. -

Advisory Committee on Business Appointments Nineteenth Annual Report 2017-2018 1 17 July 2018 Dear Prime Minister, This letter accompanies the nineteenth report of the Advisory Committee on Business Appointments, which covers the year to 31 March 2018. In 2017-2018, the Committee considered 230 applications for advice. That included 93 applications from Ministers (compared to 104 applications in 2016-2017); and 137 applications from former senior Crown servants (compared to 140 in 2016-2017). Two long-standing independent committee members completed their terms of office this year and three new independent members were appointed, joining in February 2018. New staff were also recruited to the Committee’s small secretariat team, meaning this was a busy year inducting and training new members and staff, while continuing to advise on individual cases. Many of the applications advised on this year have been complex and required a significant amount of time and resource to fully consider. For example, in the majority of cases considered this year, there was a link between the applicants’ responsibilities in office and the proposed appointment/ employment. This increases the potential for risks to arise under the Government's Business Appointment Rules (the Rules) and means that more information is needed to consider the application appropriately. In the reporting year 2017-18, 67% of applications were dealt with within our target deadlines. Members and the secretariat have worked hard to maintain a steady performance given the complexity of cases and the increase in casework. The results can be seen in the detailed considerations in the advice letters provided and published.
