    MINUTES City of Defiance Housing Committee Wednesday, September 27, 2020 3:00 p.m. Council Chambers, 631 Perry Street Defiance, OH 43512 Committee members present: Liz Keel, Rita Kissner, Niki Warncke, Mike McCann, Rex Robinson, Angie Franklin, Tami Vanalstine, Sean O’Donnell, Karol Yeager Committee members joined via Zoom: Rachelle Kuhn, Diana Dennie, Denise Davenport 1. CRA/Developer – update a. Liz Keel of the Maumee Valley Planning Organization convened the meeting at 3:05 p.m. Liz began the meeting with an update within the CRA areas. Jerry Hayes, Defiance County Economic Development, has shown several lots within the CRA areas for development of a market rate apartment complex of approximately 30 units. The developer would like to locate in an opportunity zone, and is interested in the Hammersmith, Northtowne Mall, and Maumee River Crossing areas. The developer plans to return to visit these sites. b. Rita Kissner provided an overview of the recently held Small Business Symposium. Rita reported that the symposium was well-attended, and that Jerry explained the CRA areas and their benefits during his presentation. The City is still in the process of completing the new CRA brochure. 2. Rent Smart – update Angie Franklin, NOCAC, gave an update on the Rent Smart program. • The third session of Tenant Classes is scheduled for 09/28, 09/29, & 09/30 - 6pm -8pm at the Dream Center. Enrollment goal is 10 participants. • Other sessions were completed in March and June of 2020 o A total of 20 participants enrolled o 9 participants completed all sessions and received the Rent Smart Certificate.

Agreed to by the Senate, February 5, 2019 Agreed to by the House of Delegates, February 20, 2019 WHEREAS, the year 2019 marks the 400th anniversary of the arrival to the Jamestown settlement of the first Africans in what would become the United States, where they were enslaved, marking the beginning of nearly 250 years of slavery in the British colonies and in the new nation; and WHEREAS, throughout America©s history of slavery, segregation, and inequality, thousands of African Americans were lynched across America, particularly throughout the southern United States, to perpetuate racial inequality and white supremacy and to terrorize African American communities; and WHEREAS, during Reconstruction, the Thirteenth, Fourteenth, and Fifteenth Amendments to the United States Constitution were ratified, abolishing slavery, granting citizenship to any person born or naturalized in the United States, and guaranteeing the rights to due process of law and equal protection under the law and the right to vote for African American men; and WHEREAS, in outright defiance of the Reconstruction Amendments, people across the nation acted outside of the law, deliberately, violently, and brutally, against African American citizens in retribution SJ297ER for alleged or invented crimes and faced few or no consequences; and WHEREAS, the Equal Justice Initiative has documented more than 4,000 lynchings

    Epicurean Disdain and the Rhetoric of Defiance: Colonel March of Scotland Yard Dave Mann, Independent Scholar, UK In the 1950s and early 1960s, the lower reaches of the British film industry underwent a profound transition -- it shifted from the production of programme fillers and supporting features to making TV/Film series (called telefilm in America). This transition has yet to undergo sustained critical scrutiny principally because this emergent form falls between two, compartmentalised, areas of scholarship -- Film Studies and Television Studies. Yet these early series are deserving of our attention because, firstly, they became a staple of the domestic film production and, secondly, because they articulate a series of complex ideological engagements. One of the most important of these dialogic exchanges was with the American television market. Primarily this was because British series could not recoup their costs by supplying the fledgling indigenous television sector alone and thus had to achieve American distribution. Far earlier than her British counterparts, the American arriviste Hannah Weinstein saw the potential for producing TV/Film series in Britain where production costs were significantly lower. She also recognised a shift in the American market from anthologies made up of discrete episodes drawing on a variety of genres and fronted by former Hollywood stars, such as the domestically-produced Douglas Fairbanks Presents (1953-56), to more economic series which exploited a regular cast and standard sets. To date, accounts of Weinstein's work focus on her role as head of Sapphire Films producing internationally successful swashbucklers beginning with The Adventures of Robin Hood (1955-59; see Neale, 2003: 245-257 and 2005a: 73-87).

Agreed to by the House of Delegates, February 21, 2019 Agreed to by the Senate, February 20, 2019 WHEREAS, the year 2019 marks the 400th anniversary of the arrival to the Jamestown settlement of the first Africans in what would become the United States, where they were enslaved, marking the beginning of nearly 250 years of slavery in the British colonies and in the new nation; and WHEREAS, throughout America©s history of slavery, segregation, and inequality, thousands of African Americans were lynched across America, particularly throughout the southern United States, to perpetuate racial inequality and white supremacy and to terrorize African American communities; and WHEREAS, during Reconstruction, the Thirteenth, Fourteenth, and Fifteenth Amendments to the United States Constitution were ratified, abolishing slavery, granting citizenship to any person born or naturalized in the United States, and guaranteeing the rights to due process of law and equal protection under the law and the right to vote for African American men; and WHEREAS, in outright defiance of the Reconstruction Amendments, people across the nation acted outside of the law, deliberately, violently, and brutally, against African American citizens in retribution HJ655ER for alleged or invented crimes and faced few or no consequences; and WHEREAS, the Equal Justice Initiative has documented more than 4,000 lynchings
