In July 2007, the European Commission indicated in its White Paper on Sport 2 that it would “ carry out an impact assessment to provide a clear overview of the activities of players’ agents in the EU and an evaluation of whether action at EU level is necessary, which will also analyse the different possible options ”. The European Commission’s terms of reference for this study confirm that the European Commission “ wants to have an analysis of the situation regarding sports agents in all the sports they deal with”. The aim of the study is therefore to examine the situation of sports agents in the European Union and to identify, analyse and describe the questions that their activities give rise to as well as the solutions that have already been provided by public and/or private actors, thus enabling the European Commission to assess – on the basis of the data collected, the problems identified and the analyses carried out – whether intervention is required and, if so, at what level and in what form. The study develops, for the first time, a European outlook on the issue of sports agents.

The first of them knocked out Artemisa's Los Cazadores 11-1, with Yosvani Torres' 3rd win and offensive highlight of Juan Carlos Arencibia, Reinier Leon, William Saavedra, Dayron Hernandez and Pedro Luis Duenas, all with 2 RBIs per capita. Meanwhile, Yoandry Ruiz allowed 3 hits and 2 earned runs in 6 innings to lead Matanzas to a close 4-3 win over the leader Ciego de Avila. Villa Clara kept alive its hopes by beating Mayabeque 10-4, with 3rd baseman Yeniet Perez hitting 5-5 including a homer and 5 RBIs, seconded by shortstop Marcos Fonseca's homer and a couple of RBIs. After 22 exciting games, Azeri Grandmaster Rauf Mamedov became the new European Blitz Champion by defeating Vladimir Belous from Russia with 2-0 in the final round. Mamedov scored 18 points, the same as the Russian GM Boris Savchenko, who defeated Sergey Zhigalko with the same result, but thanks to better tie-break gold went to Mamedov. Bronze medal went to Alexander Riazantsev from Russia with 17 points. The best female player was GM Valentina Gunina from Russia who finished on 23rd place with 15.5 points in such a strong competition. Final Standings At the opening ceremony, which was held shortly before the 1st round, the participants were addressed by Mr. Aleksandr Shamko, Minister of Sports and Tourism of the Republic of Belarus and Mr. Zurab Azmaiparashvili, President of the European Chess Union. Russian GM Ivan Popov became the winner of the European Rapid Chess Championship 2015, which was held after Blitz tournament, 19-20 December. Popov defeated Ilia Smirin from Israel in the direct encounter of the last round and triumphed with 10 points out of 11 games.
