Jim Morgan Director 4 • The Landings Journal • May 2021 President’s Update Board Briefs With this update, I will have corresponded with this Following are the actions of The Landings Association’s Board of community more than I had with my parents when I Directors at its meeting on April 27, 2021: was at summer camp. A TLA President will have the opportunity to address our community 12 or so times. ►Adopted a motion to approve the contract with Bennett Paving in I have already exceeded that figure and have months the amount of $1,198,837, with an additional $78,975 for curb, drainage to go. repairs, and road striping and engineering costs, with an additional There is no list of topics that I am supposed to $51,000 for contingency purposes, for a total project cost of $1,328,812. address. No one tells me what to write, nor do I ask ►Approved the creation of a Landings Harbor Project Team Charter. anyone. I try to address a subject that is timely to the community, and I try not to be repetitive. This month, however, I am going to be repetitive because I am going to once again talk about our community paths. “Community” with reference to the paths means everyone can use them. They are not restricted to any type of person or vehicle or means of transportation. Because everyone can use the paths, we have to share. There are signs on the paths that remind us of who has to yield to whom. With respect to carts, it is easy; carts yield to everybody. I have intentionally not limited my reference to golf carts. Today, we have a mix on our paths of traditional golf carts; carts that are bigger, faster, and stronger than your parents’ golf cart; and what I refer to as urban family vehicles, which are more like cars than carts. Carts today go faster than the carts for which the paths were designed. There are two types of drivers that I want to address -- the unyielding driver and the unlicensed driver. Both types put the other users at unnecessary risk. Many of us have had close encounters with the unyielding driver. The have been caused by unlicensed drivers. No one in this community wants unyielding driver has a laser-like focus on his or her destination, be it the to read about a horrible accident involving an unlicensed driver and a golf course, Publix, or home. The mission is to get there as fast as possible; group of friends. other path users need to slow down or move over, because this driver won’t. My prior efforts to persuade parents not to let their unlicensed children Even if the unyielding driver causes an accident, he or she is oblivious drive the family cart have not been successful, so I will try a different because the focus is on the destination and not who was forced off the approach. As I watch the local nightly news, I can count at least six ads by road. Perhaps the saddest and most troubling aspect of the unyielding personal injury attorneys who regale us with the large verdicts/settlements driver is that he or she does not realize that they are that type of driver. they have obtained. There is even an ad for a clinic which will not only Security will ticket them if observed; they are a threat to everyone’s safety. treat your injuries but will also get you a lawyer. So to those who do not One thing I have noticed in my three years on TLA’s Board is that the stop unlicensed drivers from using the family carts, I ask: Do you want to Hurricane Season and unlicensed driver season seem to start at the same have an attorney talk about how much they received from being injured by time. Obviously, there were many more who were not caught. responsibility. If personal responsibility isn’t exercised, external motivation Georgia enacted Joshua’s Law in 2007. Joshua Brown was a talented is needed. We are in the process of reviewing the penalty structure to young man who died on a two-lane road when he hit a pool of water and establish penalties that will induce compliance. All 16-year-olds must complete a 30 hour approved driver’s education course and have a minimum of 40 hours supervised drivers experience, with at least six hours of driving at night. Applicants must pass a road skills test with a minimum score of 75%. Getting a driver’s license takes work; young drivers must earn it. Our unlicensed drivers have neither the classroom experience nor the practical driving experience. Georgia recognizes the need for the training for the safety of the driver and the community. At the Company, we use a National Association of Realtors, Georgia Real Estate Commission, and Savannah MLS sanctioned practice called an Office Exclusive Listing, using forms provided to us when a seller’s situation or request makes this approach the logical and best approach for them. It is totally at the seller’s discretion and only utilized when the seller has executed a disclosure form clearly outlining that their home will not be marketed in the MLS. The listing firm must notify the Savannah MLS of the Office Exclusive Listing within two days and send the seller disclosure to them. The seller can decide to have us enter their home in MLS at any point during the listing period or at closing. In the Company’s case, the seller nearly always allows us to enter their closing at its conclusion, for all to have access to the comparable closing record. In our case and in this market, it has been only 15-20% of our listings, and it seems to work well for our sellers, in that our average home value overall this year is running almost 10% higher than all other firms combined. Many homes are selling within hours of execution of listing agreements, whether Office Exclusives or, as with the majority, fully available to all agents with a potential buyer. Should you have any questions about the market, Office Exclusive Listings, and more, please email or call [email protected] ( or 912-598- 0500). As I stated above, inventory of available homes on the market continues to be a major determining factor in 2021’s success. If you are interested in selling your home and want the absolute highest and best likelihood of a sale, please call us today (912-598-0500). We have buyers in all price ranges who have decided to make The Landings their home, but the home they are looking for is not yet on the market or has been sold before they could even look at it. We would love to have your listing to show them! The Landings Company is 100%self -funded and can continue only with your support when selling your home, referring friends and family, or renting your home. May 2021 • The Landings Journal • 11 Association Quarterly Financial Report By Jessica Henderson, Controller • [email protected] • Controller The Landings Association continues its strong financial position through the first quarter of 2021. Member’s Equity as of March 31, 2021 was $11,878,000, a growth of $816,000 since December 2020. The Association also remains debt free. As of April 12, 2021, we had collected 94% of the 2021 Annual Property Owner Dues (Assessment). All accounts with a remaining Assessment balance as of April 6, 2021 received late penalties and will incur monthly interest to the remaining balance. Accounts that are still outstanding on May 1, 2021 will result in the suspension of membership privileges, including deactivation of vehicle access tags, in addition to late penalties and interest charges. Gross Margin overall for the Association and the Marinas Operating Fund through March 31, 2021 is $157,000 less than budget. This is due mainly to less than budgeted other revenue. The Association budgeted for a refund from the IRS for the Employer Retention Tax Credit included in the CARES Act. Due to processing delays with the IRS, TLA has not received the refund to date. The Landings Association’s and Marinas’ operating expenses through March 2021 are favorable to budget by $172,021. Most expense accounts are under budget, led by staffing, professional fees, and Security/Police/EMS/Safety expenses. Staffing expense is performing better than budget mainly due to the employer portion of 401K expenses being funded with a forfeiture account held at Fidelity. Professional Fees and Security Expenses are performing better than budget at the end of the first quarter primarily due to timing of invoices and budget placement. Net Revenues over Expenses through March are $21,424, which is $16,064 favorable to budget.

Examples of In-House Constructed Signage 2021 CCA Skidaway Kids’ Fishing Derby Now Scheduled for October 16 By Tom Rood CCA Kids Fishing Program Chair For the past 25 years, CCA Skidaway has been proud to present the Kids’ Fishing Derby at the Kids’ Fishing Lagoon, located behind the firehouse near the intersection of Westcross and Log Landing roads. In 2020, with COVID-19 creating an unsafe environment, it was deemed to be unwise to have the event. This year, we remain cautious about the effects of the virus, and instead of having the event on the traditional Memorial Day weekend, we are postponing it until the fall. Please save the new date of Saturday, October 16 for this year’s Derby. Rescheduling the Derby should allow our participants, as well as our volunteers, more clarity regarding the potential risks of an event hosting roughly 300 people. While we had planned to have unique social distancing protocols with spaced-out family fishing zones, our Board believes it is the right call to wait a few months to conduct the event until after the current vaccination efforts conclude and all children hopefully return to attending in- person school. Meanwhile, the blue gills in the kids’ lagoon are plentiful and remain highly active, as plans are to continue to feed them fish pellets all summer long using the automated feeders. Please take advantage of these great conditions and take your kids fishing. Stay tuned, be safe, and we’ll see you in the fall! Also, we anticipate resuming Cast Away Club events at the Kids’ Lagoon in June for smaller groups as we transition to normal activities. 20 • The Landings Journal • May 2021

Due to the age of the system located in the Marshwood area of the community, it was determined that the repair project would begin on the eastern side of the community (near the marsh outfalls) and then continue inward. These areas have been broken up into sections based on location, condition of pipe, pipe material, age, and associated repair costs. Storm drain pipes fail as a result of the type of material the pipe is constructed of, root intrusions, pipe separation, and/or age. A large portion of the storm pipes located in this Marshwood area of the community is constructed of corrugated metal, which has significantly deteriorated over time due to saltwater corrosion and other factors. Southeast Pipe Survey intends to use a CIPP (Cured in Place Piping) lining technology to line 10 pipes with a fiberglass material that has a guaranteed lifespan of 40 years. The utilization of the CIPP technology allows for a less intrusive impact on the property owners in and around the repair areas, along with a significant reduction in restoration costs and time. 2021 Road Repair and The Landings Association has approximately 91 The following roads have been reviewed by the Public $1,328,812 Replacement Project miles of roadways.
