NER/RRC/D/04/2013-14 DATED 24.08.2013 RAILWAY RECRUITMENT CELL NORTH EASTERN RAILWAY, GORAKHPUR LIST OF ELIGIBLE CANDIDATES FOR DOCUMENT VERIFICATION AND MEDICAL EXAMINATION NOTE: 1. This list contains names of 1442 candidates found suitable for Document Verification and Medical Examination on the basis of Written Examination and PET including the names of eligible handicapped candidates. 2. The names are arranged in the order of Roll Numbers for the convenience of the candidates 3. The dates of Document Verification are indicated against the names of the candidates. 4. Candidates are required to report at Sayed Modi Railway Stadium, North Eastern Railway, Gorakhpur on the scheduled date at 08.00AM. Candidates reporting late will not be allowed in the Verification Venue. 5. No request for change in the scheduled date of Document Verification will be entertained. 6. Candidates must bring their two recent passport size photographs, orginal educational certificate, caste certificate and handicap certificate along with a photocopy of each certificate. They must also bring the Call Letters issued to them for Written Examination, PET and Document Verification. 7. OBC certificates applicable for employment under Government of India only will be acceptable. 8. Ex-Servicemen must bring their Service related testimonials. 9. The Call Letters for Document Veriication are being dispatched by post. If a candidate does not receive the same, he/she may obtain a Duplicate copy from Sayed Modi Railway Stadium one day before the scheuled date of Document Verification between 15.00 to 17.00 Hrs. For example, a candidate whose document Verification is scheduled on 12.04.2015 may obtain the Duplicate copy of the Call Letter on 11.04.2015 between 15.00 to 17.00 Hrs. For obtaining the Duplicate copy of the Call Letter, the candidate will have to submit a recent passport size photograph and a valid photo Identity Card. 10. The candidates wll be sent for Medical Examination immeditely after the Document Verification. The Medical Examination may be held in a Railway Hospital out of Gorakhpur.Hence, candidates must come prepared to stay for more than a day and to travel at short notice. 11. Candidates not reporting at 08.00 Hrs on the scheduled date will not be entertained under normal circumstances. However, if, a candidate is absent on the scheduled date due to unavoidable circumstances byond his/her control, he/she may report for Document Verification at 08.00 hrs on 30.04.2015 at Sayed Modi Railway Stadium. The candidate must furnish the reasons for absence on the scheduled date and the decision of Chairman/RRC shall be final in this regard. 12. Review petitions are ordinarily restricted to the confines of the principles enunciated in Order 47 of the Code of Civil Procedure, but in this case, we gave counsel for the parties ample opportunity to satisfy us that the judgment and order under review suffered from any error apparent on the face of the record and that permitting the order to stand would occasion a failure of justice or that the judgment suffered from some material irregularity which required correction in review. The scope of a review petition is very limited and the submissions advanced were made mainly on questions of fact. As Page 3 4 has been repeatedly indicated by this Court, review of a judgment on account of some mistake or error apparent on the face of the record is permissible, but an error apparent on the face of the record has to be decided on the facts of each case as an erroneous decision by itself does not warrant a review of each decision.

Criticism of the ruling Content: The judgement: A special CBI court in Lucknow acquitted all the 32 accused in the 1992 Babri Masjid demolition case. The structure was demolished by ‘karsevaks’ in Ayodhya on December 6, 1992 who claimed that the mosque was built on the site of an ancient Ram temple. The CBI is yet to decide on filing an appeal against the special court verdict. Though the CBI produced 351 witnesses and 600 documents as evidence before the court the CBI special court judge SK Yadav held that there was no conclusive proof against the accused. The CBI relied on newspaper evidence, photos taken by press photographers and video cassettes and as it did not produce their originals, the court refused to rely on those pieces of evidence. Criticisms of the ruling: The trial court has in effect given judicial legitimation to the ‘Ram Janmabhoomi movement’ by acquitting all those indicted for conspiracy to bring down the structure. The conclusions are termed drastic and defy logic and fact.
