AWARD OF ORDERS, DECORATIONS AND MEDALS JAMHURI DAY, 12 TH DECEMBER 2006 Citations Hon. Moses Epainitous Akaranga Hon. Akaranga was born on 18th October 1953. He currently serves as Minister of State for Public Service in the Office of the President. He previously worked with the Barclays Bank (k) Ltd. where he rose to the position of Senior Business Manager. He was appointed Assistant Minister for Agriculture in June 2004. Hon. Akaranga has been successfully involved in reforming the public sector through training, workshops and other means targeting change of attitude within the Civil Service in order to improve service delivery. He is awarded the Elder of the Order of the Golden Heart of Kenya (EGH) for his distinguished service rendered to the nation. Hon. Suleiman Rashid Shakombo Hon. Shakombo was born in 1950. He currently serves as Minister of State for Home Affairs in the Office of the Vice-President. He has rendered invaluable service to the nation as Minister and also in the Civil Service by initiating a variety of development projects such as schools and health facilities. He was elected member of Parliament and as Vice-Chairman of Defence and Foreign Relations Committee of Parliament and served as member of Parliamentary Select Committee on constitution making. He previously served as Assistant Minister for Fisheries Development. He is recognized for his tireless efforts and contribution towards socio-economic development. He is awarded the Elder of the Order of the Golden Heart of Kenya (EGH) for his distinguished service rendered to the nation. Hon. Gideon Sitelu Konchella Hon. Konchella was born on 15th November 1951 in Narok District. He is currently serving as Minister of State for Immigration and Registration of Persons. Hon. Konchella was enlisted into the Armed Forces in 1973 as a Cadet Officer and rose through the ranks to become a College Co-ordinator and Training Manager at the Armed Forces Staff College, Karen. He was elected as Member of Parliament representing Narok West Constituency in December 2002 and was subsequently appointed Assistant Minister for Health in 2003. In December 2005, Hon. Konchella was appointed to his current position of Minister in charge of Immigration and Registration of Persons, where he has continued to serve with loyalty and commitment. He has also promoted education and other social development activities in Trans Mara District. He is awarded the Elder of the Order of the Golden Heart of Kenya (EGH) for his distinguished service. Hon. (Dr) Mohamed Abdi Kuti 1 Hon. (Dr.) Kuti was born on 12th March 1964. He is currently serving as Minister of State for Youth Affairs. Prior to his current position, Hon. Kuti served as a Medical Doctor in Meru and Isiolo Districts where he rose to become a District Medical Officer of Health. He was also appointed as an Assistant Minister for Public Health in February 2005, a position he ably held until he was appointed to his current position. He is awarded the Elder of the Order of the Golden Heart of Kenya (EGH) for his dedicated and distinguished service. Hon. Mutahi Kagwe Hon. Kagwe was born in January 1958. He is currently the Minister for Information and Communications and Member of Parliament representing Mukurwe-ini Constituency. Prior to this, he was an Advertising Manager of the Standard Ltd. between 1987 and 1989 and later became Managing Director of Tell-Em Public Relations (EA) Ltd. He is also Chairman, Research International (EA) ltd. Hon. Kagwe has distinguished himself as a loyal and committed Minister who has transformed information and communication sector to an internationally accepted level especially in the digital era. He is awarded the Elder of the Order of the Golden Heart of Kenya (EGH) for his commitment and distinguished service. Hon. (Dr) Noah Mahalang’ang’a Wekesa Hon. Dr. Wekesa was born on 21st August 1936. He is the Minister for Science and Technology, a position he has ably held since his appointment in December 2005. Hon. Wekesa is a trained and experienced Veterinary Doctor, who served in various parts of the country, rising to the position of Provincial Veterinary Officer. He also played a leading role in political guidance and transition through coalition building and coordination in the country which has promoted national cohesion. He also served as an Assistant Minister in the Ministry of Livestock and Fisheries Development in 2004. He is awarded the Elder of the Order of the Golden Heart of Kenya (EGH) for his valuable contribution towards national development. Hon. Soita Shitanda Hon. Shitanda was born on 9th November 1958. He is currently the Minister for Housing. He joined the Civil Service in 1979 as an Accounts Trainee and served in the Ministry of Finance, rising to the position of Accountant I. Hon. Shitanda joined politics in 1997 and successfully won the Malava Parliamentary seat and was appointed an Assistant Minister for Public Service in 2004. He has foreseen the implementation of the National Housing Policy and also the Kenya Slum Upgrading Programme. Hon. Shitanda has brought reforms in the housing of Civil Servants by introducing a housing scheme which is currently being implemented in phases. He has also streamlined and re-organized the National Housing Corporation and is currently undergoing further restructuring to enable it undertake more housing projects and hence bridge the housing deficit. He is awarded the Elder of the Order of the Golden Heart of Kenya (EGH) for his exemplary and committed service rendered to the nation. Hon. Maina Kamanda 2 Hon. Kamanda was born in 1951. He currently serves as Minister for Gender, Sports, Culture and Social Services and Member of Parliament for Starehe Constituency having been elected in 1997 and successfully won again in 2002. Hon. Kamanda was previously an elected Councillor in Nairobi and a party branch leader. He has contributed to the promotion of culture and also brought sanity in the sports arena. He is awarded the Elder of the Order of the Golden Heart of Kenya (EGH) for his distinguished service. Hon. John Mutua Katuku Hon. Katuku was born in 1965. He taught at Kalawa Secondary School from 1987 to 1989 and later joined the Child Welfare Society of Kenya as Programme Officer in 1996. He contested and won the Mwala Constituency seat in 1997 and also in 2002. Hon. Katuku served as an Assistant Minister for Finance from January 2003 to November 2005 when he was appointed Minister for Water and Irrigation, a position he still ably holds. He is awarded the Elder of the Order of the Golden Heart of Kenya (EGH) for dedicated and distinguished service. Hon. Henry Onyancha Obwocha Hon. Obwocha was born on 28th June 1949. He is currently the Minister for Planning and National Development and Member of Parliament for West Mugirango Constituency. He previously served as Assistant Minister and has ably served in various parliamentary committees. Hon. Obwocha has also successfully led Kenyan delegations to international meetings which have been fruitful and beneficial to the country. He is awarded the Elder of the Order of the Golden Heart of Kenya (EGH) for his distinguished service rendered to the nation. Hon. Morris Mwachondo Dzoro Hon. Dzoro was born in 1950. He is the Minister for Tourism and Wildlife. He served as a Pastor from 1978 to 1982 and joined the World Vision, Kenya in 1990 as Urban Ministry Coordinator and subsequently served in various regions rising to the position of Programme Manager. Hon. Dzoro was appointed Assistant Minister in the Office of the President in 2003 and also served in the same capacity in the Ministry of Fisheries Development. He was appointed Minister for Tourism and Wildlife in 2005 and has ably steered the tourism sector to great success, beneficial to the country’s economy. He is awarded the Elder of the Order of the Golden Heart of Kenya (EGH) for his distinguished service. Hon. (Prof.) Kivutha Kibwana Hon. (Prof) Kibwana is currently the Minister for Environment and Natural Resources. He is also acting Minister for Lands where he has spearheaded the Land Reform Agenda, the National Land Policy formulation process, settlement of the squatters and resettlement of displaced persons. He also put in place measures to recover irregularly allocated land and advanced the strategy for a metropolitan plan for the city of Nairobi and the abutting Municipal Councils. He has also overseen the computerization of land records and mass issue of title deeds. He is awarded the Elder of the Order of the Golden Heart of Kenya (EGH) for distinguished service rendered to the nation. 3 Hon. John Munyes Kiyong’a Hon. Munyes was born on 29th January 1966. He is currently a Minister of State for Special Programmes, a position he has held since December 2005. He is tasked with managing disasters including relief, floods and HIV/AIDS campaigns. Hon. Munyes was first elected to Parliament in 1997 and also won during the 2002 elections as Member of Parliemant representing Turkana North. He was appointed Assistant Minister in the Ministry of Water and Irrigation in 2003. Prior to joining politics, Hon. Munyes worked as UNESCO Project Assistant and later became a Programme Coordinator of the Intermediate technology Development Group (ITDG) where he coordinated food security programmes in Turkana District including livestock projects, women empowerment and capacity building. He is awarded the Elder of the Order of the Golden Heart of Kenya (EGH) for his valuable service rendered to the nation. Maj. Gen. Eustace Kajogi Njeru Maj. Gen. Njeru was born in 1953. He was enlisted into the Kenya Air Force in 1974 as a Cadet Officer. He has held various commands both in staff and training at the Kenya Air Force rising to become a Major General.
