The objective was to clarify the potential value of PuPs to Department of Defense (DoD) installations; identify barriers to their cost-effective application in DoD; rec- ommend ways to overcome these barriers; and provide an overview of the focuses, approaches, and lessons learned from existing installation PuPs. This report documents the study results providing background information about partnerships, explains the different approaches and authorities used for installation PuPs, gives an overview of the wide range of existing instal- lation partnership types by functional areas and partners, describes the many diverse benefits to installations and communities from PuPs, and discusses the opportunities for future instal- lation partnerships. It also explains the barriers to developing and implementing installation partnerships and provides recommendations for addressing such barriers so installations and communities can develop and implement more mutually beneficial partnerships. This report should be of interest to congressional and military leaders; policymakers; decisionmakers, installation staff, and managers across DoD; and community leaders and staff who have an interest in installation partnerships. This research was cosponsored by the Office of the Secretary of Defense, the U.S. Navy, the U.S. Air Force, and the U.S. Army Office of the Assistant Chief of Staff for Installa- tion Management (the executive agent for the study) and was conducted within the RAND Arroyo Center’s Strategy, Doctrine, and Resources Program.     President’s Page New President’s Initiatives As you may have heard by now, our annual meeting in San Diego in May was very successful. The science, working meetings and the social events were fantastic, attendance neared recent record highs (1369), and good financial rev- enue will help keep us solvent. My theme on this page throughout the year will be “Make a Difference in Aerospace Medicine with AsMA.” To do that, we need to have a strong and effective organization in place to serve its members in that goal. In order to allow this, I would like to iterate some initiatives to perform with your help. The first initiative is to increase membership. As an in- ternational leader, AsMA speaks with authority and its posi- tions and resolutions are highly regarded. However, we Philip J.     Air Force Sexual Assault Court-Martial Summaries 2010 March 2015 – The Air Force is committed to preventing, deterring, and prosecuting sexual assault in its ranks. This report contains a synopsis of sexual assault cases taken to trial by court-martial. The information contained herein is a matter of public record. This is the final report of this nature the Air Force will produce. All results of general and special courts-martial for trials occurring after 1 April 2015 will be available on the Air Force’s Court-Martial Docket Website (www.afjag.af.mil/docket/index.asp). SIGNIFICANT AIR FORCE SEXUAL ASSAULT CASE SUMMARIES 2010 – March 2015 Note: This report lists cases involving a conviction for a sexual assault offense committed against an adult and also includes cases where a sexual assault offense against an adult was charged and the member was either acquitted of a sexual assault offense or the sexual assault offense was dismissed, but the member was convicted of another offense involving a victim. The Air Force publishes these cases for deterrence purposes. Sex offender registration requirements are governed by Department of Defense policy in compliance with federal and state sex offender registration requirements. Not all convictions included in this report require sex offender registration. Beginning with July 2014 cases, this report also indicates when a victim was represented by a Special Victims’ Counsel. Under the Uniform Code of Military Justice, sexual assaults against those 16 years of age and older are charged as crimes against adults. The appropriate disposition of sexual assault allegations and investigations may not always include referral to trial by court-martial.

A cross-validation sample consisted of about 1,000 trainees in nine courses. Using formal path analysis (LISREL V computer program), an empirical model of the training process was developed. Although aptitude was one of the best predictors of the quality of student performance, it interacted with a vaiiety of other student input and course content variables in determining training outcomes.

Each Artillery unit would be authorized two aircraft, two pilots and one mechanic. These crews would travel and live with the unit in the field and provide reconnaissance, target spotting, medical evacuation and a host of other services.

The JAG Corps offers a wide range of opportunities--whether serving as prosecutor, defense counsel, or special victims’ counsel at a court-martial, advising a commander on an international law issue, or helping an Airman with a personal legal matter. For some, travel opportunities, the possibility of living and practicing law in a foreign country, and the simple prospect of engaging in a unique legal field carry special attraction. For others, quality of life is of significant importance. Military service provides an extended family, emphasizes teamwork and team building, and offers a well- developed support network.
