The fish-lees and others for which this certificate has been issued must be neither sold nor purchased unless they be exchanged for this certificate. 3. This certificate must be neither transferred to a third party nor obtained by transfer from a third party. 4. In case any licensed selling agency or the Feedstuffs Distribution Public Corporation has purchased fish-lees and others from a licensed purchasing agency, it must write down the date thereof in the "Date received" column and seal in the "Receipt Seal" column, and then hand it over to the licensed purchasing agency. 5. The responsible person of the licensed purchasing agency which has received this certificate must write down his name and seal in the "Name & Ssal of Resp3nsible Person" Column, and submit the preengagement coupon and exchange coupon collected at the end of each month to the official in charge of their issuance by the tenth of the following month. 6. ** Columns must be filled in by the persons concerned respectively, and the columns other than ^ columns, by the official in charge of the issuance. 7. Certificates without the prescribed seals thereon will be invalid and those without correction seals on the corrected parts will be invalid. 8.
