This Situation Report No: 4 issued by the National Emergency Operation Centre and cover the period from 00:00 Friday 16/12/16-08:00 hours on Saturday, 17/12/2016.

1.0 HIGHLIGHTS OF LAST 8 HOURS  Nacocolevu to Korolevu corridor power supply has been fully restored  Nasatogo Irish Crossing and Varialobo crossing in the highland of Navosa are closed to all traffics  Lau and Road in Ra are opened to all vehicles  1 Evacuation Centre has been activated-Toko Primary School, Tavua.  2 evacuation centres including ACS hostel and Vishnu Deo Primary school in the Central division were cleared last night(16/12/16)

A HEAVY RAIN WARNING REMAINS IN FORCE FOR THE WHOLE OF .

SITUATION:

TROPICAL DEPRESSION TD04F CENTRE [1000HPA] WAS LOCATED NEAR 17.4SOUTH AND 174.9EAST OR ABOUT 270KM WEST

ASSOCIATED TROUGH OF LOW PRESSURE AND ACTIVE RAIN BANDS CONTINUES TO AFFECT THE COUNTRY.

TD04F NOW HAS MODERATE CHANCE (20 TO 50%) OF DEVELOPING INTO A TROPICAL CYCLONE IN THE NEXT 24 HOURS.

FOR THE WHOLE OF FIJI: PERIODS OF RAIN, HEAVY AT TIMES AND SQUALLY THUNDERSTORMS OVER MOST PLACES.

LOCALISED HEAVY RAIN WILL LEAD TO FLASH FLOODING

3.0 GENERAL COORDINATION

1.2 The NEOC has been activated with a skeleton staff of four teams manning operations around clock in 8 hour shifts. 1.3 The general public have been warned through the media to be prepared and to limit movement, especially mariners. 1.4 The NEOC will continue to monitor developing situation. 1.5 Under the current and expected conditions there is about 20% to 50% chance of TD 04 turning into a Category 1 cyclone. 1.6 All Divisional EOC’s have been instructed to be on operation mode for until further notice. 1.7 The NEOC remain in full operation, with its four (4) teams, until further notice.

2.0 DIVISIONAL/SECTORIAL UPDATES

2.1 Western Division

 Despite the continuous drizzling weather experienced throughout the Western Division, no negative report recorded so far.  The infrastructure sector has been however sustained some minor disruptions after storm waters flooded some of its low lying crossings which includes Nasatogo and Varialobo in the highland of Navosa which are now closed to all traffics, Lau and Nausori Road in the province of Ra was also closed, however, water has receded and the road is now open. Electric Line failure along the Nacocolevu-Korolevu corridor has been attended to by the Fiji Electricity Authority and power supply is now normal again.  People living in tents and low lying areas are now moving for their safety resulting in the opening of an evacuation centre in Tavua with 23 (6 households) people from now sheltering at Toko Primary School. Total of 2645 households are still living in tents and temporary shelters.  Water levels in all major rivers within the Western Division are normal; however, Police are monitoring the water levels very closely. The water supply problem affecting the Hospital is not caused by the current weather situation as confirmed by WAF. They confirmed that it is a plumbing error within the hospital pressure line, however, WAF technical team are now at the sites trying to restore the pressure.

Water Authority of Fiji: o No disruption on the main line system and the water supply is currently normal for the Western Division. o The water supply problem affecting the Ba Hospital is not caused by the current weather situation as confirmed by WAF. They confirmed that it is a plumbing error within the hospital pressure line, however, WAF technical team are now at the sites trying to restore the pressure. Fiji Electricity Authority: o Power has been restored from Nacocolevu to Korolevu area. Fiji Roads Authority: Ra Province o Burelevu Bridge in the Ra province is temporarily closed. o Lau and Nausori Road is opened to all traffic Health Services:  Request to refill water tanks in Ba health center. Municipal Council: City o There is no major blockage on drains and waterways at CBD area, industrial and residential zones. o Council's machines & plants at the Vunato Dump have been moved to higher grounds as we are expecting high tide and continuous rain by nightfall.

District EC’s Updates o Light showers recorded experienced throughout the Ra province as confirmed by the Rakiraki EOC. o Ba District had been experiencing light showers from this afternoon. General Assessment that there are no reports on flooding and closures of any roads in the District. Advisory Councillor is providing updates to the EOC.

o Lautoka District had been experiencing light showers and moderate rain with no major flooding or disruptions. o Yasawa District Waya Island has experienced light showers, Nacula Island, experienced light showers and no strong winds while Naviti Island experiencing rough seas high swells and continues heavy rain. o Nadi District had been experiencing light showers with business and traffic is normal. o Tavua District experiencing light showers with no major flooding. 1 evacuation centre has been opened – Toko Primary School with 23 people. o Nadroga District experiencing light showers with no major flooding. o Navosa District experiencing light showers however Varialobo and Nasatogo Irish Crossing are closed to all traffic. The road in most parts of the interior of Navosa is slippery due to wet conditions and vehicles to be cautious when using it.

3. Telecommunication TFL, Vodafone and Digicel not affected.

4. Shipping Services  Patterson Shipping in the Eastern Division is currently suspended its shipping services and will resume Saturday (17/12/2016).  Lomaiviti Princess, Liahona II and Uluinabukelevu are currently sheltered in Kavala Jetty.  Patterson Shipping Services is in normal operation to Natovi to but the to route, which is operated by Gounder Shipping Services has been cancelled (17/12/2016). 5. Fiji Roads Authority o Queens and Kings Road remain open for now. . The slip at Veisari on Queens Road has been cleared. . The Central and Western Division have reported surface flooding on some urban and rural roads however the main arterial roads are open.  Members of the public are advised to be cautious when accessing side roads and low lying areas prone to flooding.  Increased number of potholes on the road network and the contractors will be carrying out remedial work as soon as the weather clears up. Motorists are advised to drive with caution during this time.  We are urging members of the public to take heed of the advisories from relevant authorities’ anddo not attempt to cross flooded roads or low level crossings.  Northern Division – All roads remain open.  Eastern Division – All roads remain open

3.0 RECOMMENDATIONS 3.1 All Divisional Evacuation centres to be on skeleton manning from tonight. 3.2 Another standby vehicle to be available for NEOC. 3.3 Evacuees to be classified gender wise as well

4.0 Conclusion The above summarizes reports and highlights received during the 0000 to 0800hrs shift, Saturday 17th December, 2016.
