No. (078) 304-1114/email ad: [email protected] EXECUTIVE ORDER NO. 85 Series of 2020 "AN ORDER REVERTING TUGUEGARAO CITY TO MODIFIED GENERAL COMMUNITY QUARANTINE (MGCQ) STATUS" WHEREAS, Section 15 of Article II of the 1987 Philippine Constitution provides that the State shall protect and promote the right to health of the people; WHEREAS, Section 16 of Republic Act No. 7160 otherwise known as the Local Government Code of 1991, "states that the Local Government Units are authorized to exercise powers necessary, appropriate, or incidental for its efficient and effective governance and those which are essential to the promotion of general welfare;" WHEREAS, the World Health Organization has declared Corona Virus Disease (COVID - 19) as a pandemic and in response thereto, President Rodrigo R. Duterte through Proclamation No. 922, declared the Philippines under State of Public Health Emergency; WHEREAS, the City Mayor issued Executive Order No. 78 Series of 2020 entitled, "AN ORDER PLACING TUGUEGARAO CITY UNDER MODIFIED ENHANCED COMMUNITY QUARANTINE FOR TEN (10) DAYS AND SETTING GUIDELINES THEREOF," which was approved by the Provincial Governor, Dr. Manuel N. Mamba, and concurred in by the Cagayan Valley Regional Inter-Agency Task Force (CVRIATF) on August 25, 2020, to arrest the spread of the virus in Tuguegarao City; WHEREAS, Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) National Task Force COVID-19 Memorandum Circular No. 2, series of 2020 provides that, 'lifting of a community quarantine imposed upon a geographical unit shall be done when all surveillance, testing and quarantine/isolation intervention/activities have been completed'; WHEREAS, contact tracing and other surveillance teams have been activated, all possible contacts of those who tested positive had already been identified and necessary isolation and quarantine protocols were already imposed upon them; WHEREAS, upon guidance of DIR. JONATHAN PAUL M. LEUSEN, JR., CESO III, Chairman of the Cagayan Valley Regional Inter-Agency Task Force (CVRIATF), that the imposition of MECQ is automatically lifted and that Modified General Community Quarantine (MGCQ) be imposed again in Tuguegarao City; NOW, THEREFORE, I, ATTY. JEFFERSON P. SORIANO, by virtue of the powers vested in me by law as Mayor of Tuguegarao City, Cagayan, do hereby order the following: Section 1. Lifting of MECQ. No. (078) 304-1114/email ad: [email protected] Section 2. Imposition of MGCQ. Modified General Community Quarantine (MGCQ) is hereby imposed in Tuguegarao City, Cagayan, until such time that the RIATF or the NIATF imposes a different quarantine protocol for the City. Section 3. Guidelines to be Observed. Guidelines and protocols under the 'Omnibus Guidelines on the Implementation of Community Quarantine in the Philippines with Amendments as of July 16, 2020' issued by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-MEID) for areas under the Modified General Community Quarantine (MGCQ) shall be observed. A calibrated transition protocols shall be observed in Tuguegarao City during the imposition MGCQ. Section 4. Operation of Talipapas'. Talipapas in different barangays may operate only on Fridays, Saturdays and Sundays while this Order is in effect. Section 5. Lifting of Liquor Ban. The ban on the sale and consumption of alcoholic beverages is hereby lifted. Section 6. Tricycle Operation. Tricycle operations in Tuguegarao City shall be up to 50% onl and the followin codin scheme shall be observed: Tricycle's Ending Plate Number Days of Operation 1, 2, 3, 4 and 5 Monday, Wednesday and Friday 6, 7, 8, 9 and 0 Tuesday, Thursday, Saturday and Sunday Section 7 . Cuifew. There shall be a curfew from 11 o'clock in the evening to 4 o'clock in the morning. The following are hereby exempted: a. Health workers and hospital personnel; b. Authorized government officials and employees, like peace officers and elected government officials in the performance of their duties; c. Members of the Armed Forces of the Philippines, Philippine National Police Bureau of Fire Protection, and Bureau of Jail Management and Penology; d. Barangay Officials and Tartods on duty; e. Those persons involved in emergency medical cases; f. Those involved in the delivery of basic necessities like food and medicine; g. Drivers and helpers of delivery trucks when loading and unloading of fruits and vegetables and agricultural products e.g. live hogs, cattle, broilers, eggs and the like; h. Funeral parlors when retrieving/servicing of cadavers; i. Priests and religious personnel administering religious rites at night; and j. Street sweepers, garbage collectors, slaughterhouse workers on night shift duty and meat delivery personnel. k. Any person violating any provisions of this Order or any of the guidelines set for areas under MGCQ, shall be dealt with in accordance with the pertinent provisions of the law and ordinances. Section 9. Enforcement / Implementation. The Philippine National Police - Tuguegarao City, Public Safety and Security Office, Punong Barangays and Barangay Tanods in their respective jurisdictions shall ensure the strict observance of protocols and guidelines for areas under MGCQ. Punong Barangays must ensure that minimum health standards are observed in their respective jurisdictions. Section 10. Repealing Clause. All prior issuances or parts thereof inconsistent with this Executive Order are hereby repealed, amended or otherwise modified accordingly. Section 11. Effectivity. This Executive Order shall talce effect on September 5, 2020 and shall be effective until September 30, 2020.     Cagayan Riverine Zone Development Framework Plan 2005—2030 Regional Development Council 02 Tuguegarao City Message The adoption of the Cagayan Riverine Zone Development Framework Plan (CRZDFP) 2005-2030, is a step closer to our desire to harmonize and sustainably maximize the multiple uses of the Cagayan River as identified in the Regional Physical Framework Plan (RPFP) 2005-2030. A greater challenge is the implementation of the document which requires a deeper commitment in the preservation of the integrity of our environment while allowing the development of the River and its environs. The formulation of the document involved the wide participation of concerned agencies and with extensive consultation the local government units and the civil society, prior to its adoption and approval by the Regional Development Council. The inputs and proposals from the consultations have enriched this document as our convergence framework for the sustainable development of the Cagayan Riverine Zone. The document will provide the policy framework to synchronize efforts in addressing issues and problems to accelerate the sustainable development in the Riverine Zone and realize its full development potential. The Plan should also provide the overall direction for programs and projects in the Development Plans of the Provinces, Cities and Municipalities in the region. Let us therefore, purposively use this Plan to guide the utilization and management of water and land resources along the Cagayan River. I appreciate the importance of crafting a good plan and give higher degree of credence to ensuring its successful implementation. This is the greatest challenge for the Local Government Units and to other stakeholders of the Cagayan River’s development.

OPENING REMARKS Provide any opening remarks that may assist in the review of this report. Civil society -non-government organizations and people’s organizations, together with the academe and the church- have long been in the forefront of environmental protection in the Cagayan Valley region since the 1990s. They were and still are very active in the multi-sectoral forest protection committee and community-based forest resource management (CBFM) activities. A shift towards a conservation orientation came as a natural consequence of the Rio Summit and in view of the observation that biodiversity conservation was a neglected component of CBFM. Aside from this, there began to be implemented in region 02 biodiversity conservation projects under the CPPAP- GEF, Dutch assisted conservation and development project all in Isabela and the German assisted CBFM and Conservation project in the province of Quirino. Alongside with this was the push for the corridor approach. The CEPF assisted project is a conservation initiative that has come just at the right time when there was an upswing of interest in Cagayan in biodiversity conservation and environment protection. It came as a conservation felt need for the province of Cagayan in view of the successful pro-active actions in the neighboring province of Isabela which led to the establishment of the Northern Sierra Madre Natural Park.

Geronimo Philippine Normal University North Luzon Abstract This study investigates the unique indigenous pottery traditions of the Madweng in an Ibanag community in Santa, Maria, Isabela, located in the interior northwestern part of the province of Isabela, Philippines which boasts its huge non -metallic deposit of clay. The Madweng are the Ibanag potters who make, produce such earthenwares. Ethnography as a research design and strategy is utilized to understand indigenous concepts, technology and pottery traditions in manufacturing the dweng. The document has undergone a series of consultation participated in by line agencies, local government units, NGOs and HEIs. The Cagayan Valley RDA is among the legacies of the officials and members of the Regional Development Council 2 (RDC2) CY 2007-2010 under the able leadership of his Eminence Bishop Ramon B. Villena. As such, the document will provide the next Council with a starting document that would guide them in formulation of the successor Regional Development Plan. The RDA takes off from existing planning documents such as the Regional Development Plan CY 2004-2010, the Regional Physical Framework Plan, the Regional Investments Priority Plan, and the Regional Action Agenda for Productivity and Quality. The RDA articulates the region’s highest priorities and the essential ingredients needed to achieve the desired development scenario.
