Results on 2016 NDPS/MFS conveyed

The Philippine Statistics Authority (PSA) conducted the first ever National Disability Prevalence Survey (NDPS)/ Model Functioning Survey (MFS) in the country in November- December of 2016. It is anchored on the survey tool called Model Disability Survey (MDS), developed by the World Health Organization (WHO) and the World Bank (WB). The Philippines is one of the few pilot countries for this study. The objectives of this survey are the following: to estimate the prevalence of disability; to determine the current disability distribution of the population; to identify needs, barriers and inequalities faced by persons with different levels of disability; and to provide the information necessary for the development of policy priorities to improve the lives of the population with disability. The PSA Central Visayas conducted the regional dissemination forum on 25 November 2019 at Hotel Elizabeth, Cebu City.

For the results we have the following: (1) The severe disability prevalence in 2016 in the Philippines was 12%; (2) Almost every second person experiences moderate level of disability at 47%; (3) Women are more likely to experience severe disability than men; (4) Older persons are more likely to have severe disability; (5) Access to education and work poses problem for a large share of the general population, increasing for higher disability levels; (6) Persons with higher level of disability face larger disadvantages due to barriers in their physical environment; (7) Attitude of others and access to information pose problems for all groups of the population, increasing for higher disability levels; (8) Persons with severe disability have unmet needs regarding devices and modifications, additional personal assistance and outpatient care.

The key note speech was delivered by Dr. Dino D. Caing, Cluster Head of Non-communicable Diseases Section, Department of Health Region VII wherein he stated that “Disability is universal and continuum, whether we like it or not”. The background of the National Disability Prevalence Survey was presented by Ms. Romelyn Anden, Statistical Specialist II of Demographic and Health Statistics Division under Social Sector Statistics Service, Sectoral Statistics Office of Philippine Statistics Authority- Central Office. The result of the survey was presented by Ms. Myrna Trinidad T. Cataluña, Senior Statistical Specialist under the Statistical Operations and Coordination Division of Philippine Statistics Authority- Region VII and lastly Mr. Felipe Pimentel, Officer-In-Charge of Persons with Disabilities Affairs Office, Department of Social Welfare Services gave his message, as well as shared his personal experiences being one of the disabled person/ PWD’s. He ended his message by saying a quote which he made it himself, “Disability is a gift of uniqueness and creativity.” (B. Medalle)

Statistical Operations Sixty Percent of the population in Central Visayas are in the labor force, employment rate is 95.7 percent In October 2019, the total population 15 years old and over was estimated at 5.5 million wherein the number of persons who were in the labor force was reported at 3.5 million. This placed the labor force participation rate (LFPR) at 63.2 percent, which means that six in ten of the population aged 15 years and over were either employed or unemployed (Figure 1).

The total number of employed persons in Central Visayas was estimated at 3.3 million. The employment rate reported or the proportion of employed persons to total labor force was 95.7 percent (Figure 2).

By definition, employed persons who express desire to have additional hours of work in their present job, or to have additional job, or to have a new job with longer working hours are considered underemployed.

Underemployed persons who work for less than 40 hours in a week are called visibly underemployed persons. Meanwhile unemployed persons include all those who, during the reference period, are 15 years old and over as of their last birthday who have no job/business, currently available for work and actively looking for work.

Also considered as unemployed are persons without a job or business who are reported not looking for work because of their belief that no work was available or because of temporary illness/disability, bad weather, pending job application or waiting for job interview.

The national unemployment rate in October 2019 was estimated at 4.5 percent. BARMM, CALABARZON, Ilocos Region, Bicol Region, Central Luzon, Caraga, and NCR have an unemployment rate higher than the Region VII and national figure. The October 2019 Employment Situation is taken from the final result of the October 2019 Labor Force Survey conducted by the Philippine Statistics Authority (Table 3).. (J.J. Abadingo)

Statistical Planning and Coordination

Camp Lapu-Lapu, Cebu City. Barangay Apas Captain Virgilio Cabigon welcomed the participants of the activity.

This year, CV-RSC provided services such as accepting application for civil registry documents, medical consultation, dental services, givinblood typing, blood donation, glucose testing, changing unfit bills and coins, spaying and neutering cats and dogs, aninmal vaccination and giving school supplies.

NEDA 7 Regional Director and CV-RSC Chairman Efren B. Carreon emphasized this year’s NSM theme “Data Innovation: Key to a Better Nation” the initiatives done in the region especially the support by NEDA on the institutionalization of provinces’ own provincial product accounts. A scoping study was commissioned by NEDA for the estimation of Provincial Product Account of Cebu. Moreover, Bohol Provincial Economic Accounts is being finalized as a reasearch under the NEDA Research and Development Fund.

Dr. Milagros M. Greif, Dean of the College of Arts and Sciences of , shared her advocacy on mosquito by giving awareness on the preventive and mosquito control. “Mosquito is very important in relation to the theme...because if we know the statistics of mosquito and how to apply [it], then we can improve the lives of the people and its inhabitants” said Dr. Greif.

Ms. Tashuana A. Villaflor of the Office of Civil Defense 7 briefed on the Philippine Disaster Risk and Reduction Management System. While a representative from Environmental Management Bureau 7, Mr. Jovelino C. Abe, discussed the importance of Ecological Solid Waste Management.

PSA Central Office Representative Sardis Catalan elaborated the innitiatives of PSA in terms of data innovation such as coordinating the Local Government Units in utilizing Statistitical Standards and Classifications, increasing the use and harmonizing administrative data, and systematizing efforts towards using and accessing big data.

Among the activities held during the NSM celebration include Workshop on Infographics, Trivia Quiz, Statistical Exhibits, Data Dissemination Forum and Launching of RSET and WAM Publications, AGIO 7 Forum, Data Dissemination on the Results of National Migration Survey, Inter-Collegiate Competitions and Statistical Quiz.

On 24 October 2020, a ceremonial closing of NSM was held at the Bangko Sentral ng Pilipinas - Cebu Regional Office, where the RSC awarded member agencies for thier support to the different activities. Various innovations on the Philippine Statistical System and initial results of PSA survey were also presented. (P. Enfestan)

Modequillo, as the regional champion of Central Visayas, represented the region in the National Finals of the 25th Philippine Statistics Quiz held at Sequoia Hotel, Quezon City on 28 November 2019 and emerged as Third Place.

The PSQ is a nationwide search for young statistics whizzes which began in 1992.

This activity is being organized by the Philippine Statistics Authority and the Philippine Statistical Association Inc., a non-stock, non-profit organization of professional statisticians from government and non-government agencies and the academe.

The PSQ is being conducted to assess the competency and skills of students in statistics as acquired from the secondary education curriculum and to promote, enhance, and instill awareness and appreciation of the importance and value of statistics among the students. (P. Enfestan)

PSA 7 speaks on the PSA’s Innovations at CTU The Philippine Statistics Authority 7 (PSA 7) was invited by the College of Arts and Sciences, Department of Mathematics and Statistics of the Cebu Technological University (CTU), Main Campus as Guest Speaker during their 30th National Statistics Month (NSM) opening ceremony on 11 October 2019.

The activity was graced by Engr. Felixberto M. Sato, Jr., Senior Statistical Specialist of PSA 7 and was able to impart to the students about some innovations that were implemented by the office. The discussion delves on the NSM theme for SrSS Felixberto M. Sato, Jr. speaks before the students and faculty of Mathematics and Statistics 2019 “DATA INNOVATION: Key to a Better of Cebu Technological University - Main Campus. Nation”.

PSA 7 talks about the Initiatives in the attainment of localizing the Philippine Sustainable Development Goals (SDGs) in the Region The Philippine Statistics Authority 7 (PSA 7) was invited by the Regional Center of Expertise of Education for Sustainable Development (RCE-Cebu) and Collaboration for Development and Humanitarian Action (Collab4Dev) to talk about its initiatives in the attainment of the SDGs in the region. SrSS Felixberto M. Sato, Jr. attended the 4th SDG dialogue with the different NGOs/CSOs last 27 November 2019 at the Filipiniana Room, Cebu Archbishop’s Palace, Cebu City.

The series of dialogues, “From Global to Local, Local to Global: SDG Presentation in Cebu’s Landscape”, intend to provide a voluntary review of the United Nations’ Sustainable Development Goals (SDGs) at the local level while working at concrete solutions to specific problems making possible the sharing of experiences, including successes, challenges SrSS Felixberto M. SrSS Sato presented to the NGOs/CSOs about the initial study of the PSA Cental Office to engage NGOs/CSOs in contributing to the data gaps in the Philippine SDGs. The project “Enabling the Use of Citizen-Generated Data in Sustainable Development Goals Official Monitoring in the Philippines”, is a PSA-PARIS21 Project. The project is aimed at coming a comprehensive SDG data availability assessment and prioritization mechanism of data gaps to have data disaggregation. It focuses on the vulnerable and affected groups and their location; it also addressed the growing need for more timely statistics; and a multi-stakeholder approach in planning multi-stakeholder approach in program implementation and monitoring. PSA 7 talks about localizing the Philippine Sustainable Development The Philippine Statistics Authority (PSA 7) was requested by the Department of Interior and Local Government (DILG 7) to act as resource speaker during the Provincial Development Plan/SDG (PDP/SDG) regional workshop for FY 2019 on 29 November 2019 at Golden Prince Hotel.

SrSS Felixberto M. Sato, Jr. presented the result of the SDG tagging to the PDP to the representatives of the four (4) provincial government of Region 7. The presentation includes the discussion on the result of the evaluation of the submitted RMs from the PDP. SrSS also discussed the initiatives of the PSA 7 in the attainment of the SDG in the region.

SrSS Felixberto M. Sato, Jr. of PSA 7 together with DILG 7 officials and The workshop aimed at giving the Local Government Units representatives from the four Provincial Governments of Region 7 (LGUs) to evaluate their priorities aligned with the regional matrices for consideration in LGU plans and budgets; to conduct a separate workshop at the provincial level that will provide a venue for the province-city/municipal interface; and regional workshops that shall facilitate interface of provinces with National/Regional representatives of Public Financial Management (PFM) Oversight Agencies (OAs).

In consideration of the Sustainable Development Goals (SDGs), Local Government Units (LGUs) must also ensure its tagging through its Local Development Investment Programs (LDIPs).

At the end of the workshop, the LGUs presented also their Plans Programs and Activities (PPAs) and the status of their on-going projects for FY 2019. (F. Sato, Jr.)
