Arbory and Rushen (Local Government District) (Amendment) Order 2020 Article 1 Arbory and Rushen (Local Government District) (Amendment) Order 2020 Article 1 `Statutory Document No. SD 2020/0063 c Local Government Act 1985 ARBORY AND RUSHEN (LOCAL GOVERNMENT DISTRICT) (AMENDMENT) ORDER 2020 Approved by Tynwald: 17 March 2020 Coming into operation: in accordance with article 2 The Department of Infrastructure, with the consent of the local authorities of Arbory and Rushen1, makes the following Order under section 6A of the Local Government Act 1985. 1 Title This Order is the Arbory and Rushen (Local Government District) (Amendment) Order 2020. 2 Commencement If approved by Tynwald, this Order comes into operation on — (a) for the purposes of article 3(1) and (2)), 1 April 2020; and (b) for the purposes of article 3(3), 1 May 2020. 3 Amendments to the Arbory and Rushen (Local Government District) Order 2019 (1) The Arbory and Rushen (Local Government District) Order 20192 is amended as follows. (2) In article 2(b) and (c) (commencement), for “article 13” substitute «articles 13 and 14». (3) In article 14 (consequential amendments), — (a) for paragraph (1) substitute — «(1) In the Southern Sheltered Housing Joint Board Order 2020, — 1 As required under section 6A(1) of the Local Government Act 1985. 2 SD 2019/0498. c SD No.SD 2020/0063 Page 1 Arbory and Rushen (Local Government District) (Amendment) Article 3 Order 2020 (a) in article 3 (interpretation), in the definition of “the constituent authorities” for “parish districts of Arbory, Malew, and Rushen” substitute «parish districts of Arbory and Rushen, and Malew». (b) in paragraph 1(1) of Schedule 1 (constitution of the joint board) for “6” substitute «5»; (b) after paragraph (3) insert— «(4) In article 1(2) (citation, commencement interpretation) of the Recreation and Leisure (Southern Districts) Order 2000, in the definition of “the local authorities” for “parish districts of Arbory, Malew, Rushen and Santon” substitute «parish districts of Arbory and Rushen, Malew, and Santon». MADE 12 FEBRUARY 2020 R K HARMER Minister for Infrastructure Page 2 SD No.SD 2020/0063 c Arbory and Rushen (Local Government District) (Amendment) Order 2020 Explanatory Note EXPLANATORY NOTE (This note is not part of the Order) This Order amends the Arbory and Rushen (Local Government District) Order 2019 (SD 2019/0498) by — (a) making a minor modification to article 2(b) and (c) (commencement); (b) amending article 14 (which deals with consequential amendments to other instruments) by (i) substituting paragraph (1) to refer to the Southern Sheltered Housing Joint Board Order and providing that references in that Order are to new “Arbory and Rushen” parish district. It also makes a minor amendment to the constitution of the joint board (in paragraph 1 of Schedule 1 to that Order); (ii) inserting a new paragraph (4) amending the Recreation and Leisure (Southern Districts) Order 2000 (SD 607/00) so that it correctly refers to the new “Arbory and Rushen” parish district. c SD No.SD 2020/0063 Page 3 .

    Access Guide to Cronk Keeill Abban (Old Tynwald Site) Manx National Heritage has the guardianship of many ancient monuments in the landscape. A number of these sites are publicly accessible. Please note in most circumstances the land is not in the ownership of Manx National Heritage and visits are made at your own risk. We recognise that visiting the Island’s ancient monuments in the countryside can present difficulties for people with disabilities. We have prepared an access guide for visiting Cronk Keeill Abban (Old Tynwald Site) to help you plan your visit. This access guide does not contain personal opinions as to suitability for those with access needs, but aims to accurately describe the environment at the site. Introduction Cronk Keeill Abban in Braddan is the site of an Early Christian Keeill and was a former Viking assembly site. It is one of four historically recorded assembly sites in the Isle of Man – the others being Tynwald Hill, Castle Rushen and another in Kirk Michael. The earliest written reference to this being a Tynwald site dates from 1429. At this Tynwald sitting the record states that ‘trial by combat’ was abolished. The word Tynwald comes from the Norse thingvollr, meaning place of the parliament or assembly field. The annual meeting held at Tynwald Hill in St John’s would have been the “all-Island” meeting – smaller local groups would have met elsewhere throughout the year. The exact location of the assembly site is not clear, and the present circular dry stone enclosure was constructed in 1929 to commemorate its existence.

University Scholarships.—The National Coal Board offer a hundred University Scholarships a year ; most are in Mining Engineering, and some are available in -Mechanical, Electrical and Chemical Engineering and in Fuel Technology. They are worth about the same as State Scholarships but there is no parental means test. School Leavers.—There are also good opportunities for advance- ment for boys with initiative who come straight into the industry from school. You can attend part-time courses (for example. National Certificate courses) at technical colleges for which you are given day release from work with pay. Management Training.—When you are qualified—either through the University or through technical college while working—you are eligible for a two or three-year course under the Board's Management Training Scheme. Each trainee has a course mapped out for him personally, with a senior engineer to give him individual supervision. Scientific Careers.—If you are interested in a Scientific Career, there is absorbing and rewarding work at the Board's Research establishments, in the coalfields on operational work.

In the next few months the two Parishes will be recruiting a Deputy Clerk, with the Clerk then reducing his hours accordingly. This move allows the Clerk to use his skills and experience to undertake the key roles of political and financial support, while the Deputy Clerk will provide more general administrative assistance.
