BY MATTHEW SOLLARS hen mayor Michael Bloomberg’s far-reaching PlaNYC was introduced, it promised to transform the way in which New Yorkers live and do business. Now,W17 months later, that promise remains largely unfulfilled, and the plan’s most crucial components face big roadblocks. While the administration has made some progress in carrying out its 127-point program to reduce the city’s carbon emissions by 30% by 2030, advancement of the plan’s most important initiatives remains frustratingly slow. “You’re moving a huge, huge system, and it takes time—more than some of us would like,” says Ashok Gupta, the air and energy program director at the National Resources Defense Council. “I’m hopeful that before Bloomberg leaves office, there will be real signs of progress.” Today, advocates for the plan, both inside the administration and out, worry that the initiative will lose momentum under Mr. Bloomberg’s successors. “Certainly, nobody runs on someone else’s program,” says Marcia Bystryn, president of the New York League of Conservation Voters.“But the issue of sustainability can and should be an important issue moving forward.” Without a doubt, the biggest blow to Mr. Bloomberg’s environmental agenda—and his political legacy, for that matter—was the death of his controversial congestion pricing plan.That plan, which would have charged drivers $8 to enter a congestion zone in Manhattan south of 60th Street during peak hours, was killed in April before it was even brought to a vote by the state Legislature.
