Introduction Figure 1: NCC Region In , the nine regional planning commissions are responsible for preparing a Regional Transportation Improvement Plan (RTIP) every two years that is derived from local community input, the knowledge and experience of the New Hampshire Department of Transportation (NHDOT) and the guidance of the regional planning commission’s Transportation Advisory Committee (TAC). The RTIP is developed in coordination with the New Hampshire Department of Transportation’s (NHDOT) Ten Year Plan update process. The NHDOT is mandated to propose a plan for improvements to the state’s transportation system through RSA 228:99 and RSA 240 per New Hampshire State Statutes. The legislation was enacted to allow New Hampshire to participate in federally supported transportation improvement projects.

The Regional Transportation Improvement Program (RTIP) for Fiscal Years 2019-2028 consists of a list of transportation projects for the North Country Council (NCC) region including the region’s priorities for new projects added to the NHDOT Ten Year Plan, regional projects in the State’s Transportation Improvement Plan for 2017-2020 (STIP), and projects and studies identified as regional needs in the NCC Regional Transportation Plan adopted in June 2015.

North Country Council consists of 51 communities and 25 unincorporated places within six labor market areas in the northern third of New Hampshire, covering approximately 3,418 square miles (Fig. 5).

NCC 2017 Ten Year Plan Update Process

This project will greatly alleviate roadway and sidewalk surface pavement deterioration due to heaving from improper subgrade (cement slabs), will mitigate ponding/flooding of surface runoff from insufficient drainage infrastructure, and will improve overall safety.

Proposal and Scope of Work: Reconstruct approximately 1800 linear feet of Highland Street, including excavation of cement-slab subgrade, new pavement installation, new drainage structures and sidewalk replacement to ADA standards. Reconstruct the intersection of Highland Street and Old Ward bridge Road to a length of 250 feet down Old Ward Bridge Road to realign it with Reservoir Road, including minor (1300 SF) ROW acquisition, lane width/turning radius increase, at-grade sidewalk separation from the travel lane and overall safety and drainage improvements in this school zone.

In addition to the 3 projects in Table 1a, NCC identified these 7 projects, to submit a full list of ten projects of regional significance to the NHDOT. This was done at the request of DOT, to provide alternative projects to the three prioritized projects. Some of these projects have been submitted as Ten Year Plan projects, unsuccessfully, in past Ten Year Plan cycles, and some of these projects have never been submitted, but have been identified as local priorities. NCC staff prioritized these projects, rather than the TAC, due to time constraints.

When the 2019-2028 Ten Year Plan is adopted in June 2018, projects in Table 1b will either be placed on the Ten Year Plan (see Tables 3a-3e) or will be considered “unfunded” projects that remain a priority for the NCC region (see Table 4).

The towns of Conway and Colebrook seek to advance Projects 40638 and 40646, respectively, to begin construction in 2019 and 2018, respectively. In Project 40638, Conway seeks to withdraw the planned roundabouts and instead, make improvements to the traffic signal system and add turning lanes at the two Main Street intersec- tions. This would reduce the project’s estimate cost to less than $2 million. NCC’s Transportation Advisory Committee supports advancing these two projects.

In the event where NCC has completed a scope of work to assist the community in next steps and implementation efforts and the munici- pality can not support and the cumulative scopes of work for the seven projects in the priority chart on the previous page exceeds the current UPWP budget, NCC staff will have to choose which communities, of the listed priority, can be completed under the current UPWP or work with NHDOT to modify the current UPWP contract to ensure there are enough funds to complete this work. The NCC staff will present its revised priority work to the TAC for support. In year one, as implementation efforts are underway for the completed transportation studies, NCC will spend some time beginning new studies for Road Safety Audits, Corridor Studies, and/or other studies outlined in the RTIP of regional significance. NCC will work with the Transportation Advisory Committee to determine which studies should be completed next.

Flow Charts of Work The following pages contain flow charts for each work category. The Flow Chart shows the step-by-step work that will be completed for each work tasks. These “steps” will become part of NCC’s performances measures and workload tracking to assist in monitoring progress on UPWP tasks and NCC’s transportation planning goals.
