The paper urges that the cultural and conceptual bases of professional training, originating in Europe, be replaced by local culture and concepts rooted in regional experiences and disability histories. Various models of service provision and evidence of their effectiveness are outlined, including family self-help, traditional healers and teachers, modern centers, and activities described as "Community Based Rehabilitation." It is argued that the worldwide occurrence of causal integration of children with disabilities in ordinary schools has been ignored in policy formulation, suggesting that research evidence does not necessarily affect national policy if it contradicts popular beliefs. The address ends with an appeal for African cultural contributions to research. Appended resource materials include a bibliography of 932 materials from Angola, Botswana, D.R. For half a century Frans Vreede worked to increase cross-cultural knowledge and understanding in the field of rehabilitation medicine and education, which he practised and taught in Indonesia before returning to the Netherlands. ABSTRACT The address opens with a study of self-help by a disabled Mozambican in the 1590s. It then takes an imaginative leap from the years 2050 to 2150 during which women caring for disabled persons abolish the need for specialist educational, medical and social services, by multiplying and democratising the necessary knowledge, skills and design to make them universally available. The present-time need is emphasised for individual disabled persons' and their families' local knowledge, i.e. how their lives are lived with disabilities, to be aggregated and developed into public knowledge to make national policies more relevant. The cultural and conceptual bases of professional training, originating in Europe, must be replaced by local cultures and concepts rooted in regional experiences and disability histories. Miles PREFACE.After spending several years studying disability histories and the long-term effects of misapplied educational importing/exporting between countries with stronger and weaker socio- economic development,I can no longer write without giving some historical background. This paper also takes a leap forward; then it settles into the present, where the majority of disabled people live very largely by self-help and the help of their families and friends. It is their situation that dictates most of my consideration of information, models, evidence, and suggestions for action. The ultimate judges of the effectiveness of rehabilitation models and activities will be no high-powered scientific committee or academic board or conference of journal editors. It will be disabled people, family carers, rural teachers and nurses, village chiefs and grandmothers, mostly living under severe economic constraints, who will know whether or not the researchers and planners are doing anything that helps them to improve their own situation, understood in their own terms. (In this paper, the 'disability' terms are mostly used in an everyday sense,without reference to any particular model). 1.0 ONCE, LONG AGO... 1.1 Writing four hundred years ago from Sofala region, in what is now Mozambique, Friar Jo-do Dos Santos pictured an example (see Box below) of the most common model of rehabilitation. It is sometimes overlooked by educationists, physicians and therapists when they discuss this field. This model can be called 'auto-habilitation', 'self-help', 'adaptation', 'natural integration' or other terms. We begin here because this model is still today the one most commonly used throughout the lives of most Southern African people in rural areas or poorer townships. "[Most of the natives] have decayed and broken teeth. They say that this comes from the land in which they live being very humid and marshy, and also from eating hot roasted yams, which is their usual food... Most of [them] suffer from hernia, and some are so maimed by this disease that they are unable to walk. ... We saw a [native] who lived in a village called Inhaguea, who was a cripple, born without a left arm, but nature, that had denied him this most necessary member, endowed him with such dexterity that from a child he was accustomed to work with the right hand and the left foot in such a manner that with these two members, so dissimilar, he could do anything that other persons could do with two hands, as he made wooden bowls and platters and weaved straw mats, by which he earned a livelihood. From this may be seen that providential nature, as Aristotle says, never neglects the necessaries of human life.This will not astonish those who have heard of a cripple of our times who lived in the town of Monte Mor o novo, named Francisco Dias, who, being born without arms, accustomed himself from infancy to using his feet instead of hands which he was without, and ate, drank, played cards, and threaded needles with his feet, and wrote so well that he kept a school in which he taught a number of boys to read and write..." The relationship between the names and the entities they refer to has largely been proved to be significant either as commentaries on the personality traits of the people or characteristics of the animals they refer to or as an expression of the aspirations, attitude or wishes of the namers. Notwithstanding the existence of these studies, studies that focus on the naming of special institutions for people living with disabilities in Zimbabwe are almost non-existent. Focusing on the naming of institutions established specifically for people living with disabilities and taking an ethnographic approach in which interviews and website analysis were carried out, this study demonstrates that special institutions have been named either after prominent personalities in the specific area of disability, after place names in which the institutions are situated and to reflect societal aspirations and attitudes. Most significant was the finding that the names of the institutions relate closely to societal ideology and attitudes towards disability.

This month, the hand of the ruling Zanu PF in human rights violations became more pronounced. Last month, the party contributed to 22 percent of human rights violations perpetrators, and in May, there has been an increase, with the party contributed to 31.87 percent of human rights violations, closely following behind the Zimbabwe Republic Police (ZRP), which contributed to about 38 percent of all violations compared to 50 percent in April. What this means is that the gun – or rather violence – continued to dominate the political space as the country heads for the 2023 elections.

A small sample was used, and 56 per cent of respondents blamed traditional causal agents for disability in the family (witchcraft and spirits), 33 per cent blamed God and only a small minority blamed natural causes. Thirty six per cent sought traditional help first and 64 per cent medical help with 62 per cent seeking both at some stage. There was no correlation, however, between expressed belief in a causal agent and the type of help sought (traditional or medical), or whether that help was valued. It was also found that the Red Cross Community Based Rehabilitation programme, whilst being valued for its practical assistance, had almost no impact on people's beliefs about causal agents. Introduction The number of people with disabilities worldwide is estimated by the World Health Organisation (WHO) to be in the region of 10 per cent. In Zimbabwe, the only extensive data on the incidence of disability is provided by the National Disability Survey of Zimbabwe conducted in 1981 as part of the programme for the International Year of Disabled Persons.

KAHAR1 Department of African Languages, University of Zimbabwe THE HISTORY OF the modern protest song in Zimbabwe is clearly an account of the development of the traditional genre, the song, as it was sung and performed before a live and participating audience in the village before the coming of the White people. Nowadays it is sung to the accompaniment of Western musical instruments before a non-participating audience over the Zimbabwe Broadcasting Corporation Radio or before international audiences on Zimbabwe's national days. The task of tracing the course of Southern Rhodesian colonial and imperial historical events and of relating them to the development of the protest song is not an easy one. This being so, I have divided the ninety-odd years into four stages which I think are connected with that development. The first is the period prior to 1890, which is fundamental. The second is 1890-1945, the third 1945-64, and the fourth 1965-80. As the period I am called upon to cover is so long, it will be difficult to avoid rather vague generalizations, especially when I come to deal with the most sensitive period, 1965-80, when not only were more songs composed than at any previous period but also more leaders were competing for the people's support.

Corresponding Author- Email: [email protected] Although athletes with disabilities have integrated into mainstream sport at a rapid rate across the world, Sub-Saharan Africa remains on the periphery of disability sport participation. Disability sport, like most modern regulated sports, has diffused from the Global North to the Global South, and continues to reproduce that process of diffusion though increasingly expensive sport prostheses, adapted equipment, and coaching techniques. The colonial underdevelopment of disability services and coexisting racial inequalities has led to the uneven diffusion of disability sport across the continent, which is reflected by South Africa’s domination of African participation in the Paralympic Games. The result is a ‘disability divide’ in international sport, where the increasing access to technology and sport assistance from the Global North largely benefits a few privileged elite disability athletes, most famously South African sprinter Oscar Pistorius. Presented from a historical perspective, the article traces the origins of the ‘disability divide,’ concluding that integration between disabled and non-disabled athletes around the world may reinforce the continent of Africa’s subordinate status in global capitalism through dependence on international sport aid and athletic migration.     THE PLACE OF SIGN LANGUAGE IN THE INCLUSIVE EDUCATION OF DEAF LEARNERS IN ZIMBABWE AMID CRPD (MIS)INTERPRETATION HAPTER C 5 Martin Musengi* Summary This paper sets to explore how Zimbabwean law and policy relate to the CRPD in informing educational practice for learners who are deaf. The paper is an analytical discussion of the educational policy and practice issues related to the recent recognition of Zimbabwean Sign Language (ZSL) in a multicultural context where mother-tongue-based teaching is a right for meeting the inclusive education needs of all learners, including those who are deaf. It argues that one-size-fits-all, deficit interpretations of Zimbabwean inclusive education policies and law are in violation of the ‘sensory exception’ enshrined in the Salamanca Statement (UNESCO, 1994). These interpretations occur in the midst of major misinterpretations of the CRPD evident in General Comment 4. Misinterpretations of the CRPD affirm instances of local policy contradictions, inconsistencies and co-articulation as some policies are imbued with perceptions of deafness as a disability at the same time also having aspects that recognise deaf people as a linguistic minority. The deficit interpretations and inconsistencies in local policies occur despite constitutional provisions that recognise deaf learners’ right to a preferred sign language. Based on this case example of deaf learners, a general re-interpretation of the CRPD and a re- conceptualisation of inclusive education are recommended. 1Introduction Persons with disabilities were historically viewed as welfare recipients. THE DEVELOPMENT OF SPECIAL EDUCATION SERVICES IN ZIMBABWE Morgan Chitiyo and John Wheeler Tennessee Technological University When Zimbabwe gained independence in 1980, the government started a massive expansion of the education system. Two decades later, the country’s literacy rate had risen to one of the highest in sub-Saharan Africa. However, the same cannot be said for special education. This paper examines the development of the education system in Zimbabwe with special attention given to the history of special education. This paper examines why special education has lagged behind in terms of its development in a country where the education system has developed so rapidly. Zimbabwe is a landlocked Southern African country, which borders on South Africa, Zambia, Mozambique and Botswana. Zimbabwe is a young country having obtained independence from Great Britain in 1980. Prior to gaining independence, the county’s educational system could best be described as a dual system of education. Under this system, the blacks were largely educated through the efforts of individuals, churches, and missionaries who felt a moral obligation to help. This background suffices to mention that there were no formal special education services to speak of. Whatever special schools were built during the colonial era were designed for white students only. Blacks could not afford them. It would be unfair, though, to solely blame the colonial system for the lack of services in special education. In most African societies people with physical and mental disabilities did not command respect in society. In fact, some communities shunned them as outcasts.
