Gist of the Tariff Revision Petitions before the West Bengal Electricity Regulatory Commission for the years 2003-04, 2004-05 and 2005-06 admitted on 23.05.2005 2. Name of the Licensee: Singur Haripal Rural Electric Co-operative Society Ltd. 3. Address of the Licensee: PO: Singur, Dist: - Hooghly, Pin – 712 409 (W.B.) 4. Tariff Revision proposed to be applicable from 1st April of each of the concerned financial year. 5. Expected revenue of current tariff: Rs. 1430.99 lakhs for 2003-04, Rs. 1612.78 lakhs for 2004-05 and Rs. 1677.70 for 2005-06. 6. Expected revenue at proposed tariff: Rs. 1878.46 lakhs for 2003-04, Rs. 1961.37 lakhs for 2004-05 and Rs. 2155.25 lakhs for 2005-06. 7. Range of percentage of increase / decrease in tariff proposed: Proposed revenue for 2003-04 is 31.27% higher than the expected revenue at current tariff on that year. Proposed revenue for 2004-05 is 4.41% higher than the proposed revenue for 2003-04 and proposed revenue for 2005-06 is 9.86% higher than revenue proposed for 2004-05. 8. Major reasons for increase / decrease in tariff proposed: Increase is due to rise in the power purchase cost and also in the cost of distribution. 9. Major factors not considered in the above increase sought: Probability of increase / decrease in power purchase cost on account of FPPCA allowable to WBSEB has not been considered. 10. Major changes proposed in applicable terms of condition: Abolition of monthly minimum charges in respect of HT commercial consumers; Agriculture consumers to be supplied with dedicated feeders during non-peak hours @ 70% of the mixed feeder rate; monthly demand charges to be on the basis of maximum demand recorded during the month or 75% of the contract demand whichever is higher subject to minimum of 50 KVA and fixed charge of LT industrial consumers is to be Rs. 10/- HP per consumer per month. 11. Amount of outstanding Debtors as on 31.03.2004 was Rs. 1145.69 lakhs 12. Any other important issue: NIL 13. The Tariff Petitions submitted by the said cooperatives society may be inspected at the Office of the Commission at 415A, Poura Bhavan, (3rd Floor), Sector – III Kolkata – 700 106, Telephone No. 2359 2189, Fax No. 2359 3397 and also at the office of Society (vide item 3) within 28 days from the date of the publication of this notice and copies may be obtained only from the office of the Commission within 30 days of such publication. 14. Objections and comments, if any, may be submitted in writing at the office of the Commission within 30 days of publication of this gist of the tariff petitions in question.     From market-determined to coercion-based: Textile manufacturing in eighteenth century Bengal1 Om Prakash I For many centuries prior to the nineteenth, India had been a major producer and provider of textiles of all kinds. Textiles were manufactured in large quantities all over the subcontinent to provide for consumption in the domestic, the Indian Ocean as well as the world market. While an overwhelming proportion of the total domestic demand for this basic consumption good was obviously met through local village level production involving very little, if at all any, trade, the proportion of total output entering regional or sub-continental trade was by no means entirely insignificant. This was particularly true of trade in luxury textiles where the element of regional specialization was of particular importance. One might also note the large-scale long-distance trade in textile raw materials. One only needs to draw attention in this behalf to the large scale dependence of the Bengal cotton textile sector on the import of cotton from Gujarat which, in turn, depended for its silk textile sector mainly on the raw silk imported from Bengal. Beyond the subcontinent, in the west, Indian textiles were traditionally a familiar item in the markets of the Middle East, and via these markets, to a limited extent in the markets of the Mediterranean. The fifth century A.D. cotton fragments discovered at Berenike, a harbour site on the Egyptian side 1 of the Red Sea, are the earliest patterned textiles of Indian origin so far recovered from an archaeological context. In the east, Indian textiles were traded on a much more substantial scale in mainland and island southeast Asia.
