I am happy to take this opportunity to up- date you on developments in the project, newly launched services and plans for the com- October 2017 ing year. I hope it will be a useful source of information and I am keen to hear your thoughts and feedback. Gemma Garvan, Programme Delivery Director for Access to Information, eHealth Ireland Stats Update Hospitals/Clinical Centres: 99 Maternity and Newborn Clinical Management System GPs using Healthlink: 4196 The MN-CMS project is the design and implementation of an electronic health record for all Practices: 1539 women and babies in maternity services in Ireland. This record will allow all information to be shared with relevant providers of care as and when required. MN-CMS will be implemented in all 19 public hospital facilities providing maternity services. Core deployment of the project commenced with Go-Lives at Cork University Maternity Inside this Issue Hospital in December 2016 and in Maternity services at University Hospital Kerry in March MN-CMS 2017. The Rotunda Hospital is scheduled to go-live in Quarter 4, 2017 followed by the Na- tional Maternity Hospital in Quarter 1, 2018. The system will be deployed to the remaining New Services 15 hospitals on a phased basis from 2018. and Project Updates Healthlink are working with the MN-CMS team to facilitate the exchange of antenatal shared care messaging and discharge summaries electronically. Healthlink Support If you would like to join the Healthlink newsletter mailing list, please email your details to [email protected] New Services & Project Updates Alliance Medical We are delighted to work with Alliance Medical to roll out eReferrals to each of their sites throughout Ireland. GPs can refer patients quickly and easily for MRI, CT and Ultrasound scans from the Socrates, HealthOne, HPM and CompleteGP software systems. The referrals are also available in the HealthlinkOnline portal. Mater Private Hospital The Mater Private in Cork has begun receiving eReferrals from GPs. 16 specialties are available which are: Cardi- ology, Emergency Department, Endocrinology, Gastroenterology, General Surgery, Gynaecology, Ophthalmic Sur- gery, Oral and Max Fax Surgery, Oral Surgery, Orthopaedic Surgery, Pain Medicine, Plastic Surgery, Rheumatolo- gy, Spinal Surgery, Urology and Vascular Surgery. Mater Private Dublin is also expanding the number of speciali- ties it has available for electronic referral. Knightsbridge Private Hospital Kingsbridge Private Hospital, formerly known as St. Joseph's Hospital, is a private hospital in Garden Hill, Sligo. Knightsbridge has recently gone live with eReferrals to it ’ s GP community for all departments. As with all refer- rals, these can be placed through the 4 accredited software systems plus in the HealthlinkOnline portal. Other Private Updates Merrion Fertility have launched eReferrals for two specialities, Gynaecology and Reproductive Medicine. Also, St. Patrick ’ s Mental Health Services have enabled electronic referrals for it ’ s Psychiatric Referral Service. Individual Health Identifier ( IHI ) The IHI is currently being populated into General referrals, with a 44% match rate. Work is on-going to include the IHI in all other e-referrals i.e. neuro, breast, lung, prostate & specialist referrals. Emergency Department Proof of Concept Healthlink is working on another national project entitled ED PoC. The aim of this project is to create a dashboard for patients to check how busy an Emergency Department is before they attend. Ideally the dashboard would con- tain data such as how many people are in ED, wait times, distance from patient ’ s home and directions. Radiology Ordering We are carrying out a pilot of Radiology Ordering with 13 Affidea clinics. This service allows GPs to order Ultra- sound tests for patients in the HealthlinkOnline portal. Once live, the service will be available in all Affidea centres nationwide. We are also working with the Clanwilliam Group and CompleteGP to enable this in their systems. Data Returns Project The GP Data Returns pilot is commencing next Mon 16th Oct with a number of Socrates and CompleteGP practic- es. This pilot will enable the submission of diabetes cycle of care, asthma & periodic assessment messages for reimbursement and clinical data purposes. NowDoc Healthlink are currently testing out of hours message with NowDoc in Donegal. The testing phase is almost com- plete and we will shortly commence a pilot with a group of local GP practices. After the 4 week pilot the service will be made available to all GPs in the area. Alternatively, if you must use your ordinary email address can you please only send patient initial and DOB to protect patient confidentiality. Healthlink Support We have a new support email address: [email protected] We provide support on the entire Healthlink application including client certificates, downloading messages into practice software, retrieving messages within your account, sending referrals and lab order requests. User guides and demo videos are available on our website at the following page: www.healthlink.ie/trainingdocs.htm About Healthlink The National Healthlink Project provides a web-based messaging service which allows the secure transmis- sion of clinical patient information between Hospitals, Health Care Agencies and General Practitioners. In the past 20 years Healthlink has expanded from a single hospital proof-of-concept to a national broker for country-wide messaging with over 10 million exchanges of information annually. Healthlink messaging is at the core of the National Electronic General Referral Project, the National Cancer Control Programme refer- ral initiatives and GP communication from the National Screening Service. Alongside national projects, Healthlink transfers a range of messages in real time including laboratory and radiology reports, discharge information and waiting list updates. Message files are specified in HL7, an internationally recognised standard for healthcare information exchange and formatted in XML. The system interfaces with hospitals, clinical centres, healthcare agencies and GP practice management systems and transfers data via a secure network to its messaging servers. The HealthlinkOnline portal is secured with SSL and Client Certificates. Web Services are also made available as an alternative access to our system and for best interoperability. The Ombudsman can examine complaints about the actions of a range of public bodies, including public hospitals. All hospitals providing public health services come within the Ombudsman’s remit. The Ombudsman can examine complaints about how hospital staff carry out their everyday administrative activities when providing public health services. These include complaints about delays or failing to take action. However, there are certain complaints that the Ombudsman cannot examine. Without your support, this survey would not have been possible. The findings of NPES 2018, tell us what matters to you as patients and about the important improvements that can be made to improve hospital services across Ireland. The NPES 2018 allows us to explore how the patient voice has helped to change and improve hospital care for patients in the last year and the quality improvement priorities for 2019. Thank you to all of the staff of the participating hospitals for encouraging patients to participate in the survey, and for their participation in the discussions and review of the feedback received and the development of the quality improvement response which is presented in this paper.
