No. H-1601/6/2020-HD GOVERNMENT OF MANIPUR HOME DEPARTMENT ORDERS Imphal, the 17th May, 2021 1. Whereas, the Chairperson, State Executive Committee of the State Disaster Management Authority in exercise of the powers conferred under Section 20(2)(a) of the Disaster Management Act, 2005 had issued orders dated 07/05/2021 imposing "Curfew" and the activities to restricting only few essential services in the Districts of Imphal West, Imphal East, Bishnupur, Thoubal, Kakching, Chuachandpur and Ukhrul in view of the exponential increase in the number of infections in these districts which was followed by another order dated 11/05/2021 which allowed limited activities to mitigate the hardships of the public. 2. Whereas, the virulence of the Covid-19 virus continues unabated and the need for stringent measures to check physical contact amongst people still existts. 3. Therefore, in exercise of the powers conferred under Section 20(2)(a) of the Disaster Management Act, 2005 the undersigned in his capacity as Chairperson, State Executive Committee of the State Disaster Management Authority, hereby extends the CURFEW" in the Districts of Imphal West, Imphal East, Bishnupur, Thoubal, Kakching, Churachandpur and Ukhrul with effect from 18/05/2021 to 28/05/2021 as per details below: I. List of permitted activities. All healthcare facilities, including animal healthcare, hospitals, clinics, nursing homes and movement of healthcare workers. i. All pharmacies, including those selling veterinary medicines. ii. All persons going for COVID-19 vaccination, COVID testing and medical emergencies are exempted. iv. All employees and personal staff working in Media, Power, Fire Service, PHED, CAFPD, Home, Health, Relief & DM, Forest, Environment & Climate Change, Finance and Treasuries and Police departments and District Administration are exempted (all other offices to remain closed). V. Only goods vehicles including those carrying construction materials, oxygen supply related vehicles, LPG and Oil tankers and vehicles of other essential services like Power supply, water supply, waste/garbage clearance, Public Distribution System, medical/covid senvices, electronic and print media, internet & telecom service providers and vehicles of personnel of departments/ organizations permitted to be functional. vi. Opening of Petrol pumps and LPG outlets and movement of staff of IOCL will continue to be permitted. vii. Imphal airport shall remain open and movement of staff and passengers will continue to be permitted. ma vii. Hotels for lodging will be allowed to remain open with minimum staff. Restaurants to remain closed. ix. Child Protection Services (Orphanages, Children Homes, Observation Homes, etc) X. Home delivery services under ICDS/ICPS (supplementary nutrition for children, pregnant 8& lactating mothers). xi. Home delivery of various goods and services (food items, vegetables, groceries, medicines, etc) including e-commerce platforms. XI. Banking services with limited staff on Monday, Wednesday and Friday from 10.00 AM to 2:30 PM for urgent Government and non-government transactions only. xii. ATM services including refilling of cash in ATMs are allowed. XiV. Sale of fish feed, animal feed, milk and milk products, fish, poultry and poultry products from 7 Am to 2 PM for purchase by locals. XV. Postal services with limited staff on Monday, Wednesday and Friday from 10.00 AM to 2:30 PM dispose time bound works including delivery of medicines and medical equipment. II. Additional permissions and restrictions. i. Opening of local vegetable vendors from 7 am to 10 am for purchase by the locals on 20/05/2021, 23/05/2021 and 26/05/2021. The vegetable vendors should be seated at least 6 feet away from one another and should wear mask all the time. I. Only one out of three grocery shops of the total shops/vendors in one location shall be allowed to open on rotational basis from 7 am to 10 am on 20/05/2021, 23/05/2021 and 26/05/2021. If the shops or vendors are located in congested rows (on major roads like NH both sides may open), then only alternate rows shall be allowed to open. Queue system should be adopted by all shops and vendors. ii. Strict ban on vehicular movement continues even during 7 am to 10 am. V. Three Ima Keithels, its adjoining markets and the local markets of Local markets at Khurai Lamlong, Andro Parking, Lambulane, Kongba, Pishum thong, Kwakeithel, Nagamapal, Singjamei Bazaar, Wahengbam Leikai and major other major markets in other districts shall remain closed. III. For other nine districts of the State. The instructions issued on 07/05/2021 will continue with the following additional guidelines: i. Residents of the nine districts with no curfew (i.e. Senapati, Kangpokpi, Kamjong, Tengnoupal, Chandel, Pherzawl, Noney, Tamenglong and Jiribam) should not be allowed to travel to the seven districts where curfew has been imposed. i. Residents of the seven districts (i.e. Imphal West, Imphal East, Bishnupur, Thoubal, Kakching, Churachandpur and Ukhrul) where curfew has been imposed should not be allowed to enter the other nine districts. ii. IEC activities to constantly remind the public of the need to strictly follow Covid Appropriate Behaviour should be taken up vigourously. iv. Villages/ Leikais without Covid cases should be encouraged to display "My Village/Leikai is Corona Free" at the entrance of their V. village or Leikai. Deputy Commissioners should constantly monitor the infection in spread of the the district and areas within the district. 4.     PLP 2016-17 Imphal East District EXECUTIVE SUMMARY The Theme of the PLP is “Accelerating the pace of capital formation in agriculture and allied sector” The valley district of Imphal East (709 sq km) has two separate valley areas i.e. Imphal valley and Jiribam which is about 222 km away from state capital, Imphal. Jiribam is the only place, which is connected by rail line from Silchar in Assam. Proposed railway line from Jiribam to Tupul is expected to ease transport problem of the state. The Loktak Lake in the valley, which covers an area of 216 sq km is the biggest fresh water lake in the North Eastern Region of India. The Valley area is known as the ‘Rice Bowl’ of Manipur. The total population of Imphal East District is 456113 of which male is 226094 and female is 230019. Rural population is 272906 and Urban population is 183207. The Literacy rate is 83 per cent. The district has three blocks viz. Imphal East I, Imphal East II and Jiribam block which lies southwest of Tamenglong District and bordering the State of Assam, as part of Imphal east District. District H.Q. is at Porompat. The total number of village is 195. The total number of Cultivator is 27895 out of these 9398 is agriculture labourer. The total gross irrigated area is 47900 ha. The district is equipped with 2 Dispensaries, 10 Primary Health Centre, 53 Primary Health Sub-Centres, 1 Hospitals, Post Offices in 46 villages, 154 villages got electric supply.
