  • Ground to a Halt, Denial of Palestinians' Freedom Of
Since the beginning of the second intifada, in September 2000, Israel has imposed restrictions on the movement of Palestinians in the West Bank that are unprecedented in scope and duration. As a result, Palestinian freedom of movement, which was limited in any event, has turned from a fundamental human right to a privilege that Israel grants or withholds as it deems fit. The restrictions have made traveling from one section to another an exceptional occurrence, subject to various conditions and a showing of justification for the journey. Almost every trip in the West Bank entails a great loss of time, much uncertainty, friction with soldiers, and often substantial additional expense. The restrictions on movement that Israel has imposed on Palestinians in the West Bank have split the West Bank into six major geographical units: North, Central, South, the Jordan Valley and northern Dead Sea, the enclaves resulting from the Separation Barrier, and East Jerusalem. In addition to the restrictions on movement from area to area, Israel also severely restricts movement within each area by splitting them up into subsections, and by controlling and limiting movement between them. This geographic division of the West Bank greatly affects every aspect of Palestinian life. • The Heritage of Palestine
Present Pasts, Vol. 2, No. 1, 2010, 96-100, doi:10.5334/pp.26 سلب ونهب و “انقاذ” تراث فلسطين. ’Looting and ‘Salvaging the Heritage of Palestine د. عادل يحيى ADEL H. YAHYA مدير المؤسسة الفلسطينية للتبادل الثقافي Director, the Palestinian Association for Cultural Exchange (PACE) تصف هذه المقالة كيفية تساهم الحفريات غير القانونية وتجارة اﻷثار في This paper describes the how illegal digging تخريب التراث الفلسطيني. -and the antiquities trade are ravaging Pal estinian cultural heritage. Palestine’s archaeological heritage is, as elsewhere, a non-renewable cultural resource. Al- though the land is probably the most intensively excavated in the world, much remains to be done in the protection and management of its heritage, which has been harmed by decades of political instability and conflict. Since 1967, the occupied Palestinian territories have remained comparatively ignored by archaeologists, while neighbouring countries like Jordan, Egypt, and Israel have continued to be extensively excavated. Threats and chal- lenges to Palestinian cultural heritage are diverse, serious and hard to solve. Some of them, such as illegal digging, inefficient Palestinian antiquity laws and law enforcement, and the lack of sustained national interest in this issue are internal. Others, including the antiquities trade, Israeli antiquity laws, and the series of walls, fences and guard towers that Israel is constructing throughput the West Bank, are external threats. These threats combined have devastated the country’s heritage, with nothing yet done to confront them. A pre-requisite to confronting these challenges, and thereby devising a comprehensive plan to protect Pales- tine’s cultural heritage, lies in a detailed analysis of the situation.
