UVOD Strategija razvoja je temeljni dokument za utvrđivanje i provedbu gospodarskog i društvenog razvoja. Polazeći od razvojnih potreba, ali i mogućnosti Općine, ovom se strategijom utvrđuju vizija, strateški i posebni ciljevi i mjere, što predstavlja okvir i neophodnu osnovu za pripremu, financiranje i provedbu razvojnih projekata, koji su ključni pokretač promjena u gospodarstvu i društvu u cjelini. Budući da Strategija razvoja nije samo dokument nego je to proces, način mišljenja i djelovanja svih uključenih u razvoj Općine, usvajanje ovog dokumenta nije završetak jednog pothvata, nego tek prvi korak u zajedničkom naporu prema ostvarivanju ciljeva koje želimo, koje možemo i koje trebamo ostvariti. Osnovna polazišta Pri izradi ove Strategije korišten je sljedeći zakonski okvir i planski/programski dokumenti: Zakon o regionalnom razvoju Republike Hrvatske (NN 153/09), Strategija regionalnog razvoja RH 2011.-2013. (SRR), Strateški dokumenti Republike Hrvatske 2014.-2020., Program prostornog uređenja RH, 1999., Strategija razvoja poduzetništva u Republici Hrvatskoj 2013. - 2020., Županijska razvojna strategija Osječko-baranjske županije 2011.-2013., Prostorni plan Osječko-baranjske županije, pročišćeni tekst („Županijski glasnik" 6/16), Prostorni plan uređenja Općine Čeminac („Službeni glasnik“ Općine Čeminac broj 2/05), Izmjene i dopune Prostornog plana uređenja Općine Čeminac („Službeni glasnik“ Općine Čeminac broj 8/06), II. The aim of the study was to investigate the concentra- tion of metals and metalloids in the soils, water, plants (Taraxacum officinale), serum, urine and hair of the inhabitants in eastern Croatia. Overall results show minor abnormalities in presence of some trace metals in soil (As, Hg, Pb, Sb), water (As, Fe) and dandelion leaves (As) in some locations. Compared with soil samples from areas exposed to low inten- sity combat activity soil samples from areas exposed to heavy fighting had higher concentrations of As, Hg and Pb than allowed by national legislation for ecologic farming.

Njegova prisutnost u okolišu povezana je s količinom (i raspodjelom) neposrednog mu roditelja u radioaktiv- nom nizu u stijenama i tlu. Radon je kemijski inertan pa se relativno lako giba kroz porozno tlo, vođen različitim transportnim mehanizmima. Lako je topiv u vodi te se akumulira u podzemnim vodama [1]. Glavni izvori radona u kućama su tlo (primarni), zatim građevinski materijal te voda koja se crpi iz podzemnih izvora pa se pri uobičajenoj upotrebi takve vode u kućanstvu (mehaničkim raspršenjem vode tijekom tuširanja, prilikom pranja namirnica, i dr.), može oče- kivati značajan porast radona u zraku unutar prostorije [1]. Ovo povećanje ra- donske koncentracije opisuje se tzv. transfer faktorom, a uobičajena vrijednost mu je oko IO"4 [2]. Iako oko 50% efektivne godišnje doze zračenja koju primimo iz prirodnih izvora potječe od radona i njegovih kratkoživućih potomaka [3] tek je počet- kom 80-tih godina prošlog stoljeća veća pozornost posvećena njegovu utjecaju na javno zdravlje stanovništva. Većina procijenjenog rizika otpada na inhalaciju zraka bogatog radonom dok se ostatak odnosi na ingestiju radona pitkom vo- dom [2]. Prvu referentnu vrijednost radona u vodi pod nazivom "Maksimalna razina kontaminacije" predložila je američka Agencija za zaštitu okoliša i izno- sila je 11 Bq 1"!.
