These are not normal times and it was only 5 weeks ago that we were trying to gauge whether we would be able to run Frickley (1) or not. As it has transpired, we have enjoyed exceptional entries as people rush back to eventing and we are hopeful of making donations to our charities, the Yorkshire Air Ambulance and the Eye Department at Sheffield’s Children Hospital, once the final expenses have been paid off. The venue is looking different from previous fixtures; no marquee, no secretaries and no crowds enjoying this amazing parkland. However, despite these changes, we still offer what Frickley has become famous for; great grass arenas, proper XC courses and a friendly welcome. A huge thank you for making this happen must also go to our loyal sponsors, led by title sponsor Savills. Without their support, we would never have been able to put on this fixture. Whilst we have lost some costs as a result of the ‘new look’ eventing, the need to comply with the rules on dealing with Covid-19 have added many others. We really hope that this is for one year only and we can return with the full Frickley experience in 2021. Finally, please could everyone comply in full with the protocols issued by British Eventing. These rules have been put in place so that our sport was given government permission to resume. It is our duty to follow them without exception and as an event they will be enforced in full. If we don’t adhere to them, we risk eventing being prohibited. So, whilst the rules might to some seem harsh, they are very important and we must work together to ensure that eventing carries on into the autumn. Safe eventing everyone! The Event Organisers, William Buck and Vanessa Fleming, have overall responsibility for the health and safety and appoint a Health and Safety Steward, Mark Chambers, to ensure that all applicable Health and Safety obligations are complied with and to seek to ensure the health, safety and welfare of all competitors, spectators, helpers, volunteers and horses. 2. The Organisers undertake to run the event in accordance with all British Eventing (BE) rules and guidance. 3. The Organisers have undertaken to ensure that all Chief Stewards appointed by them have received, read and understood the relevant guidance to ensure that they are aware of the rules, requirements and standards that relate to their area of responsibility. 4. Everyone on site must comply in full with all guidance provided by British Eventing relating to eventing during the Covid-19 pandemic (details available on the British Eventing website). Any failure to comply with any of the guidance will result in individuals, including competitors, being asked to leave the site immediately. Officials 1. All officials, judges and stewards are briefed in their duties and provided with the relevant equipment to carry out those duties. 2. All officials, judges and stewards are required to immediately bring to the attention of the Health and Safety Steward, and all BE officials on site, any concerns they have, whether to competitors, members of public, other officials and horses. 3. All officials, judges and stewards must conduct themselves in a matter not to put themselves or any one else at risk and to maintain control in all areas in which they are operating. 4. The BE officials and the Health and Safety Steward are required to ensure that all judges, officials and volunteers are properly briefed as to their duties and are properly equipped and supervised. Attendee Safety All reasonable and practical steps have been taken to ensure the health, safety and welfare of all those attending the event, so far as is reasonably practicable. In any event: 1. All attendees are encouraged to read in detail a programme which provides details of the event, timetable and routes of cross country courses. 2. All attendees should be aware of the potential for movement of horses (at speed) without warning and at any location at the event. It is essential that all spectators (without exception) do not walk onto any course or into any arena, and only use stringed and signed crossing points. 3. All attendees must be alert to whistles and PA announcements and pay attention to the same immediately. 4. Due to ground conditions and potential weather conditions, ground conditions will make it difficult for attendees to move around freely and easily. Care must be taken at all times. Spectating is therefore not advised for any one with a medical condition, including any restrictions to movement. 5. The Organisers and Frickley Park Limited are not responsible for any loss or damage caused (except personal injury) caused by any event or default, unless the same has been caused by the fraud or gross negligence of the Organisers and/or Frickley Park Limited. Such limitations of liability include any liability for loss arising from damage or loss of property. 6. No fires or any type are permitted on any part of the Event and all dogs must be kept on a short lead at all times. Any breach of this requirements will result in the responsible individual being asked to vacate the Event immediately. Contractors All contractors are required to observe best working practices at all times and comply with all applicable legislative standards (and standards of recognised best practice). Emergencies 1. The event provides doctors, ambulances, vets and fence repair personnel during the course of competition. If any of the same are required, please contact an official immediately and an appropriate response will be provided immediately. 2. In addition, emergency personnel outside of the Event can be called upon as required, and if no adequate response is provided from the Event, external resources (including 999) should be called without hesitation. If such external resources are called upon, please ensure that Event officials are informed as soon as possible. Mathias Kondolf, Chair Society is investing in river restoration and urban river revitalization as a solution for sustainable development. Many of these river projects adopt a multifunctional planning and design approach that strives to meld ecological, aesthetic, and recreational functions. However our understanding of how to accomplish multifunctionality and how the different functions work together is incomplete. Numerous ecologically justified river restoration projects may actually be driven by aesthetic and recreational preferences that are largely unexamined. At the same time river projects originally designed for aesthetics or recreation are now attempting to integrate habitat and environmental considerations to make the rivers more sustainable. Through in-depth study of a variety of constructed river landscapes - including dense historical river bend designs, artificial whitewater, and urban stream restoration this dissertation analyzes how aesthetic, ecological, and recreational functions intersect and potentially conflict. To explore how aesthetic and biophysical processes work together in riverscapes, I explored the relationship between one ideal of beauty, an s-curve illustrated by William Hogarth in the 18th century and two sets of river designs: 18th century river designs in England and late 20th century river restoration designs in North America.

What we mean by "aristocracy" is merely the richer part of the community, that live in the tallest houses, drive real carriages, (not "kerridges,") kidglove their hands, and French-bonnet their ladies' heads, give parties where the persons who call them by the above title are not invited, and have a provokingly easy way of dressing, walking, talking, and nodding to people, as if they felt entirely at home, and would not be embarrassed in the least, if they met the Governor, or even the President of the United States, face to face. Some of these great folks are really well-bred, some of them are only purse-proud and assuming,—but they form a class, and are named as above in the common speech. This report sets out how the Council Tax is calculated and makes recommendations regarding Doncaster’s Council Tax requirement for 2020/21. 2. It is proposed that Doncaster Council’s element of the Band D Council Tax charge is increased by 3.99% (1.99% Council Tax increase and a further 2.00% increase through the Government`s Social Care precept) to £1,405.35 (£936.90 for a Band A). 3. The overall increase will mean an additional £53.92 for Band D Council Tax per annum, £1.04 per week (£35.95 for Band A per annum, £0.69 per week). EXEMPT REPORT 4. Not applicable. RECOMMENDATIONS 5. Council is requested to approve a Band D Council Tax for 2020/21 of £1,405.35 for Doncaster Council services. Council is also requested to pass the appropriate Statutory Resolutions, as set out and recommended at Appendix B, which incorporate the Council Taxes of the Joint Authorities and which, taken together with Doncaster's 3.99% increase, represent a 3.66% increase from the 2019/20 Council Tax for Doncaster residents. WHAT DOES THIS MEAN FOR THE CITIZENS OF DONCASTER? 6. The citizens of Doncaster can expect to see their Council Tax for Council services increase by 3.99%. The Police and Fire increases are 2.00% and 1.99% respectively, making an overall increase of 3.66% (see table at paragraph 22). 7. The average Parish Council Tax across the whole Doncaster Council area has increased by 3.11%.

Introduction A wide variety of social, economic and cultural conditions exist across the Wakefield district, and these combine to create a patchwork of distinctive communities and neighbourhoods. These differences may prompt agencies to deliver services in particular ways and the priorities for local people in one area may be different to those of people living in another area. The Wakefield Together area working model has been developed to reflect and address the differences that exist across the district. For the purposes of area working, the district is divided into seven areas: Castleford; Normanton and Featherstone; Pontefract and Knottingley; South East; Wakefield Central; Wakefield North West; and Wakefield Rural. Some of the seven areas also include ‘priority neighbourhoods’ where intelligence suggests that specific targeted support is required. There are 12 priority neighbourhoods in the district overall. The Council’s Performance and Intelligence Team, collaborating with partners, has developed a set of more detailed reports to focus on each of the seven areas in turn. This report focuses on the South East area. The aim of the report is to help people understand local conditions and the changes that occur over time. The report draws on both quantitative and qualitative information from a wide range of sources – both national and local.
