Pre Feasibility Report for Kaswa Ki Dhani Limestone Mine Near Village - Kaswa Ki Dhani, Tehsil – Merta & District – ,

1. EXECUTIVE SUMMARY A mining lease (ML No. 123/92) for mineral limestone (burning - minor mineral) was granted in the favour of Mr. Sampat Lal Modi by Govt. of Rajasthan. Later on the same has been transferred in the favour of M/s Special Limestone Pvt. Ltd., , Rajasthan (Annexure-I for Lease details and Mining Lease Transfer Deed with details of Khasra falling in ML area) near Village Kaswa Ki Dhani, Tehsil – Merta & Distt. – Nagaur (Rajasthan). Its first renewal was granted vide letter no. P.8(12)Khan/Gr.-2/92 dated 14.05.1993. The renewal lease period was started from 09.11.1992 for a term of twenty years. In due course of time, the period has been extended further for a period of 10 years. In total, mining lease period is 30 years from the date of registration hence the date of lease expiry is 08.11.2022. (Annexure-II)

Applicant is a Private Limited Firm (Annexure-III for Certificate of Incorporation along with Board of Directors). There are three Directors of the firm: - 1. Mr. Vishnu Jaju (Annexure-IV for Board Resolution for authorized signatory) 2. Smt. Kajal Jaju 3. Mr. Nand Kishore Jaju

As per EIA Notification Dated 14th Sept. 2006, Environmental Clearance is required for all new mining projects. This mining project falls under Category “A” Project as per EIA Notifications 2006. In order to obtain Environment Clearance as per Notification on dated 14th Sept. 2006 from MoEF, New Delhi for the purpose of mining of mineral Limestone, we are submitting application (Form-I) & Pre Feasibility Report for environmental clearance (EC) to MoEF, New Delhi.

2. INTRODUCTION OF THE PROJECT/ BACKGROUND INFORMATION A. Identification of the project and project proponent. Name of Project: - Kaswa Ki Dhani Limestone Mine Near Village- Kaswa Ki Dhani, Tehsil –Merta, District - Nagaur The ultimate proposed rate of production is 0.45 million tonnes per annum. The mining lease area is 93.04 Hectare which is Non Forest Area. There is no National Park/ Sanctuary and National Monument within 10 KM radius of the ML area. B. Brief Description of Nature of Project The project is for the mining of mineral Limestone (minor mineral). Proposed method of Mining will be semi-mechanized opencast with drilling and blasting. For the systematic working of opencast mines, benching will be done. The height of bench will not be kept more than 6.0m at a time and the width of benches will always be more than the height. Total excavated area 58.25 hectare during the conceptual phase of mine.

C. Need for the Project & Importance to the Country The mining project falls in the Merta Tehsil and of Rajasthan. The mineral limestone is proposed to be used for manufacturing of quick lime in the vicinity for applicant’s own plant as well as in open market. The earning sources of the region are limited. Most of the people are dependent on agriculture and mining also on trade & others. The expansion in project will bestow various increased social & economic benefits to the

D. Demand and supply gap The area is having good reserves of limestone. The demand for the minerals has been steadily increasing over the years. Presently these materials have been used for hydrated lime manufacturing purpose. However, major hydrated lime industries has been setup in the area based on limestone. In such backward area, expansion of limestone will grow economic conditions of local so supply of mineral limestone is required to be meet with demand of the product, the prospect of industries is very good.

Occurrence Sedimentary origin strata exist in the entire area. Structure: Regional and Local Structure Primary Structure: The colour banding, litho contacts in limestone formations form primary structure. The formations are separated through sharp contacts boundaries with color contact between alternate low grade limestone to high grade limestone and other formations in the area. Secondary Structure: The fault, fold, joint and shear zone etc no seen. Somewhere elephant skin weathering may be seen.

E. Export Possibility Since the produced mineral will be absorbed in the quick lime unit to be setup in the area so it will not be exported.

F. Domestic/Export Markets The mine is meant for domestic use thus there is no requirement of selling of the mineral in export markets.

G. Employment Generation (Direct & Indirect) due to the project Because of expansion in mining proposals, employment generation of the area will be significant. Depending on the requirement of mining work and also as per statutory requirement of acts and rules sufficient supervisory, skilled and unskilled person will be employed at the mine to run the mine systematically and safely to raise the targeted production.

3. PROJECT DESCRIPTION A. Type of Project including Interlinked and Interdependent Projects, if any There is no interlinked or interdependent project of this mine. No other allied activities i.e. washing of minerals, beneficiation etc. will be carried within the periphery of this project. B. Location (map showing general location, specific location and project boundary & project site layout) with coordinates. The mine area comprises of an area of 93.04 hectare and is located near village Kaswa Ki Dhani of Merta Tehsil, Nagaur District of Rajasthan. Public Road: The village Kaswa Ki Dhani lies about 2.50km from the area. The area is connected with Mega Highway (Gotan to Khariya Mithapur) at 250m away towards east. Tehsil Merta is at 38km from the area. State capital is at 243 km. Railway Line: Nearest railway station is Gotan which is located at a distance of about 6.5 km from area. Air Port: The nearest air port is Jodhpur at about 117 km by road.

(C) Details of alternate sites considered and the basis of selecting the proposed site, ANANTNAG particularly the environmental consideration gone into should be highlighted. Applied area As the project is mineral specific and was granted for excavating the mineral limestone at the specific location near village Kaswa Ki Dhani, thus no alternate site was considered.

D. Size and Magnitude of Operation Proposal of production Limestone (minor mineral) is at 0.45 million tonnes per year using the opencast semi-mechanized mining method with drilling and blasting.

E. Project description with process details (a schematic diagram/flow chart showing the project layout, components of the project etc. should be given) The project is for mineral limestone and the area comprises of 93.04hectare and as per revenue records is Govt. wasteland & agriculture land. The mining will be done by semi- mechanized opencast method with drilling and blasting. Drilling of the holes will be by compressed air operated drill machine. The working will be done by forming systematically benches of 6.0mts average height in mineral and width of the benches will be always more than the height. The Blasting will be carried out as per Rules and will be done with all the safety measures. The explosive shall be handled by the authorized explosive vendors as per explosive rules and blasting will be done by the competent persons. Storage is not required for explosive at the site. Special precaution will be taken for the fly rock problem. All the adequate precaution as per provision MMR 1961 will be taken. At the end of the life of the mine total excavated area will be 58.25 hectare. Backfilling is proposed with the available waste material. Regional Geology The rock formations of Gotan and its surrounding areas belong to the Marwar Super groups, which is an essentially unfossiliferous and marine sedimentary sequence of rocks of Cambrian age. The rock sequence has been classified in to Jodhpur, Bilara and Nagaur groups representing arenaceous, calcareous and arenaceous – argillaceous facies of sediments respectively. This Marwar Super Groups has been deposited unconformably over post – Delhi intrusive known as Erinpura and Jalore – Siwana granites in Jalore and Pali district and Malani volcanies in Jodhpur districts. A thick sequence of sand stones, shales and boulder beds is deposited over the granitic and volcanics basement, which is followed by limestone and dolomite known as Bilara Group. It is again followed by Nagaur Group, which is mainly represented by sand stones, gypsum and silty clays, Keria limestone is a central part of limestone and dolomites belonging to Bilara Group. All the three groups have yielded important mineral deposits. Jodhpur Group is famous for the sand stones, while Bilara Group is providing high-grade limestone for metallurgical, cement and chemical purpose and Nagaur Group has a very thick bed of gypsum, which is yet to be exploited. Marwar Super Group covers a very large area in Western Rajasthan and is exposed in the districts of Pali, Jodhpur, Nagaur and Bikaner. Mesozoic group represented by cretaceous system comprising loosely consolidated sand, clay and lignite again follows the Marwar Super Group. These are overlay by quaternary system with alluvium and blown sand belonging to Pleistocene and recent series. The Bilara limestone extends from Mandla in Sojat Tehsil, district Pali to Rol Quazian in tehsil and district Nagaur via Atbara, Bilara, Borunda, Gotan, , Khinvsar. The length of Bilara Limestone has been observed over 150 km with width ranging from a km to over 10 km. C) LOCAL GEOLOGY: The limestone formation varies widely in nature within the mining area and consequently there are number of varieties of Limestone which are found exposed in the areas. There is no power line in the ML area. Diesel shall be used as motive source of primary energy for mine machinery. Diesel will be used in machinery using in the mining. Diesel will be outsourced from nearby diesel pumps. I. Quantity of waste to be generated (liquid and solid) and scheme for their management/disposal Generation of waste material is envisaged during course of mining. Stabilization of the waste dumps shall be there as per approved mining plan. 4. SITE ANALYSIS A. Connectivity The ML area is well connected through road & road network from Kaswa Ki Dhani and Merta. The nearest Air Port is at Jodhpur at about 117km from ML area.

B. Land form, Land use and Land ownership The ML area falls on part of G. T. Sheet no. 45 F/15. No forest land is involved in the lease area. The Land form is flat terrain. As per revenue records, the land is Govt. wasteland & agriculture land.

C. Topography The ML area is having flat topography. The highest & lowest elevation in the area is 82.15 m w.r.t. assumed RL 100m (320.0m AMSL) and 75.00 m w.r.t. assumed RL 100m (312.85m AMSL) respectively of virgin land. There is no nalla flowing within the area. Rainwater flows as per natural slope.

D. Existing land use pattern (Agriculture, on-agriculture, forest, water bodies (including area under CRZ), shortest distances from the periphery of the project to the periphery of the forests, national park, wild life sanctuary, eco sensitive areas, water bodies (distance from the HFL of the river), CRZ in case of notified industrial area, a copy of the Gazette notification should be industrial area, a copy of the Gazette notification should be given. No forest land is involved in the ML area. There is no National Park/ Sanctuary/ Eco sensitive Zone and National Monument within 10 KM radius of the ML area. E. Existing Infrastructure Mine office/ rest shelter is proposed inside the ML area. The water is required for drinking purpose & for dust suppression during mining & for Plantation Purpose. Mining will be done with the machine. A first aid facilities with all necessary materials will be kept available all the time in the mine office for use. Medical Examination shall be carried out regulatory as per rules. F. Soil Classification No soil exists except agriculture land. G. Climatic data from secondary sources The site is has a hot summer and general ambient dryness except during short period of Monsoons. Winter spans from October to February. July to September is the southwest Monsoon season, though the site gets scanty rainfall of 311 mm annual average from the last reach of the southwest Monsoon. The site has less variation in temperatures, from the average maximum of 43.9oC in June to average minimum of 26.5oC in January. The heat during the later part of the summer is intense and day temperature reaches above 42oC. Over 90% of the average rainfall of 311 mm falls during the months of July to September. Only during the Monsoon the humidity is high and rest of the year the climate is comparatively dry. Cloudiness rapidly decreases after the Monsoon and the sky is mostly clear after September, October. Predominant wind direction is West-South West with average wind speeds of 3.2 km/hr. H. Social Infrastructure The infrastructure like, toilets, first aid stations etc. will be provided at the mine site. A secondary school is available at village Gotan. Government College is present at Nagaur. Dispensary is present at village Gotan. Hospital is present at Merta. Village people are availing drinking water facilities generally from the PHED supply system. Communication services like post office and telephones are available in the nearby village. Mobile phones facilities are available in the area. Insurance cover to all workers engaged in mines shall be provided. For Occupational safety following measure will be taken:

i. The workers will be trained in vocational training they get proper training in their particular work. ii. They will be provided proper safety equipment such as safety boots, helmets, and lifeline etc. iii. Proper benches will be formed. Apart from this all safety precaution will be taken as per Act, Rules and Regulation. iv. Training for workers regarding occupational hazards. An occupational health unit will be organized and the proposed measures will be adopted: 1. Pre & Periodical Medical Checkup program for all the workers. 2. Occupational health surveillance program of the workers shall be undertaken periodically to observe any contractions due to exposure to dust and take corrective measures, if needed.

D. Assessment of Infrastructure Demand (Physical & Social) On the basis of the preliminary site visit, the infrastructure demand in the village was assessed on the basis of need and priority. The road facility is already available which shall be used and properly maintained. Preference will be given to local labour from nearby villages. The health infrastructure of the study area requires improvement. The lack of medical facilities needs improvement. Medical facilities will be provided by mine owner during mining. Physical Infrastructure The road facility is already available which shall be used and maintained. The labor requirement is drawn from the nearest villages, which shall also be trained for the requirement in mines. Other infrastructure facilities required such as transport etc. for mine labors is available by way of jeep, two wheelers etc. Social Infrastructure The mine in the area will provide regular employment to the local villagers of the area. In all 62 people will directly get employment from the project and around 80 people will get indirect benefit. Total 142 people will be benefitted by the project. E Amenities/Facilities A Mine office cum rest shelter is proposed inside the area. Rest shelter shall be made for workers. Water is available by the nearby area. A first aid box with all necessary materials will be kept all the time in office building for use. Medical examination shall be carried out once in every two years as per rules or as per norms.

6. PROPOSED INFRASTRUCTURE A. Industrial Area (Processing Area) No infrastructure is proposed.

B. Resident Area (Non Processing Area) As maximum local person will be given employment, no residential area/ housing is proposed. C. Social Infrastructure There are few mines in the vicinity of the area. Looking towards unemployment people generally goes outside for earning for their livelihood. This area will provide direct employment opportunity as an additional employment to the local residents. Hence earning of the people will increase and will help up-liftment of socio-economic status of the lease area, which will improve their living standards. Besides this, lessee is ready to do help at their level best for up-liftment of surroundings. The limestone area in the area will provide regular employment to the villagers of the area. The applicant shall spend towards development of the area i.e. treatment of poor’s, schools, temples and other social work, local residents shall be employed. Beside this the lessee also proposes to carry out: - Regular health check up camps for the workers engaged in mines shall be organized. Occupational health surveillance program of the workers shall be undertaken periodically to observe any contractions due to exposure to dust and take corrective measures, if needed; Insurance cover to all workers engaged in mines shall be provided; Safety to prevent the worker getting injury during work following measure will be taken: The workers will be trained in vocational training they get proper training in their particular work. They will be provided proper safety equipment such as safety boots, helmets, and lifeline etc. Proper benches will be formed. Apart from this all safety precaution will be taken as per Act, Rules and Regulation.

E. Connectivity (Traffic and transportation Road/Rail/Metro/Water ways etc.) Has already been discussed in previous paras.

F. Drinking Water Management (Source & supply of water) Total water requirement is about 30.0 KLD. Water will be available from nearby the area.

G. Sewerage System Not applicable as no Domestic waste water will generate. H. Industrial Waste Management No Industrial waste is generated from the project area. I. Solid waste Management No Reject will be generated. J. Power Requirement The operation will be done only during the day time hence there is no electric power requirement for the project at site. The Electricity Power is not available in the lease area and it is available in the nearest village Kaswa Ki Dhani and is also passing through. No Electricity power is needed as all the machinery deployed for the mining operations are diesel operated. 7. REHABILITATION AND RESETTLEMENT(R&R PLAN) (Policy to adopted (Central State) in respect of the project affected person including home oustee, land oustee and landless labor (A brief outline to be given) No R & R Plan is required for this project.

8. PROJECT SCHEDULE AND COST ESTIMATES A. (Likely date of start of construction and likely date of completion (time schedule for the project to be given) The project is proposed for the annual production 0.45 million tonnes of the mineral, once the Environmental Clearance and other statutory approvals are obtained from the concerned departments.

B. Estimated project cost and along with analysis in terms of economic viability of the project. Project cost The proposed project cost will be Rs. 235 lac.

9. ANALYSIS OF PROPOSAL (FINAL RECOMMENDATION) The area is located near village- Kaswa Ki Dhani, Tehsil- Merta & District- Nagaur (Raj.) The proposed mine will bring economical benefits to the state by the way of Royalty for mineral, surface rent, sale tax/VAT, income tax etc. The project will be economically beneficial to the local people by way of direct and secondary employment opportunities. The project will bring about socio-economic improvement of the area and will prove beneficial to the area. In the interest of mineral development and to improve the social conditions of the local and surrounding people this project should be allowed after considering all the environment aspects.
