SHANGARA RAM Tel. 011-23052005 SECRETARY Fax 011-23052006 NO. 282/RJ/2005 Dated : 25th January, 2006 5, Magha, 1927 (SAKA) NOTIFICATION In pursuance of Sub-Section (1) of Section 10 of the Delimitation Act, 2002 (33 of 2002), the following Order made by the Delimitation Commission under Sub- Section (2) of Section 9 read with Sub-Section (2) of Section 4 of the Act, in respect of the delimitation of Parliamentary and Assembly Constituencies in the State of Rajasthan is hereby published. ORDER NO. 16 WHEREAS, in pursuance of Sections 8 and 4 of the Delimitation Act, 2002 (33 of 2002), as amended by the Delimitation (Amendment) Act, 2003(3 of 2004), the Delimitation Commission has, by its Order No. 12 dated 8th August, 2005, published in the extraordinary issue of the Gazette of India and the Rajasthan State Gazette on 8th August, 2005, determined – (i) the total number of seats in the House of the People to be allocated to the State of Rajasthan as twenty five (25) of which, four(4) seats shall be reserved for the Scheduled Castes and three(3) seats shall be reserved for the Scheduled Tribes, and (ii) the total number of seats to be assigned to the Legislative Assembly of the State as two hundred(200) of which, thirty four(34) seats shall be reserved for the Scheduled Castes and twenty five(25) seats for the Scheduled Tribes; and WHEREAS, in pursuance of Sub-Section (1) of Section 5, read with Sub Section (1) of Section 9 of the said Act, the Delimitation Commission associated with itself the Associate Members from the State with the proceedings for the delimitation of Parliamentary and Assembly Constituencies in the State; and 1 WHEREAS, in pursuance of Sub-Section (2) of Section 9 of the said Act, the Delimitation Commission published its proposals, along with the dissenting proposals of the Associate Members of the Commission who desired publication thereof, for the delimitation of Parliamentary and Assembly Constituencies in the State on the basis of the relevant published figures of 2001 Census, in the extraordinary issue of the Gazette of India and in the Rajasthan State Gazette on 8th August, 2005, for inviting objections and suggestions in relation to the aforesaid proposals by 23rd August, 2005; and WHEREAS, in pursuance of the said Sub-Section (2) of Section 9 of that Act, the Commission’s Order No. 12 mentioned above and the above referred draft proposals of the Commission along with the dissenting proposals of the Associate Members were also published in the local newspapers on 8th August, 2005 and given further publicity through radio and television and other media of mass communication; and WHEREAS, in pursuance of the said Sub-Section (2) of Section (9) of that Act, the Commission also issued a public Notice on 8th August, 2005 specifying the places and dates of its public sittings to consider all objections and suggestions; and WHEREAS, in pursuance of the said Sub-Section (2) of Section 9 of that Act, the Commission held public sittings at Jodhpur on 21st & 22nd September, 2005, at Udaipur on 23rd September, 2005 and at Jaipur on 24th September, 2005 and heard the members of the public and afforded them full opportunity of making oral and written submissions, in addition to the written representations already sent, if any, to the Commission; and WHEREAS, the Commission has considered all objections and suggestions made at the aforesaid public sittings and/or received by it otherwise, in relation to its said proposals, in the light of the relevant provisions of the Constitution and the said Act; NOW THEREFORE, in pursuance of clause (d) of Sub-Section (2) of Section 9 read with Sub-Section (2) of Section 4 of the said Act, as amended, the Delimitation Commission hereby determines as follows: 2 1. The territorial Assembly Constituencies into which the State of Rajasthan shall be divided for the purpose of elections to the Legislative Assembly of the State and the extent of each such Constituency shall be as shown in Table-A. 2. The territorial Parliamentary Constituencies into which the State of Rajasthan shall be divided for the purpose of elections to the House of the People and the extent of each such Constituency shall be as shown in Table-B. 3. Where the name of a Constituency as shown in Table-A or Table-B is distinguished by the brackets and letters “(SC)” the seat in that Constituency is reserved for the Scheduled Castes. 4. Where the name of a Constituency as shown in Table-A or Table-B is distinguished by the brackets and letters “(ST)” the seat in that Constituency is reserved for the Scheduled Tribes. The main tribes of the study area are Bhil, Meena, Garasia and Kathodi, which form 12% of the total population of the state. The paper reviews the ethano medicinal uses of 15 plant species of Mount Abu, Rajasthan, used by the traditional practitioners. These hill ranges possess an abundant population of various tribes.     Cashrelief: A Pilot by Agrani India Foundation Transferring Spending Power to the Poorest Part 1: Underlying Conditions Laveesh Bhandari & Aishwarya Chordiya* Abstract Cashrelief.org (an initiative of Agrani India Foundation) transfers benefits directly to the underprivileged through monetary transfers. It recently conducted such an exercise where an amount close to two years average household income was unconditionally transferred to all the 34 households of a hamlet. This is the first of a three-part series that detail the identification, implementation, and outcomes of the intervention in a tribal hamlet of Udaipur. The oldest working woman in every household of the hamlet was unconditionally transferred close to INR one lakh. The aim of this study is to better understand how such a substantial and unconditional transfer of spending power plays out and whether it translates into long term economic, social and psychological benefits to the women and their families. 1. Project Objectives and Expectations Poverty continues to be a global issue, affecting millions worldwide. Naturally then, its alleviation efforts attract attention, resources and efforts of not only governments but also international organisations, civil societies and even the academia. Changing times and better information have led to myriad approaches and strategies, with the end goal being the same. Even after all these efforts and resources, the gap remains wide, with the most marginal remaining the worst hit and endlessly living in vulnerability and suffering on the ugly side of inequality. Governments across countries have been able to develop or adapt their social security nets to reduce economic insecurity with varying levels of success.

    KUiyiBHARIA - THE LOCUS Kumbharia is a small sleepy place nestling in the ridges of Aravallis as they terminate towards the south. Apart from the natural beauty that its location endows upon it, the Jaina shrines located there make it attractive and important. Culturally too the region is significant. This is the region where the two cultures Gujarati and Rajasthani meet and mingle. And Kumbharia, is in a manner of speaking, presided over by yet another trend-Jainism. It is this location, this openness to intermingling that makes the temples of Kumbharia interesting. There is a fourth dimension as well. The region comprising of Ambaji (Abu Road) and Kumbharia was known as Arasana in medieval times. This name is obviously derived from the huge marble hills in which it abounds. 'Aras' is the name by which marble is known in Gujarati. This stone w^is exported from here and almost every struc- ture of note here is built of marble-it being the locally available stone. Mythological literature offers a number of explanations regarding the origin of the name but most of them are far-fetched and there is no reason why the most logical derivation from geographical and geological peculiari- ties should be set aside. So it is a 'Land of marble' - Arasana. Fig. 1 Kumbharia, called Arasana as stated above, lies in the modem Banaskantha district of Gujarat. It is situated about 22 km. southeast of Abu Railway station on the Ajmer- Ahmedabad section of the Western Railway. From Abu Road this distance of 22 km. can be covered up by buses, taxis which ply' between Abu Road Ambaji and Ambaji Koteswar via Kumbharia temples.
