The following is a synopsis of reported activities and relevant responses covering the period of 08/30/2004 1700 hours through 08/31/2004 0700 hours.

SAFETY ALERT

• It has been reported that 4 to 5 out of town males, described as anarchists, reportedly from North Carolina, were observed practicing techniques of escape from police restraints.

• Activist media sites have posted information regarding identifying plain clothed police officers. (Color coded hospital type wristbands) o NOTE- In recent protest incidents, plain clothed police officers have been confronted by protestors and subsequently injured.

• Activists have recently considered the use of diversionary tactics to drain the resources of Law Enforcement and compliment spontaneous acts of civil disobedience. o Possible examples of such tactics could include: n False 911 reports (hand grenades inside a corporate chain department store, i.e. Old Navy, Gap, Starbucks, McDonalds, etc.) Release of a live animal(s) in the above locations.

• "CrimeThink" anarchist group possible civil disobedience today, at the following times and locations: o 0730 hours, participants plan to "confront the Police Lines at Wall " o 1130 hours, participants plan to conduct a demonstration in " o 1200 hours, return to "financial district to throw marbles and fabric yarn in the street to disrupt/delay traffic." o 1800 hours, "August 31St Party Block" contingent to "reclaim the of midtown." o 1900 hours, to join "consensus of groups to rush the Police at ." NOTE- This group is prone to violent protest activity. The reported leader of the Midwest contingent of this group was arrested prior to traveling to NYC for RNC protest activity, further creating potential for violent actions.

"A31-Coalition/War Resistors League possible civil disobedience, today at the following times and locations: o 0600 to 1000 hours, in the vicinity of /Financial District o 0730 hours, activists will board the #6 train Union Square Park to distribute information regarding locations for direct action. o 0930 hours, at Tavern on the Green, located at at West 67th Street. This event will reportedly be targeted by Bike Bloc. o 1500 to 1600 hours, in the vicinity of the World Trade Center. o 1600 to 1900 hours at the following locations: n Carlyle Group, 530 , or 712 5th Avenue. n Rand Corporation, located at 343 Madison Avenue. n Chevron Public Affairs, located at 230 . n Hummer of , West / 11thAvenue. n Chevron Public Affairs, located at 230 Park Ave. at 45 to 46 St o 1800 to 1900 Regroup in Madison Square Park / East 23`d Street / 5th Avenue o 1900 hours in the vicinity of Madison Square Garden. • "Times Up A31 Ride," today, starting at 1600 hours from Union Square Park, to the NY Public Library until approximately 1800 hours. The likely number of participants is unknown. o NOTE- This group is known to disrupt vehicular traffic at intersections. More than 250 participants were arrested in a recent "critical mass" demonstration, conducted by more than 1000 participants.

• Nonviolent Direct Action Training, today, from 0930 to 1200 hours, in the yard of St. Mark's Church, located at 131 East 10th Street. The event will be hosted by Lisa Fithian's Rant Collective and will be a hands-on activist session that will help prepare activists for civil/disobedience and arrests.

• Nonviolent Civil Disobedience Re-fresher, today, between 1000 and 1200 hours at Westbeth Community Room located at 55 Bethune Street. The event will be hosted by the War Resistors League and will be a "refresher" course that will help prepare activists for civil/disobedience and arrests.

• Today's GOP events that are being advertised on activist websites as suggested targets of protest activity: o 1100 to 1400 hours, NY Marriott Marquis , located at 1535 Broadway, Tribute to Laura Bush o 1500 hours, St. Regis Hotel located at 2 East 55th Street, Pharmaceutical Luncheon" o 1620 to 1930 hours, Tavern on the Green, Central Park, New York Delegate Reception o 2200 to 0100 hours, "Noche," located at 1604 Broadway, American Gas Association event.

Approximately 50 persons have participated in recent events sponsored by this group. No permit has been issued. o NOTE- It is being advertised that participants of this event will be dressed in formal clothing.

• RNC Youth Welcoming Committee to hold "Youth Day of Action" reportedly conducting Direct Action maneuvers throughout Manhattan today. This group supports anti-globalization movements, ending the war in Iraq, ending the militarization in schools (ROTC programs) etc. No permit has been issued.

• War Resisters League to conduct "solemn march," today at approximately 1500 hours, from Church and Courtland Street (WTC site) to Union Square Park (East 17th and Broadway). The likely number of participants is unknown. No permit has been issued.

• "Immigrant Rights Group" to conduct protest march , today, between 1100 and 1200 hours, from Columbus Park (Pearl to Bayard Streets) to 26 Federal Plaza. The likely number or participants is unknown. No permit was issued.

• " Anti-Racist Action" to hold march/demonstration today, between 1100 and 1200 hours, from Columbus Park -Pearl and Bayard Streets to 26 Federal Plaza. The group is protesting regarding immigrant detention issues. The likely number of participants is unknown. No permit has been issued.

• Code Pink/Teias Bloc to conduct protest, today, at approximately 1600 hours at Fox News, located at 1211 6th Ave. The group is protesting media coverage of Bush Administration. Number of participants unknown and no permit has been issued.

• Gays Against Bush to conduct protest, today, at 1700 hours on the N/W corner of 8th Avenue and 43` Street and then proceed to the Westin Hotel located at 270 W 43`d Street. Group will target the Missouri Delegation regarding what they feel is the state's anti-gay stance. The likely number of participants is unknown and no permit was issued.

The likely number of participants is unknown. No permit was issued.

• Live Broadcast of MSNBC in Herald Square, today, between 0700 and 1600 hours. MSNBC will be broadcasting live from Herald Square Park, located at West 34th Street and Broadway. Potential for a spontaneous direct action protest during this broadcast. No permit has been issued.

• "Human Rights Campaign" to conduct press conference, today, at approximately 1000 hours, at the Warwick Hotel, located at West and 6th Avenue. Organizers anticipate approximately 10 participants.

• "NY Metro Postal Unions" to conduct a demonstration, today, between 1400 and 1700 hours, on 8th Avenue and West 30th Street. Organizers expect approximately 2,000 participants. A permit was issued.

• "New York Metro Postal Unions" to hold demonstration, today,- between. 1400 and 1700 hours, inside main demonstration area located at 30th Street and 8th Avenue. The group expects as many as 2,000 participants. A permit has been issued.

• "Coalition of Police and Fire Unions" to conduct demonstration , today, between 1400 and 1700 hours, in front of the Sheraton Hotel, located at West 52°d Street and 7th Avenue. Organizers expect approximately 100 participants. A permit was issued.

• Mobilization 2004 - Interfaith Ring of Light, today, at approximately 2030 hours. The group plans to form a "circle of light" around Manhattan using hand held lights/candles. The likely number of participants is unknown and no permit has been issued.

• Indymedia Workshop today, from 2100 to 2300 hours, at 40 . The event, hosted by NYC Indymedia, will offer training to activists/journalists on the use of a program called "Audacity" regarding video activist footage.

The participants will reportedly unveil 10 banners spanning the park. Organizers anticipate 200 participants. A permit was issued.

LOOK-OUTS: • NYPD Intelligence and USSS are reporting that a possible imposture identifying himself as delegate ' has improperly obtained REDA s RNC credentials. These credentials allow access to the MSG for all four (4) days of the RNC. On Monday, the suspect attempted to gain access to a VPOTUS event at the Club. Efforts are currently underway to obtain the suspect's photograph from the Union Club's surveillance system. Investigation continues.

• USSS "Lookout" subject was seen and interviewed at the Sheraton New York Hotel. The results of the interview are as follows: o The subject indicated he will remain in the Sheraton New York until September..2,_and_WILL NOT_ attend-any RNC events at Madison Square Garden. o The subject also indicated intention to attend Governor Pataki's "Red Carpet Reception" in the Sheraton New York Hotel.

INCIDENTS

• Subiect Arrested after Attempting to Gain Entry to the Vice President's Suite at MSG o Subject identified as was arrested by members of United States Secret Service after he attempted to gain entry to the Vice President's "box." (Seat inside Madison Square Garden for the convention.) o Subject will be arraigned in Federal Court.

• Suspicious males Phillips Club Hotel o It was reported that yesterday at 2035 hours two males of Middle Eastern descent approached reporter identified themselves as Police Officers and asked for access to the Phillips Club located at 155 West . Reporter states she could not let them in and they left on foot.

• Arrest at Madison Square Garden o At 2200 hours an arrest made on a subject who attempted to gain access unauthorized area of Madison Square Garden. Subject was in possession of an orange RNC pass, small cuticle knife, and bottle with liquid (water)

• Russian Airline detained at JFK Airport o Yesterday, at John F. Kennedy International Airport, "Aeroflot" (Russia's National Airline) Flight 316 was detained. n Passenger(s) on the plane expressed concern over two other passengers. o The situation was resolved by the PAPD.

• Response by HAZMAT to Westin Hotel (delegate temporary residence) o Yesterday afternoon the NYPD HAZMAT team responded to the Westin Hotel located at 270 West 43`d Street in regards to NON-THREATING postcards received by Kentucky delegates. o Post cards contained anti-Bush statements and were tested for precautionary measures with negative results

DEMONSTRATION ACTIVITY

Yesterday, in excess of 20 different activist groups held a variety of protests throughout the City. At several of the locations there were sporadic incidents of violence, vandalism and civil disobedience, resulting in numerous arrests.

OTHER THREATS • Male arrested after Issuing Threat directed at Madison Square Garden o A male, later who was later deemed to be a known emotionally disturbed person, was detained my members of Transit District# 2 yesterday after passing a note to a token booth clerk at Train Station, threatening to blow up Madison Square Garden. o After being debriefed, the subject was released, and a Stop, Question and Frisk report was prepared.

SUSPICIOUS-ACTIVITY:

• Suspicious Videotaping at Midtown Tunnel o Yesterday, at approximately 1205 hours, members of the Tri-Borough Bridge and Tunnel Authority (TBTA) observed two individuals video taping the Midtown Tunnel. TBTA advised that the device recovered also contained video footage of the Wall Street area.

• Suspicious Videotaping at Madison Square Garden o Yesterday at approximately 1500 hours a male was observed photographing the outside of Madison Square Garden. o Subject properly identified and subsequently released.

• Suspicious Videotaping at Congress Regency Hotel o Today at approximately 0120 hours a male was observed Video taping the Regency Hotel located at 540 Park Avenue. o Subject properly identified and subsequently released.

• Suspicious Photographing inside Pennsylvania Station o Yesterday at approximately 1430 hours two males were observed taking still photographs inside Pennsylvania Station. o Subjects properly identified and subsequently released.

Suspicious Photographing inside Pennsylvania Station o Yesterday at approximately 1830 hours a male subject was observed videotaping sewer pipes, electrical work and repeater at the NJ level of Penn Station. o Subject properly identified and subsequently released.

• Suspicious Photographing at Madison Square Garden o Yesterday at approximately 1800 hours a male was observed photographing the outside of Madison Square Garden. o Subject properly identified and subsequently released.

• The Line/Billionaires For Bush, Wednesday, September 1, between 0800 and 0830 hours, will form line stretching from Wall Street to MSG on Broadway. Number of participants unknown and a permit has been approved.

• Sept. 11 Families for Peaceful Tomorrows, Wednesday, September 1, between 0900 and 1900 hours, group to march from Holy Apostles Church to Union Square Park, pulling a 1400 granite block behind them. Group anticipates 40 marchers and a permit for this event has been approved.

• American Friends Service Committee, Wednesday, September 1, between 1000 to 2000 hours, will display shoes representing victims of war at Union Square Park. Organizers anticipate 1,000 shoes to be displayed with 40 to 50 persons participating. A permit has been approved.

• New Yorkers Against Gun Violence, Wednesday, September 1, between 1100 and 1500 hours, will hold demonstration on gun control at Union Square Park. Organizers anticipate 75 participants. Permit pending for alternate location.

• Darfur Rehabilitation , Wednesday, September 1, between 1200 and 2000 hours, group will protest Sudan Government in , 43rd and 1St (UN vicinity). 35 people are anticipated and a Parks permit has been approved.

• ' Coalition of Police and Fire Unions, Wednesday, September 1, between 1400 and 1700 hours, to conduct labor related protest at the Sheraton Hotel on 52nd and 7th. 100 people are anticipated and a permit has been approved. o Group will also protest at the same time at the Waldorf Astoria Hotel at 51St and Park.

• Grassroots Coalition of Media Organizations , Wednesday, September 1, between 1800 and 2130 hours, will protest media coverage of Bush administration at the following locations: o 52nd bet. 6 and 7th, CBS Offices o Hold Rally at 50th and 6th, CNN offices _o March to 48thand6th,_Fox offces,_to rally and disperse. o Organizers anticipate 5000 people and a permit has been approved.

• Live Broadcast of MSNBC in Herald Square, Wednesday, September 1, between 0700 and 1600 hours. MSNBC will be broadcasting live from Herald Square Park, located at West 34th Street and Broadway. Potential for a spontaneous direct action protest during this broadcast. No permit has been issued.

• "Campaign to Stop Killer Coke" to protest at RNC event to be attended by Governor Pataki. On Wednesday, September 1, between 2130 and 0200 hours, participants will protest outside event being held at the , located at 560 West 34th Street. The likely number of participants is unknown at this time. No permit has been issued.

• "Ring Out Against the RNC" to distribute noise makers and hold protest event On Wednesday, September 1, beginning at 2000 hours, the group has advertised a protest in Manhattan at an unannounced location. No permit has been issued.

Organizers expect as many as 50,000 persons may participate in this event. A permit has been issued.

• "Grassroots Coalition Against Media Organizations " will hold a march/rally event in protest against major media outlet for their "biased" coverage of the Bush administration On Wednesday, September 1, between 1800 and 2130 hours, the group will begin on 6-7d' Avenues (CBS) head southbound to 50`h Street and 6`h Avenue (CNN) where a rally will be held. The group will then continue 6th to 48th Street and Avenue (FOX) where a short rally will be held. The likely number of participants is unknown at this time. A permit has been issued.

LOSS / THEFTS: • Missing Guest passes o It has been reported over the last two days of several Missing RNC guest passes for Tuesday, Wednesday and Thursday's events.

• Lost RNC credentials inside Waldorf Astoria Hotel o Yesterday it was reported delegation credentials were lost inside the Waldorf Astoria Hotel that allow access to all venues within Madison Square Garden.

• Con Edison Vehicle Stolen in Suffolk County, NY o Yesterday at approximately 1019 hours, Suffolk County Police Department reported a theft from a Holtsville storage facility of a rented 1999 ford F500, bearing NYS registration # 68092AT. Vehicle had a generator with the markings HO Penn on it and is utilized by Con Edison. o NOTE-It was reported on Monday that several pieces of clothing with Con Edison logos were removed from the Manhattan plant.

• Live Broadcast of MSNBC in Herald Square, Wednesday, September 1, between 0700 and 1600 hours. MSNBC will be broadcasting live from Herald Square Park, located at West 34th Street and Broadway. Potential for a spontaneous direct action protest during this broadcast. No permit has been issued.

• "Campaign to Stop Killer Coke" to protest at RNC event to be attended by Governor Pataki. On Wednesday, September 1, between 2130 and 0200 hours, participants will protest outside event being held at the Copacabana, located at 560 West 34th Street. The likely number of participants is unknown at this time. No permit has been issued.

• "Ring Out Against the RNC" to distribute noise makers and hold protest event On Wednesday, September 1, beginning at 2000 hours, the group has advertised a protest in Manhattan at an unannounced location...No permit has been issued.

• "NOW-National Organization for Women" rally for women 's rights On Wednesday, September 1, between 1900 and 2100 hours, this event will be held in the East Meadow, Central Park. Organizers expect as many as 50,000 persons may participate in this event. A permit has been issued.
