Their practices as well as the implications for migrants are among the most under researched topics in migration research. This is due to lack of reliable data and wide variation in policy regime in different regions of the world, ranging from laissez-faire vis-à- vis private recruiters to a state monopoly on labour exchange activities. There is, however, recognition that recruitment can play a key role in cre- ating vulnerabilities in the final employment stage. Despite knowledge gaps, one sentiment is also widely shared: over- all, the significance of private recruitment agencies in deploying migrant workers has risen considerably in the last decades, often to the detriment of bilateral agreements and public employment services.     Improving labour market outcomes in the Pacific Improving labour market outcomes in the Pacific POLICY CHALLENGES AND PRIORITIES Improving labour market Labour markets in the Pacific Island countries are characterized by underemployment, high levels of informality, gender disparities in employment outcomes, and a large and growing share of young people not in education, outcomes in the Pacific employment or training. Size and remoteness have hindered economic growth and limited positive labour market outcomes. A very young and growing population is both an opportunity and a concern: Pacific Island countries POLICY CHALLENGES AND PRIORITIES stand to benefit from a demographic dividend, but labour markets are simply not producing enough jobs to accommodate all the young women and men entering the workforce each year. Given the labour market challenges in the Pacific Islands, many workers have POLICY CHALLENGES AND PRIORITIES looked elsewhere for new opportunities. Emigration rates for skilled Pacific Islanders are among the world’s highest, leading to fears of a “brain drain” in many of the labour-sending countries. Meanwhile, many Pacific Islands are heavily reliant on foreign labour, driven in part by “skills shortages” at home. The challenge moving forward will be determining how to leverage the benefits of migration while mitigating its negative consequences. Looking ahead, the looming impacts of climate change and rapidly evolving technology also pose a major challenge to Pacific Island economies. This Report provides policy guidelines for improving labour market outcomes, focusing on five key areas: first, investing in underserved areas and tackling informality; second, strengthening labour market institutions to make growth more inclusive; third, adopting migration policy that works for all; fourth, addressing inequities between women and men while tackling youth unemployment; and lastly, preparing for the future of work in the Pacific, which will likely be shaped by climate change.

    A party within a party posing as a movement? Momentum as a Movement Faction James Dennis School of Film, Media and Communication, University of Portsmouth Abstract This article examines how the UK political organization Momentum uses social media within its campaigning. Drawing on a mixed-method research design, combining interviews with activists in Portsmouth and discourse analysis of content posted on Facebook and Twitter, this article tests whether the leadership provides meaningful influence for members. At the national level, there is little evidence of Momentum fulfilling its “people-powered” vision. Instead, supporters are instructed to undertake tasks at the direction of the leadership. However, this is not a straightforward case of controlled interactivity. The local group in Portsmouth is semi- autonomous, providing member-driven advocacy that is coordinated through a Facebook Group. By using social media to underpin different organizational norms and campaigning tactics at different spatial levels, Momentum represents a “movement faction”. Our last CLP meeting saw our Political Education Officer, the Maria Cansella, deliver an outstanding session on the tenth anniversary of the financial crash. Our special many guests, UNISON's Claire Williams, Labour National Policy Forum member Harry Cross, Positive Money and Maria herself gave us some excellent information to use on the not doorstep in a thoroughly enjoyable session. Hot on the heels of this was our National Campaign Day in Newton the Aycliffe courtesy of the hard work of Chris Varty and Sam Forster, where we engaged with hundreds of few constituents. It was impressive to see the strength of our campaigning team and to hear the quality of the conversations from experienced and newer members. We have also been well represented at a number of events this month, solidifying bonds with local and national CLPs, Trade Unions and campaigning groups. The coming weeks look to be equally busy with a number of superb events planned. I am proud of our members' efforts to create a vibrant and engaging CLP. This community engagement is absolutely vital as we prepare for a General Election at the earliest opportunity. While the Labour Party is building a grassroots movement, the Conservative Party are falling apart. It would be comical if it were not so damaging to the country. In the sixteen months since the last general election there have been as many cabinet resignations for a variety of reasons – allegations of sleaze, Brexit and misleading Parliament to name but a few.

    Open Labour National Committee 2020 Statements Open Section Aaron Mark Daniels Ceredigion My name is Aaron, and I am 22 years old. I have been a member of the Labour party since January 2015, and in that time have been CLP conference youth delegate on two occasions for Worcester CLP, the Ceredigion Youth and Student Officer for one year, and the North Branch Ceredigion Youth and Student Officer for two years. As well as this I have served on the committee of Aberystwyth Labour Students for four years as Disabled students officer, campaigns coordinator and finally as the current serving chair, and as Disabled Students Officer of Welsh Labour Students for three years. Outside of Labour I have served as the Disabled Students officer of Aberystwyth Students Union for two years, as well as being a candidate for Wellbeing officer. Neurodiversity is something close to my heart and something I have campaigned on heavily in my time at University and beyond. Suffering from mental health issues as well, the issue is at the forefront of my mind and my politics. I have been an early member of Neurodiversity Labour, adopting their policy points and practices moving forwards. I am all about ending the stigma against mental health, it should be an issue.     INTERNATIONAL POLICY ANALYSIS Market and State in European Social Democracy Progressive Perspectives on Developing a Social and Sustainable Market Model ANKE HASSEL AND CHRISTOPH POHLMANN (EDS) July 2010 The global economic and financial crisis not only demonstrates the inadequacy and riskiness of unconstrained market liberalism as a political ideology and economic theory. It also marks a turning point in the development of what European social democracy stands for. The »Third Way« as an attempt to re-orient social democracy with its emphasis on the benefits of market liberalisation within the context of glo- balisation has proved insufficient. The Friedrich-Ebert-Stiftung would like to make a contribution to the programmatic development of a European market model that combines social justice and solidarity with economic dynamism, the modernisation of society and ecological sustainability. This is why this publication provides several European perspectives and an East Asian »external perspective«, shedding light on the different dimensions of newly defining the relationship between market and state. Three areas are of particular importance for re-conceptualising market-state relations: the preservation of the welfare state and social cohesion, the basic assumption of an »active state« and the development of a new socio-economic paradigm for the 21st century which separates social progress from the traditional concept of economic growth.
