Tel: 01-4241355, Kathmandu, Nepal Forewords Flood Early Warning System (EWS) is one of the key programmes implemented by Practical Action in Nepal since 2002. With around one and half decades of experience, the system has developed from piloting and grown to the current status effectively saving lives and properties across many communities. Practical Action is engaged with the Department of Hydrology and Meteorology (DHM) , Government of Nepal for the establishment of community based flood EWS in eight major river systems (Kankai, Koshi, East Rapti, Narayani, Seti (Pokhara), West Rapti, Babai and Karnali) in Nepal. Moreover, technical support have been provided to scale out the system to other rivers in the country and in establishment of cross border flood EWS between Nepal and India. We have realised, there is a need of EWS in South Asia regional scale as the disasters are not limited within the political boundary. To make this happen, there is a need for strategic coordination and collaboration between and among the nations, and advancement of technologies to meet the needs. Besides flood, the EWS is equally essential for other hazards like landslides and earthquake both at national and regional levels. However, flood EWS will remain a focus programme of Practical Action in South Asia and in Nepal. In addition, watch and warn to ICT based system, upstream – downstream linkages for EWS, collaboration with DHM, relevant government line agencies and partner organisations in the region for technical advancement, expanded geographic coverage, capacity development and support in policy formulation need further strengthening in the system in coming days.     Nepal Case Study on Bonded Labour Final1 1 THE KAMAIYA SYSTEM OF BONDED LABOUR IN NEPAL INTRODUCTION The origin of the kamaiya system of bonded labour can be traced back to a kind of forced labour system that existed during the rule of the Lichhabi dynasty between 100 and 880 AD (Karki 2001:65). The system was re-enforced later during the reign of King Jayasthiti Malla of Kathmandu (1380–1395 AD), the person who legitimated the caste system in Nepali society (BLLF 1989:17; Bista 1991:38-39), when labourers used to be forcibly engaged in work relating to trade with Tibet and other neighbouring countries. In the 18th and 19th centuries, the Gorkhali and Rana rulers introduced and institutionalised new forms of forced labour systems such as Jhara,1 Hulak2, Beth3 and Begar4 (Regmi, 1972 reprint 1999:102, cited in Karki, 2001). The later two forms, which centred on agricultural works, soon evolved into such labour relationships where the workers became tied to the landlords being mortgaged in the same manner as land and other property. These workers overtimes became permanently bonded to the masters. The kamaiya system was first noticed by anthropologists in the 1960s (Robertson and Mishra, 1997), but it came to wider public attention only after the change of polity in 1990 due in major part to the work of a few non-government organisations. The 1990s can be credited as the decade of the freedom movement of kamaiyas. Full-scale involvement of NGOs, national as well as local, with some level of support by some political parties, in launching education classes for kamaiyas and organising them into their groups culminated in a kind of national movement in 2000.

I would like to thank WWF and all consortium partners (CARE, NTNC, and FECOFUN) for submitting the updated M&E Plan. The revised M&E Plan is consistent with the approved Annual Work Plan and the Program Description of the Cooperative Agreement (CA). This updated M&E has added/revised/updated targets to systematically align additional earthquake recovery funding added into the award through 8th modification of Hariyo Ban award to WWF to address very unexpected and burning issues, primarily in four Hariyo Ban program districts (Gorkha, Dhading, Rasuwa and Nuwakot) and partly in other districts, due to recent earthquake and associated climatic/environmental challenges. This updated M&E Plan, including its added/revised/updated indicators and targets, will have very good programmatic meaning for the program’s overall performance monitoring process in the future.

The floods, landslides and avalanches in Nepal cause the loss of lives of about 300 people and damage to properties worth about 626 million NPR annually. Consequently, the overall development of the country has been adversely affected. The flood risk could be significantly reduced by developing effective operational flood early warning systems. Hence, a study has been conducted to assess flood danger levels and determine the threshold runoff at forecasting stations of six major rivers of Nepal for the purpose of developing threshold-stage based operational flood early warning system. Digital elevation model data from SRTM and ASTER supplemented with measured cross-section data and HEC-RAS model was used for multiple profile analysis and inundation mapping. Different inundation scenarios were generated for a range of flood discharge at upstream boundary and flood threshold levels or runoffs have been identified for each river, thus providing the basis for developing threshold-stage based flood early warning system in these rivers.
