Information As of 2 June 2015 Has Been Used in Preparation of This Directory. PREFACE Information as of 2 June 2015 has been used in preparation of this directory. PREFACE The Central Intelligence Agency publishes and updates the online directory of Chiefs of State and Cabinet Members of Foreign Governments weekly. The directory is intended to be used primarily as a reference aid and includes as many governments of the world as is considered practical, some of them not officially recognized by the United States. Regimes with which the United States has no diplomatic exchanges are indicated by the initials NDE. Governments are listed in alphabetical order according to the most commonly used version of each country's name. The spelling of the personal names in this directory follows transliteration systems generally agreed upon by US Government agencies, except in the cases in which officials have stated a preference for alternate spellings of their names. NOTE: Although the head of the central bank is listed for each country, in most cases he or she is not a Cabinet member. It is about 2013 years of Christ's loving presence in the world.'' The world celebration was tempered, however, by unease over Earth's vulnerability to terrorism and its dependence on computer technology. The excitement was typified by the Pacific archipelago nation of Kiribati, so eager to be first to see the millennium that it actually shifted its portion of the international dateline two hours east. The caution was exemplified by Seattle, which canceled its New Year's party for fear of terrorism. In the Philippines, President Benigno Aquino III is bracing for a “tough” new year. At the same time, he called on Filipinos to pray for global peace and brotherhood and to work as one in facing the challenges of the 21st century. Mr. Estrada and at least one Cabinet official said the impending oil price increase, an expected P60- billion budget deficit, and the public opposition to amending the Constitution to allow unbridled foreign investments would make it a difficult time for the Estrada presidency.

Introduction The South China Sea is often said to be rich in hydrocarbon reserves, although most of the deposits are uncon- firmed, due in part to the multiple claims laid over them by several coastal economies. China (and Taiwan) claim sovereignty over all the islands. Vietnam, the Philippines, Malaysia, and Brunei each claim some of the land fea- tures. In addition, China also claims unspecified sovereign rights within a so-called ―nine-dash line‖, the area in which significantly overlaps exclusive economic zones (EEZs) asserted by the other claimants and Indonesia.1 Available estimates of the hydrocarbon reserves vary greatly, partly due to the difficulty to survey in disputed wa- ters. Exploratory activities have long been a major cause for frictions, which—traditionally played out in unseen courts of diplomacy—have intensified in recent years into confrontations at sea.2 In 2011, Chinese law enforcement vessels and fishing boats skirmished with Philippine or Vietnam seismic surveillance ships.3 In May 2014 Beijing deployed a deep-water drilling rig into waters disputed with Hanoi, triggering a two-month standoff at sea by doz- ens of vessels and violent anti-China protests in Vietnam. Although tensions cooled after China withdrew the rig in July and restored high-level bilateral diplomacy, relations have yet to fully recover.4 Beijing, however, has left Malaysia and Brunei largely unbothered, although many of Malaysia‘s natural gas fields are located within China‘s nine-dash line.
