Armed Conflicts Report - Israel Armed Conflicts Report Israel-Palestine (1948 - first combat deaths) Update: February 2009 Summary Type of Conflict Parties to the Conflict Status of the Fighting Number of Deaths Political Developments Background Arms Sources Economic Factors Summary: 2008 The situation in the Gaza strip escalated throughout 2008 to reflect an increasing humanitarian crisis. The death toll reached approximately 1800 deaths by the end of January 2009, with increased conflict taking place after December 19th. The first six months of 2008 saw increased fighting between Israeli forces and Hamas rebels. A six month ceasefire was agreed upon in June of 2008, and the summer months saw increased factional violence between opposing Palestinian groups Hamas and Fatah. Israel shut down the border crossings between the Gaza strip and Israel and shut off fuel to the power plant mid-January 2008. The fuel was eventually turned on although blackouts occurred sporadically throughout the year. The blockade was opened periodically throughout the year to allow a minimum amount of humanitarian aid to pass through. However, for the majority of the year, the 1.5 million Gaza Strip inhabitants, including those needing medical aid, were trapped with few resources. At the end of January 2009, Israel agreed to the principles of a ceasefire proposal, but it is unknown whether or not both sides can come to agreeable terms and create long lasting peace in 2009. 2007 A November 2006 ceasefire was broken when opposing Palestinian groups Hamas and Fatah renewed fighting in April and May of 2007. In June, Hamas led a coup on the Gaza headquarters of Fatah giving them control of the Gaza Strip. -

Background - Political and Security Implications The State of Israel is committed to the peace process and aspires to reach an agreed resolution of the conflict based upon the vision of US President George Bush. The State of Israel believes that it must act to improve the current situation. The State of Israel has come to the conclusion that there is currently no reliable Palestinian partner with which it can make progress in a two-sided peace process. Accordingly, it has developed a plan of revised disengagement (hereinafter - the plan), based on the following considerations: One. The stalemate dictated by the current situation is harmful. In order to break out of this stalemate, the State of Israel is required to initiate moves not dependent on Palestinian cooperation. Two. The purpose of the plan is to lead to a better security, political, economic and demographic situation. Three. In any future permanent status arrangement, there will be no Israeli towns and villages in the Gaza Strip. On the other hand, it is clear that in the West Bank, there are areas which will be part of the State of Israel, including major Israeli population centers, cities, towns and villages, security areas and other places of special interest to Israel. Four. The State of Israel supports the efforts of the United States, operating alongside the international community, to promote the reform process, the construction of institutions and the improvement of the economy and welfare of the Palestinian residents, in order that a new Palestinian leadership will emerge and prove itself capable of fulfilling its commitments under the Roadmap. -

Undecided Past – National Identities and Politics of Diversity: The Mount Eytan Commemoration Site udi lebel Sapir College and Ariel University Center, Israel zeev drory Kinneret College, Israel in 1982 the israeli government launched a proposal to establish a national commemoration site on Mount Eytan. Despite intensive activity, the project was shelved in 2002. The article presents official discourses regarding memory, commemoration, and setting collective boundaries. It presents the theoretical arguments as well as conflicting processes in politics of memory in Israel, which occurred along a different axis and regarding different variables. Finally we discuss the social and political significance arising from the project’s management and in terms of creating consensus in an age of privati- zation, to the extent that projections can be made from an event of this nature. The museum is a cultural agent acting within national politics to manufacture representation of (subjects of) the past and ‘graft’ them as objects (Katriel 1997b, 147). Museums are sites where links between memory and history are created, in such a way that the sub-group which initiates the memory aspires, using a unique narrative, for its past to be transformed into the individual memory of each visitor (Katriel 1994, 1). Narratives of the past thus become relevant both for understanding the present and for internalizing recommended ways of coping with it (Katriel 1993, 69). If the process unfolds in a manner approved by the establishment, this sites will become state-supported museums that the public is encouraged to visit (Barena 1989, 118). Economic considerations, among others, propel many museums into the heart of consensus. -

GlobalResearch20131113 Egypt-Gaza Tunnels: The Lifeline Under Threat By Sawsan Ramahi After the Arab-Israeli war in 1948-1949, the Gaza Strip was left under Egyptian military rule until Israel occupied it during the June 1967 “SixDay War”. When Egyptian President Anwar Sadat signed the Camp David Peace Treaty with Israel in 1979, the border city of Rafah was divided; part went to the Gaza Strip and the rest stayed with Egypt. With a border zone patrolled by the Israeli army, Palestinian families began digging tunnels under their homes in order to keep in touch with friends and relatives on the Egyptian side. Israel discovered the first tunnel in 1983. After signing the Oslo Accords which saw the creation of the Palestinian Authority in 1993, Israel constructed a high barrier around Gaza and monitored those entering the Gaza Strip through the various border crossings. These were closed with the outbreak of the second, “Al-Aqsa”, Intifada in 2000. The Israelis also bombed Gaza’s only airport and sea port, effectively driving the Palestinians to find alternative ways and means to communicate with the outside world. The old tunnels were revived and used to import necessary goods to compensate for the shortages created by Israel’s strict control over what, and who, could and could not enter the occupied territory. The Israeli army then started to demolish houses which had tunnels, and later expanded their demolition operations to form a buffer zone between the border and Rafah City. According to Human Rights Watch, between 2000 and 2004 about 1,700 homes were demolished to create a 100 metre-wide zone along the border between Gaza and Egypt (known as the Philadelphi Route). -

Mr. Ariel Sharon Prime Minister of the State of Israel High-Level Plenary Meeting of the 60'h Session of the General Assembly United Nations, New York 15 September 2005 Translation Prime Minister Ariel Sharon' Speech at the United Nations Assembly September 15, 2005 My friends and colleagues, heads and representatives of the UN member states, I arrived here from Jerusalem, the capital of the Jewish people for over 3,000 years, and the undivided and eternal capital of the State of Israel. At the outset, I would like to express the profound feelings of empathy of the people of Israel for the American nation, and our sincere condolences to the families who lost their loved ones. I wish to encourage my friend, President George Bush, and the American people, in their determined effo rts to assist the victims of the hur ricane and rebuild the ruins after the destruction. The State of Israel, which the United States stood beside at times of trial, is ready to extend any assistance at its disposal in this immense humanitarian mission. Ladies and Gentlemen, I stand before you at the gate of nations as a Jew and as a citizen of the free and sovereign State of Israel, a proud representative of an ancient people, whose numbers are few, but whose contribution to civilization and to the values of ethics, justice and faith, surrounds the world and encompasses history. It was founded in 1986 as an innovative program that brought together military specialists and civilian academics to focus on military and security topics derived from unclassified, foreign media. CONFIDENTIAL MEMORANDUM To: Dr. Saeb Erekat From: Negotiations Support Unit Subject: 1967 border, land swaps and Hillary Clinton’s parameters Date: 23 December 2009 This memo provides analysis on three related issues that have arisen in recent discussions on the peace process: 1. Reference to the “1967 border with agreed swaps” in a UNSC resolution; 2. Requesting US determination of a percentage for land swaps, and; 3. Hillary Clinton’s “parameters”. 1. Reference to the 1967 border with agreed swaps in a UNSC resolution At least two potential benefits may exist in seeking a United Nations Security Council Resolution that re‐ affirms the Palestinian people’s right to a state of their own in all of the West Bank and Gaza Strip, including East Jerusalem. First, such a resolution can reinforce the illegality and illegitimacy of Israeli claims over all of the oPt as delimited by the 4 June 1967 line. Second, such a resolution can reaffirm the continued applicability of international humanitarian law, namely, the Fourth Geneva Convention and the Hague Regulations, to all of the territory occupied by Israel in 1967. One risk in pursuing such a resolution, however, is that it may either directly or indirectly dilute UNSCR 242 and universally recognized Israeli obligations under IHL, specifically the requirement that Israel withdraw fully to the June 4 1967 line. This risk would arise, for example, if the resolution refers to potential land swaps, even if the resolution specifies that such swaps must be ‘mutually agreed.’ The mere introduction of the option of swapping territory in a UNSC resolution can, and likely will, be used by Israel and others to argue that the international community no longer views the 4 June 1967 line as sacrosanct.
