VI ABSTRACT PROBLEMS AND POSSmiLITIES: THE COMPLEXITIES OF ACCESSING HIGHER EDUCATION FOR PUERTO RICAN WOMEN IN THE UNITED STATES SEPTEMBER 2004 BARBARA TRAMONTE, B.A., FORDHAM UNIVERSITY M.Ed., UNIVERSITY OF MASSACHUSETTS AMHERST Ed D., UNIVERSITY OF MASSACHUSETTS AMHERST Directed by: Professor Irving Seidman Female-headed families of Hispanic origin have the highest poverty rate of all ethnic groups in the United States. Within this group of Hispanics, Puerto Rican families suffer most from high rates of poverty with 52.1% of Puerto Rican youth younger than 18 living below the poverty line (United States Census Bureau, 2001). These figures are directly related to low educational levels and high dropout rates among Puerto Rican females (Canedy, 2001; United States Department of Commerce, 1999). This study explores the experiences of 16 Puerto Rican women accessing higher education in an alternative program in the United States. In order to explore the experiences of my participants, I use in-depth interviewing from a phenomenological perspective (Seidman, 1998). The study's findings show a lack of school support and curricular guidance for Puerto Rican women in secondary school in the United States, and a tendency toward internalized failure among participants. Inadequate assessment of bilingual speakers Vll combined with negative perceptions of bilingual Spanish/English speakers in United States schools also account for deficient academic outcomes for Puerto Rican female students. Results of this study also show a correlation between family disjunction and negative school outcomes. High pregnancy rates among Puerto Rican teenagers were also contributors to school drop out and push out behaviors. Most women in this study who went on to a respectful, high-level, critical thinking alternative higher education course in the humanities (New Roads to College) showed remarkable growth personally and academically. Findings show an increase in literacy and school motivation for their extended family members as well. The study points to many recommendations for schools and policy makers who are educating Puerto Rican women in United States schools. In 1999, Ali was crowned “Sportsman of the Century” by Sports Illustrated. He won the World Heavyweight Boxing championship three times, and won the North American Boxing Federation championship as well as an Olympic gold medal. Ali was born in Louisville, Kentucky. He was named after his father, Cassius Marcellus Clay, Sr., (who was named for the 19th century abolitionist and politician Cassius Clay). Ali later changed his name after joining the Nation of Islam and subsequently converted to Sunni Islam in 1975. Early boxing career Standing at 6’3″ (1.91 m), Ali had a highly unorthodox style for a heavyweight boxer. Rather than the normal boxing style of carrying the hands high to defend the face, he instead relied on his ability to avoid a punch. In Louisville, October 29, 1960, Cassius Clay won his first professional fight. He won a six-round decision over Tunney Hunsaker, who was the police chief of Fayetteville, West Virginia. From 1960 to 1963, the young fighter amassed a record of 19-0, with 15 knockouts.     With almost half of the population in poverty and vast proportions of the island immigrating to the United States for better prospects, Puerto Rican children and families are struggling. The following literature review provides a chronology of public assistance and poverty in Puerto Rico, summarizes the information available for two programs which offer support for families in poverty, and identifies directions for future research. POVERTY IN PUERTO RICO Under Spanish colonial rule, Puerto Rico developed an agricultural economy based on the production of coffee, sugar, cattle and tobacco. Rural, mountain-dwelling communities produced coffee on land unsuitable for other crops. These other crops, particularly sugar, were produced on relatively small tracts of land, or hacendados, owned by Spanish landowners. Laborers lived and worked on these haendados, and often afforded small plots of land to produce food for their families. The landowner-laborer relationship was especially important for the production of sugar, which requires heavy labor for a six month season, followed by an off-season. The hacendado system, although exploitative, provided for workers during the off-season (Baker, 2002). Under the United States’ direction, the economy in Puerto Rico shifted towards a sugar-crop economy controlled primarily by absentee American owners. This transformation had a devastating impact on the Puerto Rican economy and destroyed its ability to be agriculturally self-sustaining (Colón Reyes, 2011). First, as Puerto Ricans were no longer producing their own food, they relied on imports for the products they consumed. Reliance on imports meant that they paid higher prices than mainland US consumers for products while also receiving a lower wage than mainland US workers.

Because of this, it is important that climate change education is developed and implemented on the island so that the population, especially its youth, can adequately adapt to climate change. The goal of this project was to develop effective lessons that could be used to teach middle school students in Río Grande, Puerto Rico about the immediate and long-term effects of climate change. These lessons were designed to be relevant to the students by providing evidence and examples of climate change in the island of Puerto Rico. Through the use of interviews with experts on climate change, members of environmental education initiatives, and teachers, we were able to determine what material to incorporate into our lessons and how to best deliver it. To analyze the effectiveness of our lessons we tested our lesson on a ninth grade class and utilized a pre-test and a post-test as a method of evaluation. These tests asked questions based on the learning objectives covered in the lessons, and were then compared using statistical analysis.
